I. INTRODUCTION
A. Project background
1. The Ministry of Health (MOH) is implementing the Second Health Care in the Central Highlands Project (HICH2, or the Project) in the 5 provinces (Dak Lak, Lam Dong, Gia Lai, Kom Tum and Dak Nong) of Viet Nam, through Loan № 3038 – VIE (SF) from the Asian Development Bank (ADB). The objective of the Project is to increase use of maternal and child health services in district hospitals, inter-communal polyclinics (ICPs) and commune health stations (CHSs) by: (i) building new, upgrading some CHSs, ICPs and district hospitals including WWTPs, (ii) providing medical equipment and HMIS at the central, provincial, district, commune and village levels, (iii) developing human health resources through long-term and short-term training courses in professional and managerial skills and (iv) service access support.
2. The Project comprises the following components in the Target Provinces:
– Component A: Improved Access and Quality of Community Health Care
– Component B: Increased Access and Quality of Hospital Services
– Component C: Strengthened Provincial Health System Management
3. The safeguard categories for the Project is as below:
– Environment category B: Anticipated disturbance during construction and generation of wastes during operation of hospitals.
– The Initial Environmental Examination (IEE) was cleared in September 2013, which included the Environmental Management Plans (EMPs)
4. The project activities are expected to have a range of benefits on the natural and social environment, and only minor or negligible negative environmental impacts. The majority of minor negative impacts are expected to occur during the construction phase. These will be localized, minor and temporary and will be readily managed to acceptable levels through the implementation of standard construction environmental management practices.
5. The Project is implementing in the 5 provinces (Dak Nong, Dak Lak, Lam Dong, Gia Lai and Kom Tum) and the succeeding table shows the descriptions of sub-components related to construction and upgrading works, the locations of the 5 project provinces is shown in the figure 1

6. This environment monitoring report is in line with Environmental Monitoring Report_Template issued and guided by ADB as well as the approved IEE. The report documents the implementation of Initial Environmental Examination (IEE) and the incorporated EMPs. The report was prepared through reviewing the monthly reports of the Construction Supervision Consultants (CSCs). This report presents the results of the environmental management performance and internal monitoring activities for period of Jan to Jun 2018. The report covers the following:
• Status of compliance with ADB environmental loan covenants and with the environmental requirements of the Government of Vietnam during the report period; and
• Status of implementation of the environmental mitigation measures during the report period based on the IEE andEMPs, including documentation of complaints received and corresponding action/resolution;
B. Project Implementation Progress

7. As mentioned above, four provinces (Dak Nong, Kom Tum, Lam Dong and Dak Lak) have been carried out construction. Consequently, the environmental monitoring mission only focuses on these construction packages of the four provinces. The scope of each contract package is summarized in Table 2.

Construction Activities during the last six months
8. In the last six months, construction of 35 CHSs in Kom Tum Province and construction of Krong Buk district hospital and construction of Wastewater treatment plant for Buon Me Thuot City Hospital in Dak Lak Province have been carried out.
Planned Construction activities for the next reporting period
9. In next six months, the construction will be carried out in all five project provinces of Dak Nong, Dak Lak, Lam Dong, Gia Lai and Kom Tum which are upgrades and construction of 08 supplementing CHSs in Dak Nong, completion of the wastewater treatment plant of Buon Ma Thuot and Krong Buk Hospitals in Dak Lak, construction of 35 CHSs in Kom Tum and starting upgrading and construction of District Hospitals and CHSs in Gia Lai Province.
II. INSTITUTIONAL SETUP AND RESPONSIBILITIES FOR EMP IMPLEMENTATION AND SUPERVISION

10. The roles and responsibilities of the different institutions in EMP implementation and monitoring are described in Table 3.

Since 2017, before starting the first construction packages in Dak Nong province, CPMU has signed contracts with two CSCs and these CSCs take also responsibilities of monitoring the implementation of contractor’s mitigation on construction sites.

12. In accordance with the approved EMP, monthly monitoring reports on EMP compliance as well as semi-annual environmental monitoring reports must be prepared by relevant stakeholders. The detail status of current reporting is described in Table 4. The reporting process is illustrated in Figure 3.

