1. BACKGROUND
The BRBIP is a project being implemented by loan and grant from ADB with the objective of enhancing the environmental conditions of sacred river Bagmati. The main outputs of the project
during the first phase for which the report is being written includes:
(i) Effective integrated and participatory river basin management;
(ii) Improved river environment in the Kathmandu Valley;
(iii) Increased water availability in the basin in the dry season,
(iv) Reduced water induced disaster impact on basin communities, and
(v) Efficient Project Management and Stakeholders Coordination
Ministry of Urban Development (MoUD) is the Executing Agency (EA) while the Implementing
Agency responsibility is segregated between High Powered Commission for Integrated
Development for Bagmati Civilization (HPCIDBC) and Department of Water Resource and
Irrigation (DWRI). On one hand HPCIDBC is the Implementing agency (IA) for River Improvement
works of upper Bagmati and hosts the Project Coordination and Management Unit (PCMU) which
is supported also by Project Management, Design and Construction Supervision Consultant
(PMDCS). While on the other hand DWRI is the IA for the design and construction of increased
reservoir to storage capacity in the Shivapuri Nagarjun National Park.
With the growth of population and subsequent urbanization in the Kathmandu valley, there is
tremendous pressure in the natural resources especially the water flowing through the Bagmati
River. Unchecked waste disposal along the bank of the river and unregulated ground water
extraction for the domestic and industrial purposes has left the Bagmati River with polluted water
which is totally of substandard not only for the human use but also for the aquatic plants and
animals to survive there in. Apart from losing the dwelling condition of aquatic flora and fauna, the
physical quality and quantity deterioration of the river water has led to a loss of cultural and
recreational amenity for the local communities.
Government of Nepal with its different line Ministries and the Departments are working in the
process to improve the quality and the quantity of Bagmati River water. Bagmati River Basin
Improvement Project (BRBIP) has conducted watershed conservation program through the Non-
Government Organization. In order to achieve the objective of increasing the water quantity in the
river, BRBIP has well defined its tangible benefit in its stipulated project output number three -
Increased water availability during the dry season and watershed conservation.
The major output-2 of BRBIP is to Improve Riverbank Environment in Urban Areas. Achievement
of this output is to be measured by (i) 7.2 km of river corridor constructed with aesthetic river
walls, green zones and recreational amenities employing 20% of women and 10% poor and
socially excluded as workers during construction; (ii) 11 aeration weirs constructed, (iii) 2
regulators rehabilitated; (iv) 7 VDCs and user community groups composed from at least 33% of
women members and 20% from the poor and socially excluded groups, monitor and prevent solid
waste disposal into the river corridor; (v) 300 households adopt improved solid waste
management; and (vi) 2 km of river bank maintained with private sector support.
Getting along with the objective as mentioned in the output 3 of the project, Department of Water
Resource and Irrigation has initiated the construction of 24-meter high concrete face rock fill dam
in Dhap area of Shivapuri under the program of design and built approach. Since the construction
of Dhap dam has to go in compliances with Government approved Environmental Management
plan - felling down of trees for construction site clearance has to be compensated by replantation
in twenty five fold - tree plantation to compensate the lost vegetation has to be initiated in an
effective and efficient methods.

Environmental Impact Assessment is the primary administrative tool to integrate environmental
considerations into decision-making to ensure that proposed development intervention will have
minimal environmental impacts. BRBIP fall in “A” category project according to ADB.
As per Safeguard Policy Statement, 2009, Environmental Impact Assessment (EIA) for the
projects under BRBIP is mandatory in order to assess the environmental consequences of the
construction as well as operation activities and suggest appropriate, practical and site-specific
mitigation and enhancement measures. In this context, EIA report has been prepared for the
project in accordance with the environmental regulations (Environmental Protection Act, 1997 and
Environmental Protection Rule, 1997) of GoN and also satisfying the ADB environmental
procedures.
Environmental Monitoring is an important tool for ensuring compliance of mitigation and measures
and implementation of EMP. The construction works for Dhap dam construction have be initiated
after the completion of Contractor’s/labor camp construction and minor improvement of access
road to dam site at Dhap after receiving formal permission from National Park and forest ministry
(on January 27th, 2017). Construction work was delayed by one and half year because of delayed
in approval by SNNP. After receiving the formal permission from National Park and forest ministry,
tree cutting work was commenced on access road to dam site and on some parts of the dam site
area from the month of February along with the improvement and widening of the access road.
The foundation excavation work of the Dhap Dam that was started from mid-April is still continuing
as of date. Tree cutting of the remaining tree on the area above the dam axis is being cleared at
the moment. The maintenance and upgrading of access road to the site is continuous till now.
