Bike Special City project of Changwon
1. Introduction and Background
Why the bicycle? Commonly, we say that for cyclists, it is cheaper, healthier, reliable and
comfortable and for the employer, a bicycle rack is cheaper than parking spaces and regular
cycling employees are less sick than the average. So, the policy, design and practice of urban
transport systems all have significant implications for the health and safety of people because
of air and noise pollution and greenhouse gas (CO2) emissions generated by motor vehicles,
road traffic crashes, physical activity or inactivity, exposure to second-hand smoke in confined
public transport systems, lack of accessibility or barrier free transport system for persons with
disabilities and older persons, and so on.
The Environmentally Sustainable and Healthy Urban Transport project (ESHUT) seeks to
ensure continuity and longevity of focus. Only then will we be able to implement
environmentally sustainable and healthy urban transport within our City. For these reasons,
we have plans for ESHUT to achieve in our City. Our visions of ESHUT in Changwon are 1) to
support freedom of movement, health, safety, quality of life now and in the future; 2) to be
environmentally efficient; 3) to support a vibrant, inclusive economy, giving access to
opportunities and services for all; 4) to promote more rational use of private cars; 5) to favour
energy efficient, clean vehicles; 6) to provide a quality public transport network; 7) to
strengthen the share of walking, cycling; 8) to make efficient use of land; 9) to manage
transport demand; and 10) to be integrated, involve all stakeholders.
Also, we, Changwon has four key strategies for ESHUT, those are 1) increased physical
activity and decreased sedentary living(encouraging walking and cycling); 2) decreased use of
automobiles(cars)(enhancing use of public transport and reducing use of a private car); 3)
greening or redesign of whole city(planting of one millions trees, enlarging of gardens and
green areas, and green roof movement); 4) development & use of alternative energy(increased
use of natural gas). Of these, here we will address one subject regarding ESHUT, and that
would be a “Special Cycling City”.
Changwon has two main reasons to encourage making Changwon a cycling city. These are
(1) need of innovative alternatives for traffic problems due to loss of comforts by highly
condensed population of 500 thousand from original planned city of 300 thousand, and due to
increase of users of cars that are increasing red traffic vehicles in the every day in Changwon.
And (2) need for cycling movement of all the citizens as one of the major policies to declare a

Environmental Capital City in November 2, 2006 and to become to the best Environment-
friendly city of Changwon, in the respect of "A world-sustainable city is a environmentally
outstanding city".
Here, we will mainly address public bike rental system of all the strategies, projects,
programs and policies for ESHUT. Our rental system is called “Nubija” system, an abbreviation
of “Nearby & Useful Bike, Interesting & Joyful Attraction”, or mixed word of
“NUBIDA”(meaning of walking around and “JAJUNGGEO”(expression of English pronunciation
of bicycle), which is also the meaning of “driving or walking freely throughout all the places”.
This system is like “Velieb” in France, which our one is more upgraded and up-to-date than
that of France. Also, cutting-edge of technology is applied to this system, such as GPS system
with so-called ubiquitous techniques, for preventing the loss, or being stealing.
2. Strategies for Special bike city of Changwon
Changwon is trying to promote Win-Win strategies to drive ESHUT system. To carry out these
strategies, first of all, we will increase physical activity and decrease sedentary living that is,
encourage active walking and cycling. To achieve a targeted transportation division rate of 20%
to use of cycle by 2020, we will decrease use of private cars and enhance the use of public
transports. Also, building of balanced urban parks and green spaces would be performed to
counteract the climate change due to increased concentration of CO2, to meet places for
cycling and to make Changwon city ultimate Healthy Cities. Above mentioned facts are
objectives for long term basis. In a certain country, they are advocating Five E’s, which are
engineering, education, encouragement, enforcement, and evaluation and planning.
Engineering is able to be built to promote cycling in the community, the availability of bike
parking, designated lanes, signals and the connectivity of both the off/on-road networks. The
amount of education is available for both cyclists and motorists including bike maps. Through
events and campaign, bicycling could be promoted and encouraged. Community would use
enforcement to encourage cyclists and motorists to share the road safely, and the existence of
bicycling related laws. City has in place to measure current programs and take appropriate
steps to plan for the future.
We have one main object for cycling city, which is to achieve 20% of transport division rate
in 2020 from in as of, 10% in 2010, to be called as 2020 project for a cycling city. And when we
would think the above-mentioned programs otherwise, three main big strategies have been
accomplished or would be executed to 2020, as follows.

