1. Foreword
1.1 Project Introduction
1.1.1 Basis of Preparation
1. Invitation for bid for implementation of monitoring project for environmental impact assessment of the new project of Chongqing-Lichuan Railway developed with the loan from Asian Development Bank (September 2008);

1.1.2 Direction of Railway and Main Technical Standards
Situated in Chongqing Municipality and Enshi Autonomous Prefecture of Hubei province, newly-built Chongqing-Lichuan Railway starts in the west from Chongqing North Station in Yubei District, Chongqing, goes eastward through such administration areas in Chongqing municipality as Jiangbei District, Changshou District, Fuling District, Fengdu County and Shizhu County and ends at Lichuan city, Enshi, Hubei. The 259.5 km-long railway line and Yichang-Wanzhou railway under way link up at Liangwu Station. The line is the west section of Shanghai-Wuhan-Chengdu Railway Express Passageway in the Long and Medium-Term Planning for China's Highway Construction, the most important transverse railway passageway connecting China’s East, Middle and West, starting from Shanghai, through Nanjing, Hefei, Wuhan, Yichuan, Chongqing to Chengdu, crossing 4 provinces (Jiangsu, Anhui, Hubei and Sishuan) and 2 municipalities (Shanghai and Chongqing).
The construction period of this project is 5 years (initiated from 2008, and completed in 2013), with the total investment for this project is RMB 26.183 billion yuan, and design short-term stage shall be in 2020, and 2030 for long-term stage.

The main technical standards for the main line of Chongqing-Lichuan railway:
Grade of railway: State railway, grade one; Number of main lines: double-line railway Target speed of passenger train: 200km/h The minimum radius of curve: 3500m Traction mode: Electric Traction mass: 4000t Track type With ballasted bed; the jointed track is adopted for truck road
diversion, with jointless track for the rest in the hub of Chongqing.
1.1.3 Main Engineering Contents
Along the whole Chongqing-Lichuan line, there are 118 new-built bridges totaling 48386.4 linear meters; 222 culverts with 8108 linear meters in length and 60 tunnels with total length of 166,360 m. Therefore, the overall length of bridges and tunnels is calculated as 214.7 km, accounting for 82.7% of the whole line.
The total volume of earth and stone for the whole line is 5901.1×104 m3 cubic meters, among which, 5425.2 ×104 m3 cubic meters for excavation, 475.7×104 m3 cubic meters for filling and 4967.4×104 m3 for spoil. 93 spoil grounds have been arranged.
7 new railway stations will be built including Miaoxian North Station, Changshou North Station, Fuling North Station, Fengdu Station, Shizhu Station, Shaziguan Station and Liangwu Station; and Chongqing North Station will be expanded along the whole line.
Permanent/temporary occupation of land is 623.7 hm2 and 579.0 hm2 respectively along the line.
New storage and departure yard for MU train will be built in North Chongqing. 16 storage and departure sidings, production and living facilities like train’s finish cleaning, vacuum drainage, signal, comprehensive operation and apartments of train crew will be provided in the near future.
Passenger Train Technology Preparation Facility at Chongqing North Station will be reconstructed.
7 new traction substations will be built including Miaoxian North Station, Changshou North Station, Fuling North Station, Fengdu Station, Shizhu Station, Shaziguan Station and Daxikou Station; and the existing traction substation at Chongqing North Station will be rebuilt along the whole line.
The floor area of the buildings along the line is 127, 920 m2, of which that of houses for living is 2550 m2, and supporting facilities for production and living including water supply and drainage, heating system and air conditioner.
Newly-built roads for vehicle transport is 139 km, and reconstructed local road is 255 km. There are 1 Beam Fabricated Factory, 4 Concrete Mixing Plants, 4 Material Plants and 4 temporary wharves.