The Environmental Management Plan for the river training/beatification work from Gokarna to
Sinamangal had been prepared and submitted to the client for the approval from the concerned
ministry for tits implementation. Similarly, the contractor (KALIKA-RANKEEN-LAMA JV) had been
awarded and mobilized for the river training/beatification work from Gokarna to Sinamangal. They
have commenced their work from January 2017 from the Gokarna Bridge till Sinamangal Bridge
working on different section. They have also submitted the Construction Environmental
Management Plan for the consultation and they are conducting their work as per it following the
environmental compliances as stated on it and EMP. Work progress in construction site have
been reviewed by us and forwarded with comments and suggestion for further improvement.
3. CONSTRUCTION APPROACH
BRBIP applies labors based equipment supported (LBES) construction techniques in Bagmati
river Corridor from Gokerna to Sinamangal Bridge and Dhap Dam building groups (BGs) in
construction activities.
The following are the major work activities being implemented till end of December 2019
on the Dhap Dam;
1. Construction of Access Road: - Around 21 Km of earthen access road improvement is
completed except construction of side drains, improvement of cross drains and gravelling
of road in some part.
2. Construction of Saddle Dam: - Construction of First saddle dam is completed except the
peripheral toe wall.
3. Construction of Main Dam:- Construction of main dam is in progress; (i) Embankment
filling zone 3B, 3C and 3D reached at the level of 2089.4m against the crest level of
2,090.14 m, (ii) Filling of transition zone 3A reached at the level of 2075.00m, (iii) Filling
zone 2B filter at the level of 2088.00m from chainage 0+080 to 0+175, (iv)Construction
inner plinth completed for a length of 150m, (v) Placement of lean concrete in upstream
face of the main dam completed up to 2085.00m, (vi) Construction of external plinth:
Reinforcement placement ongoing, copper water stopper preparation and installation trial
started. Final installation will be starting soon, (vii) Embedment of anchor dowel bar
completed, (ix) Construction of outlet pipe and encasing of completed.
4. Construction of Spillway:- Spillway chute of 65m length constructed out of 98m length
including flip bucket. For remaining portion, foundation has been cleared
5. Topographic Survey: - Topographic survey of reservoir area is completed, and report is
submitted. However construction survey is a continuous process, and is in progress.
6. Geotechnical Investigation:-Geotechnical Investigation completed
7. Geological Mapping:-Geological mapping of Main dam, saddle dam, and reservoir
impounding area is completed.
8. Design of Main Dam:-Design of Main dam completed and report is submitted and got
approved from Department of Irrigation.
9. Design of Spillway:- Design of Spillway completed and report is submitted and
approved.
10. Survey Design of Second and Third Saddle Dam: - The contractor has submitted the
design and cost estimates of these two additional saddle dams, and comments received
from the Engineer have been addressed. The final approval of variation is pending.
11. Exploration of Quarry and Testing of Source Materials: - Exploration and testing of
construction materials and sources approvals are completed.
12. Establishment and routine maintenance of contractor’s camp, labor camp is completed. 13. Clearance of excavated materials from the site of excavation is almost complete.
14. Extraction of rock fill material inside the reservoir area is in progress.
15. Cutting of trees inside the reservoir area was done and log recording and verification with
Park has been completed and forwarded for final submission of timber. Till now some of
the timber / wood logs has been stacked in Sundarijal Secondary School, Madichud Camp
and Dhap Dam reservoir area as directed by SNNP that need to be handed over to the
park is still remaining and will be conclude very soon.
The following are the major work activities being implemented till end of December 2019
on the Bagmati River Beatification Work;
The works were to be completed by 1 February 2019, however, extension of time (EOT-1) has been approved until 23 March 2019 by the Employer. Similarly, EOT-2 was approved until 8 April 2019 and recently EOT-3 has been approved until 25 February 2020. However, works has not resumed since 9 April 2019 due to the stoppage of works by the affected people demanding compensation for the legacy case of incomplete involuntary resettlement related to the expansion of the river corridor between Gokarna Barrage and Guheswari. Recently after government and local Administration approach, the work have resumes since 29th December 2019.

Major civil works are completed, such as construction of 11 weirs and ghat steps, aesthetic stone
walls, and partial completion of footpath and cycle track. Since April, the contractor has only been
allowed to access the Sinamangal section (about 1 km) where correction of works and
refurbishing of the Pashupati barrage has been ongoing. Overall physical progress is estimated
to be around 74% and financial progress is 68%. Remaining works includes stone cladding,
completion of footpath and cycle track, and landscaping on the section between Gokarna Barrage
and Guheswari.