Staff resources for EMP implementation
13. Contractors, CSCs and PPMUs: Because of small construction works, no full time staffs are assigned for environment and safety supervision. The CSCs have included this mission to on-site supervision consultant and The PPMUs have appointed technical staffs in charged of construction progress, quality and aslo other safeguard issues.
14. CPMU: CPMU has signed contract with a national environmental consultant that has continually been providing support on environmental and safe issues through site inspections for implementation of the environmental and safety compliance at site.
B. Incorporation of Environmental Requirements into Project Contractual Arrangements
15. The original EMP (2011) was intergrated in bidding documents of civil works. The contractors were required to consider requirements of the EMP when preparing their bids.
16. The environmental and safety monitoring tasks was included in the contracts with the Construction Supervision Consultants (CSCs) that require CSCs doing regular inspection of the environmental and safety compliance at the sites.
III. COMPLIANCE WITH ENVIRONMENT RELATED PROJECT COVENANTS
17. Table 6 shows the status of compliance with ADB’s loan covenants relating to environment, health and safety during this report period.

21. During the period from 6th to 10th May 2018 and 6th to 9th Jun 2018, site inspections were conducted by the national environmental consultant (NES) to validate and monitor the implementation of EMP for construction packages in four provinces Dak Nong, Kom Tum, Lam Dong and Dak Lak. The site visits were conducted together with the PPMUs, the CSCs and the relevant contractors in the four provinces. The site-visits suggested that the construction works in Dak Nong, Kom Tum, Dak Lak and Lam Dong are mostly minor that did not generate significant adverse environmental impacts. There are some minor environmental and safety issues that the contractors have not complied with to follow approved EMPs, as indicated in Table 8.

V. PUBLIC CONSULTATION, GRIEVANCE REDRESS MECHANISM
A. Public consultation and EMP information dissemination
23. Information relevant to the construction packages were disseminated through (i) sending documents to related commune people committees; and (ii) the information boards at the gates or on the fencing system of construction sites. These kinds of information disseminated by (i) and (ii) only focused on technical description of the packages, project progress etc…but with no information related to EMP implementation. The information boards do not provide the contact and hotline of contractors. GRM is not specifically disclosed.
24. During the monitoring trips in Jan and Jun 2018, there were some local people living or working adjacent to the construction sites in Dak Nong, Lam Dong, Kom Tum and Dak Lac Province involved in the public consultation. Given that most of construction works are minor which only request mobilizing a few machines and vehicles /or the construction sites are remote and isolated from residential areas in case of Krong Buk district hospital, the most local concern is only the progress of construction works.
25. Details of the public consultation during Jan to Jun 2018 is presented in the table 11 below. All consulted local people confirmed that they understand the situation of the contractors and support construction, they also confirmed that none of serious impacts or labor accidents has occurred from the commencement of construction.

B. Grievance Redress Mechanism
26. The way that affected people can report a complaint on adverse impacts of project is to make verbal complaints directly to contractors or inform the impact-related to Commune People Committees (CPCs) and then these CPCs can make verbal complaints to contractors. Local communities did not have the contact information of PPMUs, CSC or CPMU.
27. Interviews conducted during site inspections during Jan to Jun 2018 by the nation environment specialist found that no interviewee had heard of the grievance redress mechanism (GRM) and were not aware of how to access it. The absence of a GRM that requests accessible and known by potentially affected people was a critical lapse and needed urgent attention by PPMUs and CPMU. However, based on the information from local CPCs and through public consultation at sites there was no complaint of local community related to the impact on environment due to the project activities.
28. The PPMUs should establish a grievance redress and resolution mechanism to address grievances related to EMP implementation and the project in general introduced in Figure 3. Every attempt should be made to establish a rapport between the affected communities and the implementing agencies through frequent interactions and transparency thereby maximizing the resolution of grievances at commune level. A three-stage procedure for redress of grievances is proposed based on practice as follows:
Stage 1: Complaints from affected people on any environmental damage caused by the project implementation will be lodged verbally or in written form by the affected people (refer to Appendix 8 for sample complaint form). The staff from Commune/Commune Supervision Board will assess the level of environmental damage and report to the PPMU within 15 days of the receipt of the complaint.
Stage 2: If no resolution can be reached or if no response is received from the liaison officer within 15 days of registering the complaint, the affected people can take their complaint to the relevant Provincial People Committee who will conduct a site investigation to assess the damage and discuss with a contractor during the construction stage to determine and immediately take the appropriate remedial measures within 30 days of the receipt of the complaint.
Stage 3: If the affected people are not satisfied with the Junision of Viet tri City People Committee or in the absence of any response, the affected people can appeal to the DONRE or Provincial People’s Committee (PPC). The DONRE/PPC will provide a Junision on the appeal within 45 days but not exceeding 60 days1, from the day it is received by the PPC. In this stage,