1.1.3 Characteristics of This Project
Chongqing-Lichuan railway line is situated in the parallel mountain ridges and valleys of the transition zone from the northeastern foot of Yungui Plateau to the eastern edge of Sichuan Basin, with a sharply undulating terrain, crossing hill area, low mountain area, middle mountain area and middle mountain haystack area along the whole line. Land along the line is predominantly used as cropland and forestland, with high forest coverage rate and abundant rainfall. Trees will be cut down during the construction, disturbing the native vegetation. The newly-built and reconstructed roads for transportation is 494 km, particularly paying more attention to water and soil loss caused by temporary works in the mountainous area like new construction roads and camps. There are new 60 tunnels along the whole line, totaling 166,360 m in length. The construction of some tunnels in the karst development region is likely to lead to water-leaking and loss of surface water which could exert influence over farmland irrigation, vegetation growth and domestic water of local residents. Therefore, the monitoring on the top of lava tunnel and surface water level fluctuation nearby shall be strengthened throughout the entire construction period and actions shall be taken to prevent the loss of surface water from affecting production and daily life if necessary . The total spoil is 4967.4 × 104m3, of which spoil from tunnel is massive, up to 3318.7× 104m3, accounting for 67% of the total. The establishment and protection of spoil grounds is the key to reduce water and soil loss and protect the ecological environment; in particular, ones in the deep slopes and clough are important; otherwise fragments of stones would slide down due to improper setting and protection in the storm seasons causing river blockage, farmland flood or other natural disasters. There are 118 newly-built bridges along the line with the total length of 48386.4 linear meters. Thereinto Qingxi Yangtze River Major Bridge (Renamed as “Hanjiatuo Yangtze River Major Bridge”) is in the passage for fish migration in Yangtze river basin; nursery ground and spawning ground for fish are in the upstream and downstream of the bridge site. Longxihe Super-major Bridge is located in the upstream of Level II Natural Preservation Zone at the Water intake of Miaoshan Water Plant, Changshou County. Effect on the water quality of the river and fish spawning by the construction of in-water piers and measures shall be focused on during the bridge construction along the whole line. Through Yunfengshan Forest Park in Chongqing in the form of tunnels, bridges and cuttings, and through City-level Forest Park in Nanmuyuan in the form of tunnels, near Xingdoushan Natural-level Natural Preservations Zone and Baiyan Scenic Spot, Zhangguan, Chongqing municipality, the construction of Chongqing-Lichuan railway will have an effect over local ecological environment in these natural preservation zones. Ancient trees thrive at both sides of the line; therefore actions should be taken to protect them. Note: Data of engineering volume referred in the section is the data in feasibility study.
1.2 Objectives
Based on design and EIA of project, this monitoring report is to check the implementation status of environmental protection measures during the construction period of the project, find the existing problems and provide the solutions. Actually, it is a supplement to the environmental impact assessment of the project and the monitoring of implementation of environmental protection measures. It reflects the implementation status of environmental protection work on the construction site during the construction activities to confirm whether the relevant rules and regulations on environmental protection have been satisfied and the requirements of Ministry of Railways and Asian Development Bank have been met. Speaking more accurately, this report is to:
confirm whether the environmental impacts caused in the construction period conforms to those environmental problems in the EIA report;
check the implementation status of environmental protection measures in the EIA report; identify and find out the unanticipated environmental problems and put forward the
solutions;

Report the environmental protection work on this project to Ministry of Railways, Asian Development Bank and the competent authorities.
1.3 Monitoring Contents The environmental protection work on Chongqing-Lichuan railway shall be undertaken by Beijing OASIS Environmental Protection Technology Co., Ltd. (hereinafter referred simply to as “Beijing OASIS”). The service range shall cover the whole Chongqing-Lichuan railway line. On the basis of the environmental monitoring in the whole construction period for the whole line and in two years after the completion and operation of this project as well as the on-site survey and various monitoring data collected biannually in the construction period and annually within two years after completion of this project, the environmental monitoring report (both Chinese and English versions) shall be submitted to Foreign Capital Utilization and Technology Import Center of Ministry of Railways, Chongqing-Lichuan Railway Construction Co., Ltd., Department of Development Plan of Ministry of Railways and Asian Development Bank. The monitoring report shall include the following contents:
Impacts on the ecological environment from the construction of stations, tunnels, bridges and roadbeds inside the key ecological environmental protection zones such as the natural preservation zones, the scenic spots etc. as well as the recovery and treatment measures;
Arrangement, protection, reclamation and afforestation measures for the spoil ground, impacts on the water and soil conservation facilities, and construction’s disturbance of vegetation as well as the recovery and treatment measures;
Impacts on the ambient environment from the tunnel construction and the implementation status of preventive measures;
Impacts on the surface water body from the bridge construction and the implementation status of preventive measures;
Implementation of preventive measures on roadbed slope and the effects;
Prevention and treatment of noise, sewage water, air environment and solid waste resulting from the construction camps, construction roads, at the temporary engineering sites and in beam construction and storage yards and rail construction bases;
Implementation status of various environmental protection measures adopted by the project (including the noise prevention engineering, sewage water treatment and electromagnetism).
Propaganda for sanitation at the construction camps and health of construction personnel.
2. Project Progress
2.1 Project Implementation Units, Contractors and Construction Supervision Companies of Chongqing-Lichuan Railway
The project implementation unit of Chongqing-Lichuan is Chongqing-Lichuan Railway Construction Co., Ltd., totaling 6 bid sections in the whole railway line. Table 2-1 shows the construction and supervision units for each bid section.