Major work activities being implemented till end of June 2019 are as;
1. Establishment of Contractors office and camps with Mobilization of staff for the project and
Equipment.
2. Site laboratory has been setup with required equipment as per specification with Lab
technician and Lab assistant.
3. Insurance of Works and Contractor’s Equipment, insurance against Persons and Damage to Property and insurance for Client’s Consultant’s and Contractor’s Personnel
4. Site office for the Engineer is provided from 1st February, 2017 with full furnishing as per
specification
5. Insurance of Works, Contractor’s Equipment, against Persons and Damage to Property, for Client’s Consultant’s and Contractor’s Personnel is done
6. Installation of signboard with displaying information along the work site.

4. OVERALL ENVIRONMENTAL SAFEGUARD STATUS
Dhap Dam Construction Site
Environmental safeguard status in Dhap Dam construction work is good as the construction work
at site started from the month of February 2016 with the clearing of the tress on access road of
dam site area with minor improvement and widening of the road. Establishment of Contractor
camp site is completed with toilet facility, supply of water and solar electricity. The Waste water
from toilet and kitchen effluent has been managed in Septic tank with soak pit. The Dam
foundation excavation work has been started following the slope stability as per the design
following the mitigation measures. The Insurance of working labors and staffs have been done
and has been following the occupational health and safety parameters at site by providing
personal Protective Equipment work has started at the project site.
After receiving permission from the Park and Ministry of forest and Soil Conservation on January
27th, 2017 the cutting of (2,794) tagged tress from inundation area and from the access road has
started. These trees will be compensated with planting 90,000 new plant in a ratio of 1:25 and
manage it for 5 years through the project under the requirement of EMP implication. About 15,000
plant is being re-planting though the NGO-1 under the requirement of EMP’s Compensatory
plantation implication. Major Species found in the area includes Kholme, Phalat, Angeri,
Rghuchandan, Kankiya, Kalikath, Malli, Bhalayo, Losso, Rtomme, Locho, Gurans, Kamali, Mel,
Ghigano and Hiswa at inundation area. While at the access road the species observed includes
Uttis, Kholme, Raghuchandan, Khosre, Katush, Payun, Ghigano, Kafal, MelSallo, Hadiwel,
Chilaune, Sami, Saur and Phalant. The modality for implementing the Compensatory plantation
of the remaining 75,000 plant species will carried out based on the decision of the client on the
National Park Submitted estimation of replantation work on February 17th 2018 to be carried out
by them. The probable sites for compensatory plantation will be finalized by Park authority.
A memorandum of understanding has been signed between PIIU and SNNP to plant the
remaining 75,000 trees at a cost of NRs 3,40,23,804 (approximately $310,000) which includes
the cost of plantation and management (fencing, watering, and caretaker) for five years, as
required by law. The PIIU has transferred the first installment (NRs 50 million) to SNNP to initiate
this process and SNNP has already initiated establishment of a nursery and has identified sites
for plantation.
River Corridor Beautification Work
Environmental safeguard status of Bagmati river corridor beautification work is categorized as
good as the work is continuing from mid-January 2017 with the construction of stone masonry
retaining walls and foundation excavation for it following the construction environmental
management plan and following the EMP. The Insurance of available working labors and staffs
have been done and has been following the occupational health and safety parameters at site by
providing personal Protective Equipment. Work has started at the project site. The Contractor’s camp has been established at site with some temporary tented Labor camps at site near the
working area with supply of drinking water, electricity and toilet facility. The Traffic on the side
road is continuous while the construction work is on progress and now disturbance on road for
the systematic vehicles movements with the construction materials stockpiling is felt
disseminating. The plants and greenery on the either side of the river are being protected,
preserved and in some extent relocated by the contractors during the construction work to
minimize it lose.
5. COMPLIANCE STATUS WITH ENVIRONMENTAL COVENANTS
There are 25 loan and grant covenants specified for this project. Environmental safeguard related project activities are in compliance with covenants as regular follow up actions are being taken according to approved contract documents (Please refer Annex 2 for details).

6. INSTITUTIONAL ARRANGEMENT Grievance Redress Committee (GRC) A GRC has been formed at places a BRBIP office and its web site has been established for the information dissemination and notification to register the concerns and complains. Grievance can also be register at site for the issues related to construction work through consultant or through contractor’s office. The received grievance at the BRBIP office for the reporting period is as attached in Annex 5.
7. COMPLIANCE WITH ENVIRONMENTAL SAFEGUARD MEASURES Following are the activities performed related to Environmental Safeguard for the Dhap dam
construction.
Submission of Construction Environment Management Plan: Contractor has submitted
Construction Environment Management Plan (CEMP) on month of January 2018 and working at
side following that plan with following the environmental safeguard mitigation and management
measures.
