ENVIRONMENT MONITORING REPORT
I. Introduction and Project Progress during the reporting period
1. Asian Development Bank (ADB) has approved a project loan of US$ 350 Million
for the reconstruction and rehabilitation of about 1400 -1500 Km of major district
roads. The Project was approved in principally by ADB on 2016. The Project loan
agreement was approved by ADB on 22 March, 2017 and declared effective. The
total project cost estimated as US$ 500 Million, the remaining part of the project
cost US$ 150 Million was funded by M.P. State Government. The project is
divided into three Supervision and Quality control consulting packages,
comprising of 23 civil work contracts i.e. package-1 Bhopal, Package-2 Jabalpur
and Package-3 Rewa. Package-1 civil work construction supervision is awarded
to URS Scott Wilson India Private Limited in association with AICONS Engineering
Pvt. Ltd., Bhopal, India, Package-2 Projects is awarded to M/s MSV International
Inc., USA with Sub consultant Highway Engineering Consultants, Indiaand
Package-3 is awarded to M/s Intercontinental Consultants and Technocrats Pvt.
Ltd., India in joint venture with Rodic Consultants Pvt. Ltd., India.
2. These projects will improve transport efficiency of the State road network which
will contribute to expansion of economic opportunities and poverty reduction. All
above packages awarded under the project titled Madhya Pradesh District Roads
II Sector Project (MPDRIISP) and Madhya Pradesh Road Development
Corporation (MPRDC) is the executing agency for the projects. The total project
length is 1193.06 Km.
3. Package – 1 (Bhopal) consists 5 civil work contracts i.e. Package 1, 2, 3. 4 and 5
consisting 9 roads, covering 279.78 Km (revised length 268.25 Km) length of
MDRs. This package involves widening and reconstruction of about
268.25kilometres of selected district roads in Madhya Pradesh and titled as
“Madhya Pradesh District Roads II Sector Project (MPDRIISP) Package-1,
Bhopal”.
4. Package – 2 (Jabalpur) consists of 5 civil work contracts i.e. Packages 6, 7, 8,
12, & 14 consisting 17 roads (MDRs) covering 420.05 Km length during this
reporting period. This package involves widening and reconstruction of about
420.05 Km of selected district roads in Madhya Pradesh and titled as “Madhya
Pradesh District Roads II Sector Project (MPDRIISP) Package-2, Jabalpur”.
.Sub Package 10 and 11 has been terminated during this year due to no physical
progress.
5. Package – 3 (Rewa) consists of 11 civil work contracts i.e. Packages 15 B, 16 B,
17, 18A, 18B, 19, 20, 21, 22A, 22B and 23 consisting 19 roads, covering 504.76
Km length of MDRs. This package involves widening and reconstruction of about

504.76 Km of selected district roads in Madhya Pradesh and titled as “Madhya
Pradesh District Roads II Sector Project (MPDRIISP) Package-3, Rewa”.
6. As per ADB’s Safeguard Policy Statement (2009) all the sub projects have been
categorized as category B. Presently the project has been divided into 21
packages consisting of 45 roads. During the reporting period the construction
works in progress at Package 1, 2, 3, 4 & 5 under MPDRIISP Package-1
(Bhopal), at Package 6, 7, 8, 12 & 14 under MPDRIISP Package-2 (Jabalpur)
and at Package 15B, 16B, 17, 18A, 18B, 19, 20 &23 under MPDRIISP Package-
3 (Rewa). Works contracts for Package 21, 22A and 22B have been recently
awarded whose Commencement date has been notified as 26th June 2019.
Details of Civil Work Contractors are given in Table-1; Project Management Unit,
Supervision Consultants and EHS officer’s details are tabulated inTable-2.

