Proposals (Expression of Interest) are invited from Govt. Internet Service Providers
(ISP A Category) for 10 Mbps (wired) Internet connectivity Manageable Leased
Line (1:1 uncompressed and unshared with last mile on fiber) for MMPs of
Computerization of Commercial Taxes Under JAP-IT Data Centre, Ranchi with a
maintenance period of (03) three years.
1. Project Background
1.1. The Department of Revenue (DoR), State Taxes Division, Ministry of Finance has initiated
concerted effort for implementing the Mission Mode Project for computerization of
Commercial Taxes administrations (MMP-CT) of States and Union Territories.
Government of India has agreed to fund the States and Union Territories a portion of the
individual project cost. DoR has requested the States and Union Territories to submit
Detailed Project Report (DPR) for consideration of funding.
The Government of Jharkhand has been conscious of the potential for strengthening of
the Commercial Taxes administration and has chalked out plan towards modernisation of
Commercial Taxes Department.
1.2. In the current scenario National Informatics Centre, Govt of India is working on the
software part of this project since 1st April 2006 with limited resources .The developed
software at present is fulfilling 60% requirements of the department. The bottlenecks, the
department faces as of now can be broadly described in terms of inadequate IT
infrastructure, missing business continuity and Disaster Recovery plan and inadequate
capacity building program.
So a comprehensive and integrated system is required for enhancing the efficiency and
effectiveness of the commercial tax department through adoption of principles of e-
Governance and strengthening of the state wide networking infrastructure for evolution
of IT-enabled-state-of-the-art VAT computerization program. It aims to create
infrastructure and mechanism to provide the basis for evolution of an IT enabled state-of-
the-art workflow (Processes) automation system in a planned manner including check
posts and public service delivery systems. It will not only automate department
functions from circle offices to higher levels but will also create facilities and mechanism
to provide public services like e-registration ,e- refunds ,e-returns, e-payments and online
grievance monitoring ascertaining proper e-service delivery.
1.3. The project will cover all the circle offices, divisional offices, HQ, check posts,
Vigilance/Investigation Wings and Revenue Analysis Wing. Necessary Hardware will be
provided at all these locations including data centers at State HQ. All these locations will

be networked by providing appropriate high-speed connectivity for data transfer and
sharing of information amongst various stakeholders.
2. Brief Objective of the Project
2.1. Making the officers functioning citizen friendly, more transparent by automating the
whole VAT system.
2.2. Improving the delivery of e-services through effective usage of ICT.
2.2.1.1. Online application for registration.
2.2.1.2. Online filing of refunds.
2.2.1.3. Online filing of returns.
2.2.1.4. Online payment through banks.
2.2.1.5. Online filing of complaints.
2.2.1.6. Displaying all information on a portal.
2.3. Various MIS reports generations to facilitate day to day business analysis.
2.4. Use of messaging solution like email and SMS to send regular alerts and communications
to the dealers and defaulters.
2.5. Provide the assessing Officers with tools, technology and information to facilitate scrutiny
and assessment of the dealers.
2.6. Facilitating Interaction and sharing of Information to central and state agencies through
PAN identity.
2.7. Keeping track of the progress of tax collection.
2.8. Reducing manual and redundant records keeping.

3. Scope of Work and Deliverables
3.1 Presently there is a 10 Mbps BSNL lease line which is terminated at JAP-IT Data Centre.
There is an urgent need of redundant/load sharing 10 Mbps lease line for the said JAP-IT
Data Centre to execute the various applications.
3.2 On which all the Govt. applications are functional. Govt. Internet Service Provider (ISP
A Category) for 10 Mbps (wired) Internet connectivity Manageable Leased Line (1:1
uncompressed and unshared with last mile on fiber) for MMPs of Computerization of
Commercial Taxes Under JAP-IT Data Centre, Ranchi with a maintenance period of (03)
three years.
3.3 All the related arrangements (like digging jobs, connectivity devices) have to be made by
the Service Provider.
3.4 Deliverables : The following are the expected deliverables
3.4.1 The Up time should be as per the TRAI guidelines i.e. at least 99.5%
3.4.2 All the related Hardwares have to be provided by the Service Provider i.e. ISP A
Category.
3.4.3 All the configuration and interaction with existing 10 Mbps lease line provider for
the said work will have to be completed by the Service Provider.
3.4.4 After implementing the redundant 10 Mbps lease line, if one of the links goes down
service provider has to ensure that all the applications should be available on
internet without any interruption.
4. Eligibility Criteria and Payment Clause
4.1 Govt. Internet Service Providers (ISP A Category).
4.2 Internet Service Providers should be guided through TRAI.
4.3 Since JAP-IT Data Centre has the 10 Mbps lease line from BSNL, thats why for better
redundancy alternate ISPs are requested to participate.
4.4 Payment Clause :
4.4.1 Payments are to be made on yearly basis.
4.4.2 In First Year :
4.4.2.1.1 50% payment will be released on successfully commissioning of
Manageable Lease Line.

4.4.2.1.2 Rest of the payment (50%) will be released at end of the year, based on
the performance of the network in the entire year. Deviation from the
goal will be penalize as under :
i) on the availability of network upto 99.5% - no penalty
ii) on the availability of network from 97.0% to 99.4% - 10 % penalty
iii) on the availability of network from 94.0% to 96.9% - 20 % penalty
iv) on the availability of network from 92.0% to 93.9% - 30 % penalty
v) on the availability of network from 90.0% to 91.9% - 40 % penalty
vi) on the availability of network from 80.0% to 89.9% - 50 % penalty
vii) below this there will be no payment.
4.4.2.1.3 For the next two year :
a) 50% payment in advance at start of the year.
b) Rest of the 50 % payment will be released at the end of the year.
Subject to performance of the network in the entire year as
mentioned in clause 4.4.2.1.2
5. Submission of EOI
Interested Govt. Internet Service Provider (ISP A Category) i.e. Service Provider may send
their details to the CEO, JAPIT. The final selection of the Service Provider will then be done by
the CEO, JAPIT. Any legal actions are under jurisdiction of Govt. of Jharkhand.
The EOI of the Service Provider should reach the Office of the CEO, JAPIT on or before 29th
Aug., 2011 on or, before 2:00 p.m. EOIs received after this date and time will not be
considered. The sealed envelope containing the documents should bear the inscription 'EOI 10
Mbps (wired) Internet connectivity Manageable Leased Line (1:1 uncompressed and unshared
with last mile on fiber) for MMPs of Computerization of Commercial Taxes under JAP-IT Data
Centre, Ranchi. The sealed envelope contains the Commercial envelope (the quoted price
should include all types of taxes).