First strategy is to set up the infrastructures, creating bases for convenient cycling by
securing the connectivity of cycle lane and dieting the roads.
Second is to provide an institutional strategy, offering regulations and ordinance to city
government to be able to ride a cycle with convenience and safety, by creating a bike-friendly
condition and environment.
Third strategy is to create citizens’ boom, making a temperature of voluntary participation
by forming association of biking movement in citizen bases and providing citizen’s education
and seminars and also supporting a demonstration organization. These strategies have been
by public bike rental system.
3. Outcomes of Special bike city of Changwon
Section 1 Running of public bike(Nubija)
1). Goals and objectives for running of public bike(Nubija)
Changwon has goals for ESHUT, specially biking city, which is to install a system that all the
citizens are available bike whenever and wherever, to resolve the transportation and
environmental problems by reducing the car-users (motorists) and expanding the bike users
(cyclists)
When objectives of only a cycling rental system would be discussed, first development of
unmanned bike rental system may be considered, which it is far-advanced, independent and
inventive system for bike rental, through benchmarking the overseas major public rental bike
systems; second, costumer-based system will be constructed, such as location of unmanned
rental spots, rational pricing system, methods of using them, and running of home page for
lending a bike; and third, efficient running system will be built, such as application of
ubiquitous techniques, unmanned rental system for 24 hours and development of model of
environment-friendly green water.
2). Construction of bikes and terminals
This has been accomplished, or would be carried out, throughout a city for 2008 ~~~~ 2012(5-
years). Of course, all the infrastructures would have been completed, such as bike lanes,
signals for all of transportation and institutional systems of basic regulations and ordinances,

and above all the things, increased awareness of a rental system to all the citizens. Distributed

3). Method of using public bike
All the citizens are able to ride Nubija, however target for cycling is limited to over 15years old.
All most of citizens need to register to be a Nubija’s user at centers for the regional community
committee, or through an internet network. Citizens might be a member of Nubija, and could
ride a Nubija at the adjacent terminal and take down for it to be able to stop their tour and
return it at the nearest terminal adjacent to their destination. Here, members can lend a bike
by their membership card (This is able to lend a bike after membership of setting periods and
fare). Nonmember might be able to lend a bike by the 1000 won per day. Of course, members
have to register on the home page of Nubija and non-members don’t have to do it. No-
member may follow a guide of surface of bikes and terminals. When bike’s user wants to
return it back at terminals, he or she need to touch on the terminal and to manipulate GPS. If
users have faced any problem, he or she has to notify to bike manager. Time of Nubija is for all
the 24hours, 365 days. Fares are charged to Nubija users, as follows:
▪ Members : Yearly(20 thousand won), Monthly(3thousand won), Weekly(2thousand
won)
▪ Non-members : Charged by one day right of using at Nubija terminals(pay a small
sum of money charged on the cellphone).
Also, we permit rental and return of public bike, the former is to spontaneous lifting of locker
by contacts of user's card at bike terminal, and the latter is to complete return by parking at
bike terminal.