2.2 Project Progress The project of Chongqing-Lichuan railway was kicked off on December 29, 2008. Presently, constructions including tunnel excavation, roadbeds and bridge foundation had been under way. By June 30, 2009, the completed engineering works and the completion status of key engineering are summarized in Tables 2-2 and 2-3.

Environmental Control 3.1 Environmental Control System Chongqing-Lichuan Railway Construction Co., Ltd., the implementation unit for this railway line, is held responsible for the environmental protection of this section and the Environmental Protection Adiministrations of Chongqing municipality (Including Jiangbei District, Yubei District, Fuling District, Fengdu County and Shizhu County) and Lichuan City, Hubei Province are responsible for supervision and management of environmental protection in their respective jurisdiction regions. Environmental monitoring for Chongqing-Lichuan Railway shall be undertaken by Beijing OASIS. The construction and supervision units take responsibility for daily monitoring and supervision during construction period. The implementation unit and OASIS are to collect monitoring data, and then OASIS shall prepare the environmental monitoring report and submit it to the MOR and Asian Development Bank. The environmental monitoring procedures for this railway line are shown in block diagram 3-1.

Notes: Chongqing-Lichuan Railway Construction Co., Ltd.: as the project implementation unit, it entrusts and assists the monitoring units to complete the monitoring work, and when the contract is awarded, it signs the contract containing environmental protection requirements with the construction and supervision units. Construction Units: it executes the project and completes the environmental protection work according to the contractual requirements. Supervision Units: it supervises the engineering quality and environmental protection processing according to contractual requirements. Environmental monitoring units: as an external monitor units, it supervises the implementation of environmental engineering and submits the monitoring reports to Chongqing-Lichuan Railway Construction Co., Ltd. , the MOR and Asia Development Bank. Based on the characteristics of this project and the environmental problems with high-frequent occurrence during the construction, the monitoring units shall require the relevant units to build up an environmental protection system in the following aspects:
Each unit concerned is required to have the professional environmental protection staff who shall receive the special pre-job training on environmental protection, be responsible for supervision and control of environmental problems that occur during its own construction and assist the environment control department with environmental control work;
Each construction unit is required to fulfill the correspondent environmental protection promises in the construction contract, make the relevant environmental protection measures in accordance with requirements for environmental protection work in the design documents to protect the environment of construction site and avoid and reduce the pollution and damage to the environment due to improper construction. Once the environment-affecting events occur, they should take active countermeasures. If they can not solve it, it is necessary to ask the relevant experts and units for help as soon as possible;
It is required to be responsible for daily environmental monitor work in accordance with the environmental protection requirements in the construction contract. Once an environmental