DONRE/PPC will enforce PPMU to take the strong corrective action to resolve the problems either though enforcement of contractor’s duties under the signed contract or providing necessary additional actions under its overall duties of project implementation.
29. A complaint or a case in the Court of Law may be filed separately or independently from the Project level Grievance Redress mechanism filing process. Implementers of the mechanism should be guided by appropriate government Junrees related to complaints such as: Law on Complaints No. 02/2011/QH13; Article 64 of Government Junree 84/2007/ND-CP; Clause 2, Article 40 of Junree 69/2009; and regulation on grievance at Government Junree 75/2012/ND-CP dated 20/11/2012.

C. Establishment of a Hotline
30. Supplementary to the procedures mentioned in the previous sections, the PPMUs/Contractors shall establish a dedicated hotline for the local people to call directly whenever there is an incident or issue that need to be addressed immediately. The hotline number will be made public and posted on all work sites and field offices of the Contractor, and public gathering places of the nearby communities. The PPMU officer will be provided access to the hotline for easier and faster response. The primary objective of the hotline is to assist the complainants, stakeholders and affected persons to connect directly to PPMUs in solving all the problems from the project,

VIII. CONCLUSION AND RECOMMENDATION
A. Overall Progress of Implementation of Environmental Management Measures
33. The environmental management system of the project has been well established given all environmental requirements from both ADB and the Government have been addressed and respective corrective action plans have been proposed and implemented.
34. In general, the contractors for commune health stations have paid little attention to the environmental mitigation and safety measures such almost contractors do not have enough fence system, warning sign boards or guard rail, safety net for the sites at height. Other non-compliance issues that have been noted during this period, include limited provision of personal protective equipment (PPE) to workers, workers not enjoined to wear PPE, improper management of petroleum products and waste oil, etc.
35. The contractors are trying to comply with the required environmental management measures. The PPMUs, with assistance from CSCs is continually conducting discussions and reminding the contractors to improve the implementation of environmental measures. The CSCs are regularly monitoring the contractors’ performance through their daily site inspections.
36. The CSCs have already included a more detailed section using the report template and the checklists on the contractors’ environmental management activities and performance in monthly progress reports.
B. Actions Recommended
37. Outstanding issues during this report period and corrective action are presented in Table 14. The related stakeholders need to allocate adequate resources to carry out effectively these actions.

ngắt điện hoàn toàn trước khi trát, sơn, dán giấy hoặc ốp
các tấm cách điện lên trên bề mặt của hệ thống điện.
- Khi đưa vữa lên mặt sàn công tác cao không
quá 5m, phải dùng các thiết bị cơ giới nhỏ hoặc công cụ
cải tiến. Đối với những sàn công tác cao trên 5m phải
dùng máy nâng hoặc phương tiện cẩu chuyển khác.
- Thùng, xô đựng vữa cũng như các dụng cụ đồ
nghề khác phải để ở vị trí chắc chắn để tránh rơi, trượt,
đổ. Khi tạm ngừng việc, phải thu dọn vật liệu, dụng cụ
vào một chỗ.

thiết bị bảo hộ lao động trong quá trình làm việc.

- Phải đảm bảo khoảng cách, không để máy đào va
quẹt làm hư hỏng công trình lân cận.
- Dọc theo bờ thành mương phải chừa lại một
dãi đất trống rộng ít nhất là 0,5m, trên đó không được
chất đất hoặc chất vật liệu để chuẩn bị xây móng. Không
bố trí máy móc hoặc xe cộ đi vào để tránh sạt lở.
- Vật liệu vữa, gạch, đá đưa xuống hố phải hạ từ
từ, không được lắc, giật, va đập mạnh, cấm người đứng
bên dưới khi đưa vật liệu xuống.
- Không đổ ồ ạt hoặc ném gạch, đá xuống hố vì
như vậy có thể gây chấn thương cho người đang làm
việc ở dưới hoặc làm sạt lở hố móng.
- Khi thi công nếu hố móng mương bị ngập
nước do một nguyên nhân nào đó thì phải xử lý hết nước
mới được tiếp tục làm việc.
- Không được lấp đất một bên thành mương khi
lớp vữa xây chưa hoàn toàn khô cứng. Đối với tường
chắn chỉ được lấp đất khi tường đã đạt được cường độ
thiết kế.