Tree Cutting: All together around 2794 numbers of trees has been cut out of which 2294 from
Dhap dam reservoir area and 500 numbers of tree has been cleared from access road in order to
fulfill the scope of this project construction.
Stacking of Tree Logs and Cutting of Trees: Felled tree logs are being stock pilled inside the
reservoir area. During informal talk with SNNP officials it is learnt that stocking pilling area is not
sufficient around that forest area. In formally specified Sundarijal Secondary School they have
started to construct building and they don’t have space to store timber logs. There is limited space
in Manichud Camp where some logs area being stocked. So far, around 1394 nos. of cut trees
are stocked in Dhap reservoir area, around 475 trees in access roads, around 710 in Manichud
Camp and 215 in Sundarijal School. Remaining tree roots, branches and timber logs which are in
the reservoir area, are collected and stacked.
On April 20th 2019, the Ranger of Park and representative of contractor had verified the cut tree
log for the final handing over of logs to the forest ministry. After verification the Ranger office of
Park had submitted the report to Shivapuri National park office to be forwarded to Ministry of
Forest for the final hand over of log which is still under awaited process and have reached
understanding between SSNP and contractor side to complete hand over process of log by end
of January 2020.
The details of cut trees and the location of its management is as per the attached Annex 3.
Laboratory Establishment at Site: Establishment of laboratory at site was completed on
04/12/2017. The laboratory has become functional to carryout routine tests.
Excavated from Main Dam and Abutment Material Stock Pilling: Excavated materials is stock
pilled along the river channel downstream of the dam toe with construction of two layer of gabion
wall with geo-textile to control the erosion and silt control on the river basin downstream and along
the stream channel upstream of labor camp.
Solid Waste Management: Kitchen solids waste and drain water are collected in a pit near the
camp for the natural degradation and absorption. Others non-decomposable waste and scraps
are collected separately and in some time interval remove from there safely out of SNNP area.
Each toilet established within the site their solids are collected into underground safety tank with
sock pit.
Spoil Disposal and Storage: Excavated material is dumped at the bank of river downstream of
main dam and upstream of reservoir at stream bank near the culvert on road to Chisapani. It was
informed to contactor that the areas where foundation excavated materials stocked piled along
left bank of river, downstream main dam and on left bank of river channel, upstream of labor camp
(near the culvert across the road to Chisapani). Gabion wall with placing of Geo-textile have been
construed at the toe side of dam and across the river channel to prevent washing away of
materials and control silt erosion along with water channel.
Water and Silt Management: The contractor monitor the water quality of stream at 500m
downstream of the main dam (Test Result As per attached Annex 4) and to comply water and silt
management as per item no 1.8 water and silt management of Bill of Quantities. Establishment
of device for water and sediment measurement is prerequisite for checking the flowing of
excavated material with water from the stream for that the contractor have constructed the three
layer of earthen siltation pond downstream of the dam construction site with construction of two
layer of gabion wall with placing of geo-textile throughout the width of river channel to control the
sedimentation and silt management.
Accidents and Injury Records in the Project Area: No major accidents were observed/reported
in the month of July till December river beatification work site. November 24th, 2019 Roller slides
down while rolling at 2B Zone of dam construction material to plinth causing casualty of the
operator. Due to this incident the operator of the roller of age 45 was injured and later died while
reaching to NMC hospital. The contractor did all the necessary requirement on this case.
We have further instructed the contractor team to follow further necessary precaution and
preventive measures to correct the occurrence of such incidents. Environment compliance
quarterly report has been submitted to consultant (as per 4.18c of Particular Condition of Contract)
for the month of September to November 2019 of this year.
8. ISSUES AND WAY FORWARD FOR DHAP DAM WORK Table 4 shows the main environmental issues and way forward for the effective implementation of environmental safeguard measures. The Compliance Status and Recommended Corrective Actions as attached in Annex 7

4 Proactive safeguard desk and regular monitoring and reporting.
• Dedicate the required EHS personal in all level (from Client) to establish effective safeguard unit
• Regular monthly meeting, field level monitoring and reporting by safeguard desk coordinator.
5 Erection of signboards
Further damaged and required signboards as per work condition should be erected at site and on camps
6 Occupational health and safety Provide Sufficient safety gears at site in case to accommodate the new comers and labors forces.
Enforce every working to wear proper PPE while working at site to prevent injury.
Allocate one designated vehicle at site 24 hours to transport person in case of emergency.
7 Central level and independent environmental monitoring
In some time interval central level environmental monitoring should be done by BRBIP and
independent environmental monitoring, PMU for guiding effective implementation of EMP