problem occurs during the construction, it should supervise and urge its timely solution and include the environmental protection into the engineering quality supervision system.
3.2 Daily Environmental Monitoring System The daily monitoring of water, gas and noise in the construction period shall be conducted by the construction and supervision units and the periodical monitoring of water, gas and noise can be entrusted to the railway bureaus or the environmental monitoring stations of cities along the line in accordance with the actual needs. Beijing OASIS shall assist the completion of entrustment of environmental monitoring work in accordance with the requirements from Chongqing-Lichuan Railway Construction Co., Ltd.. The monitoring data shall be collected by Chongqing-Lichuan Railway Construction Co., Ltd. and Beijing OASIS, included in the environmental monitoring report and submitted to the MOR and Asian Development Bank. Chongqing-Lichuan Railway Construction Co., Ltd. has professional environmental protection engineers set up inside its engineering management division to be in charge of the daily management and supervision of environmental protection in the construction period and professional full-time (part-time) environmental protection engineers are arranged for each bid section to supervise and check the environmental protection work in its bid section. Compilation of Management System of Standardization of Chongqing-Lichuan Railway (Tentative) (CLTC [2009] No. 4 Document) was issued by Chongqing-Lichuan Railway Construction Co., Ltd. on January 8, 2009, including Measures for Administration of Environmental Protection and Measures for Administration of Water and Soil Conservation. A leading group for management of environmental protection composed of general manager of the company (group leader), other leaders (deputy leaders) as well as directors in charge of each department, project managers of construction units, the chief supervision engineers and the general designers (members) and Engineering Management Division of the company (responsible for daily work) has been built. It has defined the duties and responsibilities of the company, design units, construction units and consultation units in the aspects of environmental protection and water and soil conservation in Measures for Management of Environmental Protection and Management of Water and Soil Conservation and put forward the key points for environmental protection and water and soil conservation as well as the inspection and acceptance system. In this survey, we found that ‘Measures on Management of Environmental Protection, Water and Soil Conservation during the Construction of I Bid Section of Chongqing-Lichuan Railway’ was made by China Railway 12th Bureau Group Co., Ltd.; a leading group composed of project manager, the chief engineer, head of Division of Security and Quality, head of Division of Engineering Technology and the engineers for water, environmental protection was established; the block diagram for environmental and water protection system for construction was provided, each branch division and construction unit had been required to arrange its own specialized environmental protection engineers and the detailed measures for water, environmental protection were made. Besides, ‘Measures on Environmental Protection during the Construction of the Tunnel’ was made by China Railway 11th Bureau Group Co., Ltd. and Diagram for Environmental Protection and Water and Soil Conversation and Assurance System was established. China Zhongtie Major Bridges Engineering Group Co., Ltd. found a leading group for environmental protection led by the project manager and signed Responsibilities for Environmental Protection Objectives with its subordinated branches, and ‘Leading group for environmental protection’, ‘Environmental protection system’, ‘Organizational chart of SHEQ’ and ‘Objectives of environmental management’ are available; Project Department of China Railway Tunnel Group Co., Ltd. had established the ‘System Diagram of Responsibilities for Environmental and Water Protection’, clarifying the responsibilities of leading group and relevant departments like Engineering, Safety and Quality, with ‘Objectives of Environmental Protection’ available; Wanshoushan Tunnel Bid Section under China Railway 18th Bureau Group Co., Ltd. had established ‘Leading Group for Environmental Protection’, ‘System Block Diagram of Environmental Protection and Water and Soil Preservation’, defining measures organizationally, systematically, technically and economically, specifying the responsibilities of Environmental Protection and Water and Soil Preservation Department and PE Department; China Railway No. 5 Engineering Group Co., Ltd. had made ‘Scheme on Implementing Environmental Protection for