5). Outcome of using patterns and satisfaction rate in a survey
We have carried out a survey with electronic questionnaire to know the patterns and
satisfaction after using Nubija. We have sent the questionnaire to 2,036 people of using Nubija
for October 5-10, 2009. Respondents are answered 100% through their mails. The largest of
response are twenties, 40.2%, and next teenage (18.1%) and forties(19.3%). When we examine
the rate of satisfaction, 75.0% are answered “very satisfactory” and “satisfactory”. This figure

was showed to be increase of 7%, compared to 68% in 2008. They said that the color of bike is
very good(92.8%), bike has a good design(88%), operated with a good condition(66.1%), fare
of bike is proper(91.4%), size is right(80.65) and weight is suitable(male; 47.3%, Female: 29.9%).
Goals of using Nubija is for commuting(38.0%), for recreation(34.6%), for business(6.5%)
and for visiting the cultural facilities(5.6%). And the reasons of selecting is for cutting the
transportation expense(50.9% of twenties and 45.3% of teenage), for saving a time of
moving(20.7% of teenage and 20.0% of sixties), for health and fitness(33.9% of fifties and
46.7% of sixties) and for control of accessible destination(18.6% of forties and 18.3% of fifties).
Means of transportation before is cars of 40, and 60(33.3%-47.8%), intracity buses(56% of
twenties and 60.35 of twenties) and walking(21.9%) and personal bikes(3.8%). Time of using is
36.9% at 6pm-9pm, and pattern of using is from residential areas to multiple functional
facilities on the basis of almost of all the people except of commuting student and workers.
Average running length is 1km-3km(42.5%) and 500m-1km(27.6%).
6). Extension of Nubija system in the second half, 2009
Present state of extension of terminals and bikes were terminals(101), rack(1965), bike(1230),
and rate of bike to racks(62.5%) as of September 2009, but these figures increased to 119,
2485, 2030 and 81.7& respectively, as of February 2010. We had to select sites of installing
Nubija terminals. Selection criterion were considering the demand of using the
terminals(Apartment complex, Sites for multiple gatherings etc), good points of connectedness
and accessibility between terminals(Considering main road and bus-transfering), city land
being available to install the medium-sized(Racking of over 25 lines), points being available to
insert the electricity and communication, and spots being not overlap amongst other digging
plans. And process of selection were canvassing the various public(hoping points)(150lines)
and resonable spots for newly building and additional building by reviewing and analyzing
results of validity for installing(18lines).
And, we, Changwon will be a combined larger city (Megacity) through unification of three
adjacent cities in July 1, 2010. Masan city and Jinhae city are take part in this unification, under
the name of Changwon. And then, (newly constructed and newly named) Changwon would
have over 1.08 million of population. So, all the policies, projects and programs of new
Changwon would have to be established with a new master plan regarding all the lives of
citizens, including public bike rental system, general control post and bike culture center of
Changwon.

7). Current state of running the Nubija(As of, March 1st, 2010)
Current state of running the Nhbija are as follows: joining to be a member were 44,221
people(M :48.1%, F 51:.9%), of which these were growing increasingly by month. Total of
members were 3546 people(2008). And, state of using the Nubia were total of 1,722,472 times,
which is average of 8,219 times on ’09.8 ~9. 1: turnover rate 6.8times per one bike). Times of
using a bike also were grown increasingly. In 2008, times of using were 17109, of which
average of a day was 3480. And state of using a bike by time were maximum of 25,491(22.3%)
at 3pm-6pm.
8). Major effects after introducing of Nubija
We can say the major effects after using a Nubija, on the three basis; environmental, personal
and community effects.
Environmental effects are cutting of energy 1.7million USD(1.92billion won) and reduction
of CO2, 2696.8 tons by total calculation by Nubija's tacometer . So, Green Money has occurred
from emission trading of co2 cutting down, when applying a distance of riding of average

