I have the honor to report on the administration of th

Foreign Agents Registration Act of 1938, as amended, pursuant to

Section 11 of that Act, which requires the Attorney General from time

to time to report to the Congress concerning the administration of the

Act as well as the nature, source and content of political propaganda

disseminated or distributed by agents of foreign principals registered

under the terms of the statute.

This report deals with the administration and enforc ment

of the Foreign Agents Registration Act for the calendar year 1955 and

is in supplement to the report submitted in June of that year which

covered the five-year period commencing January 10 1950 and ending

December 31 1954.

STATISTICAL SUMARY

During the year, 66 new registration statements were filed

and 55 statements were terminated leaving 282 active registration

statements on file as of December 31 1955, The 66 statements filed

during 1955 represent the largest number of new statements received

during any one year since the transfer of administration of the Foreign

Agents Registration Act from the Department of State to the Department

of Justice in June, 1942. An alphabetical list of the registrants who

filed statements in 1955 together with the name of the foreign principal

and a brief description of the nature of the agency is contained in

Appendix II, while a list by registration number will be found in

Appendix I. Eleven statements were filed by persons whose agency status

was created by Section 20(a) of the Internal Security Act of 1950 (Section

1(c)(5) of the Foreign Agents Registration Act). This Section defines

as an agent of a foreign principal any person who has knowledge of or who

has received instruction or assignment in the espionage, counterespionage

or sabotage service or tactics of a foreign government or foreign

political party. As of December 31, 1955, a total of 87 registration

statements had been received from persons whose agency status was created

by this Section of the Foreign Agents Registration Act. A list of persons

filing this type of registration statement during 1955 will be found in

Appendix VI.

When a registration statement is filed by a partnership,

corporation, association, organization or other combination of individuals

each partner, officer, director or other person rendering assistance to

the registrant on behalf or in the interest of the foreign principal is

required to file a short form registration statement designated as

Exhibits A were filed and these are listed alphabetically in

Appendix IV. The identity of the registrant in support of whose

statement the Exhibit A was filed may be determined by reference to

Appendix I through correlation of the registration number.

A functional analysis of the 66 statements filed during

the calendar year reveals a pattern similar to previous years in that

the largest number were filed by persons engaged in publicity, public

relations, advertising or allied fields. The second largest number

represented those engaged in legal and economic consulting services.

A table showing the classification of statements according to the

principal function reported will be found in Appendix III.

NAME, SOU3CE AND CONTENT OF POLITICAL PROPAGANDA

As indicated in previous reports the largest source of

political propaganda disseminated in the United States continues to be

the official foreign government information and tourist offices and

foreign political parties which are primarily interested not only in

the creation of good will for their respective countries but also in

presenting before the American public their particular viewpoint on

various international issues. Expenditures by foreign government

information and tourist offices within the United States increased by

well over a million dollars in 1955 over that expended during 1954, and

represents the greatest increase in any one year since 1950. Approximately

a hundred more persons were employed by foreign government information

offices during the year 195 than, for example, in 1952.

During the year 1955, there were 48 government information

and tourist offices functioning within the United States, representing

30 different foreign countries. Wile some foreign governments maintain

no official information or tourist office, as is the case with the

Soviet bloc countries, other governments will maintain two or even three

offices located strategically throughout the country.

One of the principal objectives sought by foreign governments

in their informational programs is the promotion of tourist traffic.

The American tourist plays an important part in the economy of many

foreign countries and this fact is reflected, for example, in the

increased expenditures by the Dominican Republic Information Center of

nearly $82,000 over 1954; of more than $121,000 by the Irish Tourist

Bureau; and an increase over 1954 of nearly $158,000 by the Israel

Government Tourist Office. The Government of Yugoslavia opened the

Yugoslav State Tourist Office which reported expenditures of nearly

$10,000 for the first six months of its existence. Previous to the

establishment of the tourist office, information with respect to tourism

in Yugoslavia had been disseminated by the Yugoslav Information Center,

which of course continues its activities in the informational field.

The British Information Services maintains the largest budget

of any foreign government information or tourist office and has reported

expenditures during the year 1955 of well over a million dollars,

Foreign governments consider it highly important to place

before the American Public their views with regard to a number of

international isaues. This is reflected ror example, in the opening

of the Arab Information Center which describes itself as the official

information office of the eight Middle East governments of Libya,

Saudi Arabia, Egypt, Syria, Lebanon, Jordan Iraq and Yemen. In its

first year of operation the Center listed expenditures of approximately

$110,000. More than double that amount was reported as having been

spent for information purposes by the Israel Office of Information.