II. Compliance on Environment Safeguards Requirements:
8. As per ADB Safeguard Policy and Environment Assessment and Review
Framework (EARF) documents prepared, compliance of environment safeguard
status has been evaluated in two sections given as under:
(A) Status of Compliance with National /State/ Local government statutory
environmental requirements:
9. MPRDC has obtained/is obtaining permissions required for working in the forest
area. MPRDC and Supervision Consultants have instructed the contractors not
to do the construction work in the forest stretch of the road for which permission
from the forest department is yet to be received. Permission for cutting trees is
also being obtained where tree cutting is unavoidable. MPRDC and Supervision
Consultant has regularly asked Civil Work Contractors to obtain all the
permission required under the existing statutory environmental regulations and
submit the complete details regarding the status of clearances/approvals/

consents applied for/obtained. Supervision consultant is also periodically writing
to contractors to obtain Environmental clearances for Quarry sites and Borrow
areas from DEIAA/SEIAA/MoEF&CC (as applicable). Contractors are also
regularly being reminded for obtaining pending permissions/consents (if any)
such as consent to establishment and operation for crusher, batching plant, DG
sets, Quarry sites and Borrow areas etc. at their respective sites from State
Pollution Control board.
10. Under the supervision Package-1, Bhopal, construction work is in progress at
civil work packages – 1, 2, 3, 4 and 5. The status of “Compliance with Forest
regulations” and “Compliance with Environmental Regulations” are detailed at
Annexure- I (a) and Annexure-II (a)respectively.
11. In context with Contract Package-2, Jabalpur, construction work is in progress
in 5 packages. All Contractors are continuously reminded to obtain/renew
statutory permissions and make compliance as per EMP and other contractual
provisions. The status of “Compliance with Forest regulations” and “Compliance
with Environmental Regulations” are detailed at Annexure- I (b) and
Annexure-II (b) respectively.
12. In context with Contract Package-3, Rewa construction works in Package 15B,
Package 16B, Package17, Package 18A, Package 18B, Package 19, Package
20 and Package23 is under progress during the reporting period..The status of
“Compliance with Forest regulations” and “Compliance with Environmental
Regulations” are detailed at Annexure- I (c) and Annexure-II (c) respectively.

Depending on the findings of feasibility study and detailed
project report (DPR), EARF has been prepared to guide the implementation of all safeguards
requirements in accordance with relevant policies and regulations of the Government of India, state government of Madhya Pradesh and the ADB
Safeguard Policy statement 2009 (SPS).
2 Human and Financial Resources to Implement Safeguards Requirements

4 Safeguards Monitoring and Reporting
The Borrower shall do or causes the EA to do the following:

for Environmental Safeguards to ADB and disclose relevant information from such reports to affected persons promptly upon submission;

5 Labour Standards

and that these further include provisions to the effect that Contractors;
(i) Carryout HIV/AIDS awareness programmes for labour and disseminate information at worksites on risk of sexually transmitted diseases and HIV/AIDS as part of health and safety measures for those employed during construction; and

(ii) Follow and implement all statutory provisions on
labour (including not employing or using children and labour, equal pay for equal work), health safety, welfare, sanitation, and working conditions. Such
contracts shall also include clauses for termination in case of any breach of the stated provisions by the Contractors.

III. Implementation of Environmental Management Plan:
13. The IEE duly showed that the environmental impact would mostly occur during
construction due to clearing for widening the carriageway, construction work
related to compaction of the embankment and cut and fill, as well as the
quarrying and borrowing to support construction activity. The environment
category for all roads projects is “B”. During implementation, MPRDC
implemented the overall mitigation measures. Environmental and Social Cell of
MPRDC is responsible for monitoring of EMP implementation. MPRDC and
Civil works contractors obtained/obtaining all permissions required from related
government agencies, as per construction applicable, statutory environmental
regulations to enable them to carry out without violating country rules and
regulations. MPRDC through its Environmental Safeguard Expert and
Environmental Specialist and Supervision Consultants, closely monitoring the
implementation of environmental issues of all packages. Regular site visits and
review meetings are being held with the nominated Environmental Officers of
Contractor’s staff of each project. In addition to this, for effective day to day
supervision of implementation of environmental aspects, the Supervision
Consultants have designated their site staff (site engineer) to look after these
aspects. The contractors have appointed /nominated safety officer at their
construction sites to take care of safety aspects of construction sites. Structure
of Institutional setup to monitor EMP implementation on each project is being
shown below:

14. The Supervision Consultants submit Monthly/Quarterly progress report to
MPRDC that includes information on implementation of environmental issues.
The environmental information, captured in these reports includes
environmental monitoring status of construction sites, pollution control measure
being adopted, and measures for workers safety at construction site and camp
site, safety of road user/public etc. The Supervision Consultant has assessed
the implementation of EMP during the reporting period as satisfactory.
However, safety arrangements, traffic management and usage of personal
protective equipment (PPE) by the construction workers in all packages need to
be improved further. Some of the photographs showing EMP implementation
on site are provided in Annexure-III.
15. HIV/AIDS awareness and health check-up campaigns are being organized at
project sites with the aim to reduce transmission risk of HIV infection among the
construction workers and population living along the project roads. During the
reporting period, awareness campaigns have conducted by the contractors in
package 1, 2, 3, 4 and 5 under supervision Package-1, Bhopal, in Package 6,
7, 8, 12, and 14 under supervision Package-2, Jabalpur and Package 15 B,
16B, 17, 18 A, 18B, 19, 20 and 23 under supervision Package-3, Rewa. The
Environmental Experts of Supervision consultants actively participated in the
awareness programme. Dates and location of conducted HIV/AIDS awareness
programme are listed below in the given Table No. 4 and photographs,
attendance sheets of campaigns are given in Annexure-IV.

16. Public consultations were held on all the ongoing packages at several locations
during site visits of Environmental Safeguard Expert of Supervision Consultant.
During public consultation Supervision Consultants have explained to the
participants about environmental, social, health and safety aspects of the
project having direct or indirect impacts. Supervision consultant has also
solicited participant’s views and concerns regarding project. The contractors
have also enlightened by the CSC’s Environmental Expert regarding all the
aspects of IEE disclosures and instructed to disclose IEE in the office at all
camp sites. The Grievance Redressal Mechanism has been established for
each construction site. For effective and timely redressal of public grievances
such as maintaining of register, display boards for the complaint register and
contact numbers of responsible persons have been placed on the site.
However, no complaints related to environmental issues were received from the
public during the reporting period. Details of the public consultations carried out
at various locations along the ongoing projects during reporting period are
summarized in Table No. 5 and photographs for public consultation are given in
Annexure-VI.

IV. Approach and Methodology for environmental parameters monitoring
17. The Supervision Consultant instructed the civil work contractors to ensure the
monitoring of ambient air quality, water quality and noise level as per the
agreed environmental monitoring plans. As per ”Environmental Monitoring
Plan,” The contractor shall carry out periodic monitoring of Environmental
attributes such as Air quality, Water (Surface water and ground water) Quality
and Noise quality at the predefined locations through hired external monitoring
agency which must be accredited with NABL/SPCB/ CPCB. The sampling
location for these components based on the monitoring stations with reference
to IEE report and environmental sensitive locations like school, hospital,
construction sites, pollution sources, discharge points, camp sites, forest area
(If any) etc. have been identified. The details on environmental components,
parameters, methodology, duration of monitoring and instruments are described
in following table.

V. Environment Monitoring (Ambient air, surface water, ground water and

18. During this reporting period, monitoring of components such as ambient air
quality, water quality and noise level was carried out by the civil work
contractors of Package 1, 2, 3, 4, and 5 under supervision Package-1, Bhopal,
Package 6, 7, 8, 12 and 14 under supervision Package-2, Jabalpur and
Package15B, 16B, 18 A, 18B, 19, 20 and 23 under supervision Package-3,
Rewa. Details are provided in the Table-7 and some photographs of
environmental monitoring works are given in Annexure-VII. The contractors
have been instructed to do the monitoring work as per agreed environmental
monitoring plan where the monitoring activities were still not taken up.

VI. Details of Redress committee and complaints received from public and
actions taken thereof to resolve.
20. The GRC (Grievance Redressal Committee) for both state (MPRDC) and
Divisional level (PIU) have been constituted. In addition, a register of
grievances is also placed in construction camp to register people’s grievances,
but the grievances related to environmental issues were not received till the end
of reporting period.
VII. Follow-up actions and conclusions:
21. The Contractors of all packages have been instructed to strictly adhere to the
relevant mitigation measures as per EMP during the execution of all activities at
construction sites. Following are the areas for scope of improvements by the
contractor in coming month:
Restoration of Construction site and Quarry areas.
Many of the projects are completed, debris/construction waste disposal should be adequately disposed by the projects which are going to complete in coming months.
