FM 3-34.5 “Env. Considerations”

• Advises the unit on environmental compliance during training, operations, and logistics functions.

• Advises and updates the commander on the unit’s environmental performance.

• Coordinates between the unit and higher/installation headquarters’ environmental staffs.

• Manages information concerning the unit’s environmental training and certification requirements.

• Performs unit environmental self-assessment inspections.• Performs environmental risk assessments.

Air Quality

• Ensure projects or changes in operation are evaluated for air quality requirements.

• All sources of air emissions are considered for emission inventory tracking and reporting. Maintain appropriate documents and records required for source emission calculations.

• Active participation in Hazardous Materials Management Program.

• Develop, implement, and update unit standard operating procedures for spills.

• Ensure that facilities maintain requirements addressed in Stormwater Pollution Prevention Notebook including:– Weekly inspection records– Quarterly inspection records– Training records

• Ensure proper procedures are followed for the storage, use, and disposal of materials.

Hazardous Material Management Program

• Ensure unit/organization participation in HMMP. • Ensure AUL is maintained for processes or

activities under unit/organization control. • Develop SOPs/HM management plans (e.g.,

inventory accountability and reconciliation).• Annual assessment of HM Management.• Ensure HM managers/HW accumulation point

managers receive proper training.• Follow USAG FWA Regulation 200-1 for

HMMP.• Maintain training records.

Spill Prevention and Response

• Maintain current copy of FWA’s SPCC Plan and ensure facilities under unit/organization’s control have current copy.

• Ensure facilities have site specific spill plan and SOP.

• Ensure oil-handling personnel receive Hazardous Materials and Hazardous Waste Awareness Training and/or HAZWOPER training as required and maintain records.

Nesting Bird Management

• Monitor any and all areas that will be of importance between first arrival – July 15 for nest constructions.

• Remove EMPTY nest constructions. If in doubt of occupancy, leave nest and call the Environmental Division, Natural Resource Department Immediately for assistance (361-4214).

• Consider obtaining materials to prevent nesting if monitoring is lacking.

• Cover dirt piles that will be of importance if they will be inactive for periods longer than 36 hours - Bank Swallows

• Continue monitoring and proactive measures until July 15.