speed of 15km/h, curtailment of energy from the fuel efficiency, of 1500 won for 10lm/l, and
reduction of CO2 for emission of 210g/m by average basis.
Individual effects are realization of Active Living by Nubija through the health
promotion( promotion of user's strength and mental health), and expense of public transport
per worker' household of downtown: average of 56USD(63,000won) by month and expense of
individual transportation(including cost of fuels for cars) : average of 198USD(223,900won) by
month through reduction of household's burden.
Community effects are practically great: 1) vitalization of local economy through job
creation by expansion of bike-related additional industries(manpower for making and
production of Nubija's facilities - seven companies, around 300 people; manpower for
installing the Nubija's terminals- 3,200people(100 lines) by year; and employment of
manpower regarding running of Nubija- around 150 people: 2) establishment of transport
culture base for lower using type of energy: 3) spotlight of new short distance by means of
bike in the night hours(23-05 hours)(12.9% of total users): 4) vitalization of local community by
increased face to face contacts due to use of cycle: and 5) improvement of air quality and
resolving of transport problems.
Section 2 Construction of Infrastructure such as bike lanes
1). Current state of cycle lane.
Current state of cycle lanes are composed of 121 lines 347.5km with separate bike lanes of
15lanes 100.8km. So, Changwon has four kind of sidewalks and roads, those are pavement
roads for cars, flower or tree beds for separating from pavement roads, separate cycle lanes
and wide green spaces. However, some of cycle lanes were been stopped, broken and even
lost in a city. Here Changwon would have built some new cycle lanes, connected the stopped
lanes again, and repaired the broken lanes.

2) Dieting of roads
Cycle lanes are classified as a carriageway (Car roads) in the related legislations. So, citizens
are able to pass through and keep to the right of carriageways with safety, but they usually felt
danger to go and fro the car roads. And then, Changwon has decided to manage the special
measures for citizens to pass through mixed car and bike lanes or roads with no fear or danger.
As a new measure, we have decided to diet the existing car roads. Dieting of roads could be
carried out at the places where there was no separate cycle lane, and cycle lane had short
width of roads. Sites of dieting were two samples of places including Daebangro6.9 ㎞ (4
lanes--3lanes) and contents of dieting were creation of separate lane by squeezing of lanes and
through the control of lane width.

(2) Nam 19Ro has a length of 26km and installed zones of division from separate cycle lane.
These will be secured of separate cycle lane after squeezing of one existing lane.

3) Sign of safety facilities for cycling
There were no or lacks of sign for safety facilities for cycling by separate cycle lanes. So, we
should mark signs separately.
Most of all the citizens are afraid of riding a bicycle and survey says that reason to not ride
a bicycle is safety problem. Both adults and students of elementary and secondary schools are
not willing to ride their bicycles. Especially the handicapped and elderly are not available to

First, sign of inducing line for cycling has been completed on the main principal roads : 20
lines 31.95 ㎞. Effects of signage are resolving the difficulties in using underground ways due
to no crossing road for cycling and contribution to preventing of accidents and creation of
cycling boom through division by reddish brown line for cycling on the main principal roads.

And, installing of bicycle rack were accompanied by 395 sites 6,449 lines, and lowering of the
chin of sidewalk have been carried out by 35sites and 140m(total of 2007-2009 are 125line and
501m).
4). Running of bike culture center in Changon
This center is a experiecing site for the space of transport culture and switching of awareness
in the 1st in Korea. The outline of center is located at 1st floor in Changwon bike velodrome
Bansongro 104, Changwon cit. Size or scales of this facility have total areas of 7,300 ㎡, and
has been started September 5, 2008. This is called as Bike culture center of Changwon, and
runned by working expense of 800 thousand Won(municipal 2, biking velodrome 6). Contents
and services are biking class(mastering of Theory, regulations and safe driving regarding bike)(,
exhibition of bike(exhibition of the newest of bike) , repair of bike(repair and service at the
lowest price), and guiding & publicity of bike(guiding & publicity of bike policy of Changwon).
We, Changwon has Bike Racing velodrome for a cycle racer. Here we constructed the culture
center additionally at it. And, first, culture center has been controlled by local government,
and it had not authorities to the bike administration or management. Since second half of
2009, Bike Racing velodrome has had authorities to manage and control the bike-related
policies, projects and programs, and also run and admin the culture center.