VI Bid Section of New Chongqing-Lichuan Railway’ and ‘Scheme on Implementing Water and Soil Preservation for VI Bid Section of New Chongqing-Lichuan Railway’, defining leading group for environmental protection led by project manager, with project secretary, general manager and deputy manager as deputy chief of the group, and Safety and Quality Department is charge of implementation.
4. Pre-job Training on Environmental Protection In accordance with the regulations in the bidding/tendering documents for this project, Beijing OASIS assisted Chongqing-Lichuan Railway Construction Co., Ltd. with the training class opened on March 26, 2009 for environmental monitoring. The teaching materials are Training Material for Railway Environmental Management compiled by Environmental Protection Committee, China Railway Association and Supplementary Training Material for Environmental Protection during the Construction Period of Chongqing-Lichuan Railway Project Developed with the Loan from Asian Development Bank self-compiled by Beijing OASIS. The trainees are those people in charge of construction units and supervision units as well as the professional and part-time environmental protection personnel. Mr. Jia Guoquan, researcher from Beijing OASIS made detailed explanations. The main contents for training include: Laws, rules and regulations for management of environmental protection. He emphatically introduced the contents relevant to laws on environmental protection, rules and regulations for management of environmental protection of construction projects and measures for management of environmental protection of completed construction projects etc. as well as the contents relevant to laws and regulations for environmental protection made by Chongqing municipality and Hubei province; Environmental impacts from the railway construction projects and the environmental protection measures in the construction period. Explanations were made in phases of preparation for construction, construction and completion; Main environmental monitoring contents and key environmental monitoring points of this project, a project developed the loan from Asian Development Bank; Opinions made by the MOR after its pre-examination of EIA report for this project and water and soil conservation programs as well as the replies from Ministry of Environmental Protection and Ministry of Water Resources to the EIA report and the water and soil conservation programs. He introduced and explained the above-mentioned documents approved and delivered these documents as the attachments to the supplementary teaching materials so that the construction and supervision units could grasp the requirements from the approved documents. 5. Supervision and Inspection of Affected Points

1. Fugitive dust from construction site and roads has been resolved by sprinkling water at construction site and if more dust at construction site, conduct the sealing treatment (e.g. Mixing station) with more-frequently watering to keep ground surface wet. Another way to reduce dust adopted is the hardening treatment of site roads and construction site.
2. Leaking water of tunnels shall be flowed into sedimentation tank and then discharged up to the standard. 3. monitoring drainage facility is available at the border of spoil ground, which is prone to cause water and soil loss; only Level I sewage sedimentation tank not cleaned immediately shall be cleared without delay. Liangchanghe Mixing station: sedimentation tank for sewage from production is available; garbage bin and waste collection pool have been set up for centralized collection and uniform disposal by local environmental sanitation department; there are watering cart; and rinsing water from mixing plant after settling in sedimentation tank which is suggested to be established shall be recycled for dust removal at the construction site and roads. Engineering at the natural reservation zone and scenic spot has not been started yet.

Remarks
1. Fugitive dust from construction site and roads has been resolved by sprinkling water at construction site and if more dust at construction site, conduct the sealing treatment (e.g. Mixing station) with more-frequently watering to keep ground surface wet. Another way to reduce dust adopted is the hardening treatment of site roads and construction site.
2. Leaking water of tunnels shall be flowed into sedimentation tank and then discharged up to the standard. 3. There is no roadbed construction for this bid section; spoil of tunnel shall be discarded at spoil grounds along
which retaining walls are being constructed. 4. No cultural relics have so far been found at the whole zone of piping construction. 5. Color-bar cloth shall be used to cover materials entering the site.
On-site investigation results of monitoring
The on-site investigation results of monitoring are: Huangcaoshan tunnel: the construction site appears tidy and orderly; Guarantee system diagram of environmental protection and water & soil reservation and billboard of environmental protection are available; garbage bins have been set up; no sedimentation tank for sewage; no protection and water interception and drainage facility is available at spoil ground, which is prone to cause water and soil loss and immediate correction is necessary. Changshou North Mixing station: the construction site is messy; sedimentation tank for sewage from production is available and being cleaned; garbage bin and waste collection pool have been set up for centralized collection and uniform disposal by local environmental sanitation department; there are watering cart. Construction of the piers in the water has not yet started for Longxihe Super-major bridge.

Hanjiatuo Yangtze River Super-major Bridge: construction roads are arranged neatly with distinct border; watering carts are available; and construction of excavation pile fulfill the relevant requirements. Sedimentation tank for slurry is setup in the construction of excavation piles, and pier construction in the water has not started yet.