A table showing the expenditures and number of employees of

all foreign government information and tourist offices registered under

the Act will be found in Appendix VII.

As stated in Previous reports many foreign countries continue

to rely upon American Public relations concerns and consultants for advice

as to the nature and content of their propaganda material circulated

to the American public. This of course is reflected in the large number

of public relations firms, consultants, and advisers which are registered

under the terms of the statute. Appendix VIII contains a summary showing

the amount of money received by American individuals and organizations

from their foreign principals during the calendar year covered by the

report and included within this list will be names of all American

public relations advisers and consultants who have been retained by

foreign governments during the period.

active status as of December 31, l954, set forth according to geographic

area or nationality field will be found in Appendix V,

The principal Propaganda trends noted during 1955 based

on the material filed with the .Foreign Agents Registration Section

pursuant to Section 4(a) of the Foreign Agents /1e-gistration Act and

the countries to which the material relates are:

China

The Chinese News Service is the principal media through which

the Nationalist Government of China disseminates its information to

persons within the United States. The propaganda material deals mainly

with the various aspects of the government's campaign against the

Communist regime and control of the mainland of China and will cover

such diverse subjects as its views on international affairs, the

application of Red China for United Nations membership, the diplomatic

talks at Geneva and various personalities in the news.

Propaganda material from Communist China is disseminated

by Edwin S. Smith, who conducts his business under the names of Sovfoto

and Eastfoto Agency, and by Imported Publications and Products, a book

store and subscription agency located in New York City. Considerable

amounts of propaganda material from Communist China are also mailed

directly to recipients in this country.

India

India's main sourcesof political propaganda are its embassy

and the Government of India Information Services. Both distribute releases,

bulletins and periodicals which express the governmental view on a

variety of internal and international subjects. Major attention during

the year was directed in the economic field to industrial development of

the country, to trade relations, and particularly to the problems raised

by aid given to the country by the United States and the Soviet Union.

The Portuguese Goa controversy and the relations between India and

Pakistan were subjects of considerable comment.

Japan

This country's propaganda material was concerned primarily

with the improvement of Japanese-American trade relations and the

promotion of tourist travel via the Japan Airlines.

Indonesia

The Indonesian Embassy publishes and distributes a magazine

entitled "Report of Indonesia" which is distributed as well by the

Information Office or the Republic of Indonesia in New York City.

This office also distributes news releases on a more or less regular

basis. Matters of PartiCular interest which were subjects of comment

were the Asian-African conference at Bandung, the first general

elections held in Indonesia in the tenth year of its existence as an

independent country, and the trial of certain Dutch nationals allegedly

engaged in subversive activity0

Germany

Through the registration of The Roy Bernard Company,

which acts as a public relations adviser for the German Government,

there is filed with the Foreign Agents Registration Section a bulletin

issued by the Press and Information Office of the German Embassy. This

publication as well as news releases attempts to convey to the American

public an understanding of the German position on such questions as the

unification of Germany, the diplomatic recognition of the USSR and the

return of German prisoners, Tourist information regarding Germany is

disseminated by the German Tourist Information Office.

France

The bulk of French propaganda is aimed at inducing American

tourists to travel in France and publicizing France s economic

achievements for the Year 1955. "France Actuelle," which describes

itself as a fortnightly report for Americans on modern France and the

French Union, featured articles on economic developments which were

considered particularly significant in the economic field. Considerable

French propaganda material concerned itself with the conflict in the

Trench North African possessions of Morocco and Algeria.

Great Britain

Practically every question that concerns the British nation

or the Commonwealth was touched upon by the British Information Services

through the media or printed matter, radio broadcasts, television and

lectures given by visiting British dignitaries. This organization

attempts to give the American people a glimpse into the social and

economic life of the British people, the workings of the British

Government and the ties that link it to the Commonwealth. A daily

mimeographed sheet called "Today's British Papers" expressed the views

of British newspapers in 1955 on such diverse questions as Churchill's

retirement, the British truck strike, the Geneva conference, and the

White Paper published by the foreign office on Burgess and MacLean.

Other subjects touched upon were the British position in Cyprus and the

visit of Soviet officials to India.