Section 3 Measures for vitalizing of using a bike
Changwon has tried to develop and to being develop measures to increase riding rate of a bike
with safety. First of all, Citizens have had a mind against cycling accidents. And also, Changwon
has policies and programs to increase the numbers of cyclists. Main targets of cycling are
students and workers, which are made up of large size of population of Changwon. Also, they
consist of commuter to and fro their homes and schools and work sites. Special measures
should have been fulfilled to help encourage or promote cycling with no fear and with freedom.
These are insurance and allowance programs and removal or improvement of existing
unreasonable regulations etc.
1). Getting a bike insurance for citizens
Changwon has introduced an insurance system for injured cyclists, or death due to accidents
form cycling in September 22, 2009(first joined September 22, 2008). Target of insurance is all
the citizens, as of accident date, Citizen of Changwon, especially Nubija users. An insured
amounts is 168,870,02 Won(193,092,260 in 2008). LIG indemnity insurance is our partner.
Contents of guarantee are: 1) death & aftereffect due to bike accident(maximum of 29
million won; 2) compensation after bike accident( 400 thousand won/person ); 3) penalty by
bike accident(maximum of two thousand won); 4) defense cost against bike
accident(maximum of one hundred); and 5) supporting fund of detective consent by bike
accident( 2 million/person ). Performance of payment is as follows: 1) total cases are 330 with
the amounts of 279,050 thousand Won. One case of death has occurred at the first quarter in
2009and three cases of death have been taken place at third quarter as well.
2) Allowance for biking commuter of workers
Allowance for biking commuter of workers has been carried out since the beginning of this
program. Background of this is to advocate being awareness of importance of environment by
cycling as means of green transport and to expect the spreading effects to citizens by taking
the lead of participation in using a cycle for workers. Targets to be allowed are Changwon's
citizen and manufacturing workers in registered factories, and commuters from and to their
home and work sites, over 15days a month. Examples are 1) in case of industrial allowance 20
thousand--City 20 thousand(individually; 2) in case of industrial allowance 30 thousand--City
30 thousand(individually); and 3) in case of industrial allowance 50 thousand--City 30

thousand(individually). In addition, limit of allowance of city budget is 30 thousand a month
per one person. Date of enforcement is 2009. 1 ~ 2010. 12.

3). Continuous detection and improvement of unreasonable regulation & system
It is important to detect and improve the legislation for facilitate cycling to the citizens of
Changwon. Mainly, all most of legislations are responsible for central government., so, we will
recommend to upgrade and modify various laws and regulation related to the bike cycling to
government by down up approach and with a priority for cyclists, or favorable to them. These
are criterion of installing a bike road, standard of safe riding for bike user, compulsory teaching
for elementary and secondary students, training for car drivers, enforcement of bike
registration, and rigid enforcement of regulation for illegal parking & stop. Through these
recommendations, we will promote the advice for a priority of transportation policies to the
cyclists to Central government (Reflection of policy for central government).

Section 4 Creation of Cycling boom
It is very important to create the boom for citizens to help encourage bike cycling. Various and
different ways would have to be fulfilled to create a boom of cycling throughout a city. And
also, workshop, seminars or symposia could be held. All the infrastructures will have to build
up, including teaching people to help ride a cycle, festival and fair or events regarding a bike.
Networking with other cities in a nation is very critical way. Press and broadcasting play an
important role for people to help encourage cycling. Educations are necessary means to
facilitate riding a bike for elementary and secondary students.

◎◎◎◎ Korea bike festival
We have held Korea Bike Festival to boom up for cycling in a city. This festival started in
Changwon Square and its whole areas at May 3(Sun), 2009 9am-5pm with participating people
of over 6,000 people, was hosted by ministry of administration & safety, ministry of culture &
physical education and nation's physical promotion public corporation under the supervision
of Changwon city, meetings of Korean bike race players and Changwon bike race corporation