Acceptance inspection of expropriation of land has been completed for all construction sites. It is required to strengthen cleaning and water sprinkling to reduce fugitive dust emission from construction roads. 5.2 Results and Analysis (1) Internal management Each construction unit has established the internal management system in accordance with the requirements, set up the organizational structure and measures for environmental protection, arranged the full-time/part-time environmental protection management personnel and defined the duties and responsibilities of each department. (2) Construction of tunnel Of the construction of tunnel, the main issues are the disposal of dreg from the tunnel and the protection of construction platform. (3) Construction of bridge Most of the bridges have not started their construction and are still in preparation stage. Each unit has arranged the slurry sedimentation tank for the bored piles. (4) Protection of construction pavements The construction pavements set up by each construction unit are normal and are maintained by specially-assigned people. Water spraying vehicles are equipped by the construction units to prevent the dust pollution. (5) Construction camp site Garbage bins and tanks are arranged for each construction camp site. The domestic garbage is collected and sent to the local environment sanitation administrative department for treatment. The railway line is situated in the mountainous regions with many bridge-tunnel connection sections. Pay attention to the protection of side slope at construction camp sites and the construction sites. (6) Bulletin board All construction units have set up Bulletin boards at the construction camp sites and the construction sites, but they limit themselves to the propaganda of measures for environmental protection and administrative system of environmental protection and have not arranged the signs that can let the public around know about the person in charge of the environment protection for this construction section and the telephone number for complaint of environmental protection.

6. Popularization-worthy Measures as well as Problems and Suggestions
6.1 Popularization-worthy Measures (1) The setup of roads and construction sites is standard and the boundary is clear for Paihuadong
Tunnel and Liangchanghe Mixing Station under China Railway 12th Bureau Group Co., Ltd.. (2) Side slope had been protected by hydroseeding at the construction site of Huangcaoshan
Tunnel under China Railway 11th Bureau Group Co., Ltd., combining slope setup with planting.
(3) The setup of the construction site of Jianfengding Tunnel under China Zhongtie Major Bridge Engineering Group Co., Ltd. is standard, harmonizing with natural landscape; Retaining wall was under construction for Caijiagou Super-major Bridge to prevent water and soil loss effectively.
(4) Categorized collection of garbage is adopted by China Railway Tunnel Group Co., Ltd. for the construction site of Fangdoushan tunnel.
(5) The setup of the construction site of Wanshoushan Tunnel under China Railway 18th Bureau Group Co., Ltd. is standard, and posters of environmental protection are put up at the construction camp.
(6) Retaining wall and water interception and drainage facility were under construction for spoil ground of Dutingshan Tunnel under China Railway No. 5 Engineering Group Co., Ltd., and slope was protected by combing the slope setup with planting; large coverage area of forestation is available.
6.2 Existing Problems and Improvement suggestions (1) Each unit has not defined the person in charge of the environmental protection and the
supervision telephone number on the billboards on the construction site. It is suggested that they should be publicized on billboards as soon as possible so that the public can make supervisions.
(2) It is found during this on-site inspection that no retaining walls or water interception and drainage facilities have been arranged for the spoil of each tunnel. Each unit is required to make retaining walls before the disposal of spoil from each tunnel and enhance the retaining walls and water interception and drainage facilities of spoil grounds.
(3) It is suggested that oil tanks out of use be removed from the construction sites; harden the ground surface on which oil tanks are placed and set cofferdam and devices for collecting used oil; oil tanks be placed together on the hardened surface with cofferdam, and oil groove provided for temporary use of oil tanks; shelters are available for these places so as to prevent pollution caused by loss of used oil in the rain.
(4) Chongqing-Lichuan Railway Construction Co., Ltd. is suggested to require the construction units to setup billboards of environmental protection at the construction boundary prior to the construction at key ecological environmental protection zones including water resource protection zones, natural preservation zones and scenic spots, with the purpose to remind the construction staff of entering the environment-sensitive regions, and put forward precautions on environmental protection.
(5) It is suggested that Chongqing-Lichuan Railway Construction Co., Ltd. push forward the supervision units and construction units for the project to carry out the self-checks of side slope protection for the spoils of tunnel, construction sites and camps so as to reduce water and soil loss.
(6) In accordance with the requirements from Ministry of Environmental Protection, it is suggested that Chongqing-Lichuan Railway Construction Co., Ltd. request the supervision units of this project to report the environmental protection supervision work periodically and submit the summary report of environmental protection supervision after completion of this project.
