§ 417.10 Applicability; description ofthe soap manufacturing by batchkettle subcategory.

The provisions of this subpart are ap-plicable to discharges resulting fromthe operations in which neat soap isproduced through saponification of ani-mal and vegetable fats and oils by boil-ing in kettles.

§ 417.11 Specialized definitions.

For the purpose of this subpart:(a) Except as provided below, the gen-

eral definitions, abbreviations andmethods of analysis set forth in 40 CFRpart 401 shall apply to this subpart.

(b) The term anhydrous product shallmean the theoretical product thatwould result if all water were removedfrom the actual product.

(c) The term neat soap shall mean thesolution of completely saponified andpurified soap containing about 20–30percent water which is ready for finalformulation into a finished product.

§ 417.20 Applicability; description ofthe fatty acid manufacturing by fatsplitting subcategory.

The provisions of this subpart are ap-plicable to discharges resulting fromthe splitting of fats to fatty acids byhydrolysis and the subsequent process-ing of the fatty acids (e.g., refining andhydrogenation) to produce a suitablefeed material for manufacture of soapby fatty acid neutralization.

§ 417.21 Specialized definitions.

For the purpose of this subpart:(a) Except as provided below, the gen-

eral definitions, abbreviations andmethods of analysis set forth in 40 CFRpart 401 shall apply to this subpart.

Subpart O—Manufacture of SprayDried Detergents Subcategory

§ 417.150 Applicability; description ofthe manufacture of spray dried de-tergents subcategory.

The provisions of this subpart are ap-plicable to discharges resulting fromall operations associated with the man-ufacture of spray dried detergents, in-cluding but not limited to assemblyand storage of raw materials,crutching, spray drying, blending (in-cluding tumble spraying of additives)and packaging.

§ 417.151 Specialized definitions.For the purpose of this subpart:(a) Except as provided below, the gen-

eral definitions, abbreviations andmethods of analysis set forth in 40 CFRpart 401 shall apply to this subpart.

(b) The term anhydrous product shallmean the theoretical product thatwould result if all water were removedfrom the actual product.

(c) The term surfactant shall meanthose methylene blue active substancesamenable to measurement by themethod described in ‘‘Methods forChemical Analysis of Water andWastes,’’ 1971, Environmental Protec-tion Agency, Analytical Quality Con-trol Laboratory, page 131.

(d) The term normal operation of aspray tower shall mean operation uti-lizing formulations that presentlimitted air quality problems fromstack gases and associated need for ex-tensive wet scrubbing, and withoutmore than 6 turnarounds in a 30 con-secutive day period, thus permittingessentially complete recycle of wastewater.

(e) The term air quality restricted oper-ation of a spray tower shall mean anoperation utilizing formulations (e.g.,those with high non-ionic content)which require a very high rate of wetscrubbing to maintain desirable qual-ity of stack gases, and thus generatemuch greater quantities of waste waterthan can be recycled to process.

(f) The term fast turnaround operationof a spray drying tower shall mean op-eration involving more than 6 changesof formulation in a 30 consecutive dayperiod that are of such degree and type(e.g., high phosphate to no phosphate)as to require cleaning of the tower tomaintain minimal product quality.

(g) The term BOD7 shall mean thebiochemical oxygen demand as deter-mined by incubation at 20 degrees C fora period of 7 days using an acclimatedseed. Agitation employing a magneticstirrer set at 200 to 500 rpm may beused.