And also, as major achievement , here has being a Leader as Center of Green Growth Cities
and Model bike cities in Korea and inspiring pride of citizens since Mr. President of Korea,
Myung Bak Lee has taken part in, have finished the great the end of festival.
We could anticipate a certain degree of ripple effects from holding this festival, with the
amount of marketing effects of 6,258million Won through broad casting by KBS1 &2(including
local), MBC(including local), and SSBS, KNN, YTN(447), newspaper(metropolitan) by 11 presses
including Chosun Ilbo(3,965), and 16 other presses(local, economic) by 16 presses including
Gyeongnam ilbo(1,846 million Won). These figures were conversed currency unit from
exposured effects of newspaper and broadcasting.
Indirect effects of triggering local industries have been emerged. Mutual synergetic effects
with infrastructures of Changwon as a machinery indusrtrial complex have been expected,
when the bike industries would have been attracted into Changwon through taking this
opportunity of festival in the future. These effect result in expected 300 million of bike of

domestic demands on the annual base as increasing market size, and estimated 1.5 million of
bike domestic production when industries would have accumulated to the third degree of skills
in the world, which state of nation's bike industry would be estimated as of being market size
of bikes of around 200 billion won annualy (import : ‘07, 238million, ‘08, 230million, however
2milloin would been produced within a country on the annual base). In addition, as results of
previous mentioned facts, floating as devoted son of items for vitalization of local economy
when total industries have been induced such as completed bike, parts of bike, clothes,
accessories, and power plants of bike, also expected industrialization of bike -related
distribution networks.
And also, sudden increase of public bike (Nubja) users, after holding a bike festival ( as of,
May 11, 2010) have been emerged. No. of members becomes to the average of 35.7 ⇒ 127.3
people(3.6 times) and No. of using have been changed to the average of 293times(10.22~4.30)
⇒ 1,078times(3.7times, 5.4~5.10) .
◎◎◎◎ Holding of Changwon Santabike prade 2009
This parade was held at Square of meeting in Changwon sports complex/around the Juangro
on ‘09.12.12(Sat) 13:30 ~ 17:00, being hosted by Changwon city, co-superintended by
Changwon alliance of cycling, Society of practicing cycling of Changwon, and Run's planning
company and sponsored by Ministry. of administration & safety, Ministry of health welfare &
family and Gyeongnam society of joint collecting for social welfare. 1,512 peoples were
attended in this parade.
In the outcomes of holding, amounts of donation were total of 16,293 thousand won to
the Gyeongnam society of joint collecting for social welfare. Donation from participating
people was the most amounts of 11,783 thousand. State of participating people from our
country was total of 1,512 people, of which Chagwon had the biggest of 883 people.

4. Future plans
A comprehensive bike network in Changwon would help fill gaps in the regional network of
bicycle routes and paths, while fitting into the vision for a regional greenway of bike-hike trails
linking parks, national areas, cultural features, historic sites, neighborhoods and retail areas.
However, here, our future plans would be summarized to seven programs for our City of
Changwon. First, infrastructures of far-advanced style will be arranged, such as signage of bike
transportation and enforcement of separate bike lanes. Second, bike lanes will be connected
between downtown and Eup-Myun district in the long basis. Third, bike networks will be
created throughout our country, and creation of bike lane along the Nakdong River, which is
running through around and is adjacent to Changwon, will occur in the near future. Fourth,
Nubija system will be expanded continuously and programs for vitalization will be developed.
Consultation with local education authority will be underway regarding the education for
elementary and secondary pupils, to establish the right and life-long bike transportation
culture. Fifth, Santa bike parade will be held in December 2010. In addition, international bike
festival will be held in April 2011. Sixth, Health Impact Assessment (HIA) for the cycling policies
and “Nubija” program would be carried out. Survey for the change of body composition of
cyclists would be fulfilled on both before and after cycling. Hereafter, seventh, integrated
master plans for cycling will be serviced to a University to be suggested roadmap for far-
advanced 2020 Project.
And, we, Changwon will be a combined larger city (Megacity) through unification of three
adjacent cities in July 1, 2010. Masan city and Jinhae city are take part in this unification, under
the name of Changwon. And then, (newly constructed and newly named) Changwon would
have over 1.08 million of population. So, all the policies, projects and programs for new
Changwon City would have to be established with a new master plan regarding all the lives of
citizens.