The significant propaganda trends during the year 1955

are revealed in the various magazines pamphlets and books

disseminated by Imported Publications and Products and Four

Continent Book Corporation, both of which are registered under the

Act as agents of, among others, Mezhdunarodnaja Kniga, the All-Union

Soviet Book Combine. Propaganda photographs are distributed by

Edwin S. Smith, doing business under the name of Sovfoto Agency,

and motion pictures from the Soviet Union are distributed by

Artkino Pictures, Inc.

In publications from the IME4 the Soviet writers continued

to attack the Paris Agreements which were signed in October of 1954

and the North Atlantic Treaty. Articles appearing in Publications

emanating from the Soviet Union continue to stress the theory that

the rearmament of Germany is a menace to peace and that in fact

rearmament of any nation in Europe constitutes nothing more than a

delaying action an the part of Western powers since the Soviets

believe that in the event of hostilities Europe would undoubtedly be

abandoned. Despite this severe criticism of the West, the Soviet

Government in its pronouncements sought the friendship of Great Britain

and proposed the exchange of mayors of London and Moscow together with

an exchange of city delegations. Also proposed was increased

intercourse between leaders of science and arts and great stress was

laid upon increased publication of British books within the USSR.

Considerable emphasis was placed upon Russian proposals of a European

collective security system which would abolish the North Atlantic

Treaty, the Paris Agreements and the Warsaw Treaty.

Turkey

The bulk of political propaganda material relating to Turkey

is disseminated by the Turkish Information Office. It distributes a wide

variety of material, but as would be expected a considerable portion

of the literature was concerned with presenting the Turkish viewpoint

in regard to the Cyprus question,

Arab States

Until the establishment of the Arab Information Center in

1955, there was little organized Arab propaganda activity within this

country. However, the intensified Arab-Israeli dispute and increased

economic and political importance of the Middle East has undoubtedly

influenced the decision to establish the Arab Information Center in the

United States to act as the principal outlet for propaganda material

relating to the Arab countries of the Middle East.

The Arab Information Center disseminates press releases,

a publication entitled "The Arab World" which describes itself as a

monthly review of progress in the Arab countries; informative pamphlets

on the Arab League, and a publication known as the Arab Information News

Letter. These publications devote themselves to an account of the

Arab position in the political sphere as well as the economic progress

being made by each country. In this latter aspect particular emphasis

has been placed on land reform, improved facilities for housing and

industrial development.

The Palestine Arab Refugee Office established during 1955

holds itself out to be an unofficial political organization financed

by certain of the Arab countries for the purpose of defending the

cause of former inhabitants of Palestine and to alleviate the suffering

of Palestinian refugees. Another objective is to assist these

refugees to regain their property rights within Palestine and its

propaganda publications place the blame upon Israel for the present

plight of these refugees.

Israel

The Israel Office of Information releases a large volume

of propaganda each month which includes a weekly summary of news from

Israel contained in a publication entitled "Israeli Digest." The

Digest, as does other material, emphasizes Israells position in the

current Arab-Israeli dispute and the fears of the government incident

to the arms deal made by Egypt with Czechoslovakia. Emphasis is

placed upon Israel's problems incident to the immigration of Jews

from other parts of the world, particularly the problem raised by

Israel's plans to absorb 40,000 immigrants from North Africa.

LEGISLATION

No new proposal for amending the Foreign Agents Registration

Act was presented to the Congress during the year 1955. I am,

however, still in favor of the recommendations previously made to

the Congress for amendments to the statute. I have recommended the

enactment of legislation which would remove Section 20(a) of the

Internal Security Act of 1950 from the Foreign Agents Registration Act

and substitute therefor a separate registration statute so as to

require the registration of persons who have received assignments or

training in the espionage, counterespionage, or sabotage service or

tactics of a foreign political party irrespective of a technical

agency status or relationship. Other recommendations made in 1954

are designed to strengthen and clarify the Foreign Agents

Registration Act.

ENFORCEMENT

No prosecutions for a violation of the Foreign Agents

Registration Act were instituted during the year 1955. The Department

obtained what it considered to be compliance with the statutory

requirements through its normal administrative procedures. A number

of investigations for possible failure to comply with the provisions of

the Act were instituted by the Federal Bureau of Investigation at the

request of the Foreign Agents Registration Section. The Department

has continued to rely on its normal sources of information and on the

investigative efforts of the FBI in the administration and enforcement

of the statute. In its administration of the Act the Department has

continued to emphasize its main and original purpose -- the full

disclosure of activity within the United States by agents of foreign

principals who are engaged in political propaganda activities.
