THE SECOND SEMI‐ANNUAL ENVIRONMENTAL MONITORING REPORT
(FROM JANUARY TO JUNE 2013)
1. Introduction
The railway from Yen Vien station (Hanoi) to Lao Cai province ‐ the border with China
and one branch from Pho Lu to Xuan Giao is an important transportation system for
mountainous northwest. The current railway contains sharp curves and weak bridges
which causes train speed reduction. Besides, the track is lack of maintenance for a long
time; many bridges should be upgraded and replaced as soon as possible.
Asian Development Bank (ADB), Agency Françoise de Development (AFD) and
Direction Generable du Tresor et de la Politique Economique (DGPTE) have assessed
and agreed to provide a loan for upgrading railway Yen Vien ‐ Lao Cai project.
The project objective is upgrading Yen Vien ‐ Lao Cai railway (estimation of 285km
length) in order to improve the transportation capacity and commercial development
in the northern mountainous area. The Project will increase trading profits between
Vietnam and China, especially within the Kunming area.
Beside the positive impacts the project also has negative impacts on the local
environment. Therefore the project environmental management plan is implemented
during the project, in order to:
- Apply appropriate measurement to minimize the negative impacts on environment
complying with the current Vietnam environmental regulations and laws and
environmental policies of international organizations, if necessary;
- Use an appropriate organizational structure in environmental protection throughout
construction period of the Project to ensure that the mitigation measures proposed in
the Environmental Impact Assessment Report or IEE and EMP are effectively
implemented;
- Planning to deal with the environmental emergencies and accidents that may occur
during the implementation of the Project;
- The Environmental Management Plan shall be implemented by the Contractors during
the work execution and shall be monitored by the Engineer and the Employer on daily
basis.
2. Incorporation of Environmental Requirements into Project Contractual
Arrangements

To implement the requirements of the project environmental plan effectively, the
tasks/work are arranged as follows:
- Supervision consultant and Independent contractors environmental monitoring:
i) Carry out baseline environmental monitoring and monitor implementation
of the environmental management plans, including any required sampling
and testing to ascertain baseline and in‐construction noise pollution, air
quality, water quality and solid waste disposal requirements.
ii) Report on any difficulties in the monthly and quarterly progress reports and
recommend the implementation of amelioration measures to be taken to
reduce adverse impacts.
iii) To monitor the baseline environment in the project area the construction
phase.
iv) Reporting the status of the environment and propose the application of
measures to minimize the impact on the surrounding environment.
- Contractors (including subcontractors):
i) Implementation of environmental monitoring of air, water, solid waste at
the construction site and areas affected:
a. Monitoring number, status, changes in negative impacts’ origin arising
from construction site to environment quality;
b. Subscribe flow/ volume/ frequency and period measurement, sampling
and analysis of pollution parameters, characteristic of the waste arising
from the facility operation (waste water, waste gas and solid waste,
hazardous waste, noise, vibration, and other criteria);
c. Periodic measurement, sampling and analysis of the parameters related
to the negative environmental impacts origin in the area (surface water,
groundwater, air, soil);
d. Monitoring of changes and measure the current status factors (if
relevant): erosion, sliding, falling, landslides, land subsidence; river
bank erosion, stream, lake; sedimentation of rivers, streams, reservoir;
changing the water surface and underground water; and other impacts.
ii) To monitor and inspect food, and sanitary conditions at construction site.
iii) Report on construction activities at the site and the current state of the
environment during the construction process, the comments complained
of the surrounding community.

iv) Adjust the construction activities; apply measures to minimize
environmental impact.
3. Scope and Reporting period
Environmental monitoring report for the first six months of year (from January to June
2013) will aggregate the environmental performance of Yen Vien ‐ Lao Cai railway
upgrading projects in general and environmental control activities, the environmental
mitigation measures are applied to the construction bid package. The report reviews
the compliance of environmental activities with EMP and proposes activities in the
future environment in order to control and minimize negative environmental impacts.
4. Methodology
The project environmental monitoring report bases on the following methods:
- Methods listing: Specify the full impacts caused by the project's activities.
- Methods of synthesis compare: Synthesis of data collected, comparing with
environmental standards then assess the current state of environmental quality in
the studied area, forecast evaluate and propose solutions to minimize the project
works environmental impact.
- Field survey method: field sampling, laboratory analysis of samples in accordance
with the provisions of VN standards to determine the environmental quality
parameters (including: air quality survey, noise, water quality, wastewater
composition, ecosystem project area). Field visits and compare with the
regulations on sanitary conditions, labor safety, fire protection, electrical safety...
- Method of assessment: the calculation load of pollutants from the production
activities of the project.

6.1.2. The workers health and safety provisions
Through inspection, field supervisor can evaluate:
- The sanitation facilities are available or inappropriate;
- Have water supply for drinking and washing.
- In some sub‐contractors the first aid provisions not enough, safety equipment in the
construction site as provisions.
- For spoils disposal site: some only have obtain agreements with land owners
- Well done the specified on safety in the construction process to ensure the safety of
the community
- The required mitigation measures are sufficient or still appropriate considering current
site conditions and on‐going site works.
- A some difficulties in the implementation of measures to minimize the impact on the
environment: (1) due to the construction of most of the small streams, slope, high
water flow rate should be made to reduce the suspended solids difficulty; (2) the
gathering of excess solid waste for disposal is limited by the volume is not large,
transport distances are too far away and difficult; (3) the time to mobilize engineering
supervision is not sufficient to ensure task requirements.

Environment monitoring construction stage wasn’t carry out in this 6 months (January
to June 2013).
6.2.2. Monitoring internal environment of Contractor
According to the Environmental Management Program of Construction Package CP2,
Namkwang contractors will carry out internal environmental monitoring indicators,
frequency and location in the table 3. Currently packages CP2 has not carried out
environmental monitoring. Recommend contractors conduct environmental
monitoring in the future as summary in Table 3.

11. Conclusion
a. Environmental Management/Mitigation Measures Implementation Overall Progress
- Consultant supervision (CS2) planned the environmental monitoring program for the
project (include: CP1, CP2 and CP3) and submitted RPMU to ADB.
- CS2 have conducted baseline environmental monitoring for prior stage and
contraction of the project as requirements, but in the first semiannual of this year
(2013) haven’t carry out.
- Namkwang Contractor has planning environmental management program (EMP) for
CP2 and approved by RPMU in June 2012. Lotte –Sampyo Joint Venture haven’t EMP
submit.
- The environmental impact mitigation measures of project have been applied, but
incompletely and properly designed requirement.
- Up to June 2013 Namkwang contractor (CP2) has not yet implemented internal
environmental monitoring as stated in the EMP.
b. Summary of Problems Identified and Actions Recommended
- The contractor is requested to follow the requirements in EMP.
- Consultant supervision and contractor will improve safety monitoring and sanitation
in field.
