(c) Assessing short-comings of the Scheme of Solar RPOs and RECs with a view to suggest remedial
actions including the targets set and the Implementation mechanism through holding focused
workshops (2 per year);
(d) Assessing Solar RPO requirement of industrial and service sectors (hotels, hospitals, etc.) with
captive power generation having capacities greater than 1 MW;
(e) Monitoring of the arrangements for meeting solar RPO requirements, State-Wise and service
centers; and
(f) Any other related work to be assigned by the Ministry.
3. Eligibility Criteria
3.1 The Bidder submitting the proposal for this project must fulfill the following criteria:
a) The applicant should be a team of professionals, an Autonomous body, Institution or a
Government body, a registered society or a company incorporated in India. A joint
bid/consortium/sub-consultant is not allowed.
b) The team leader should be at least a Post-graduate in engineering, preferably in electrical,
power, thermal, renewable or energy disciplines.
c) Should have experience in handling projects in Renewable Energy Sector in India especially
related to Policy and Regulation, with aggregate capacity of at least 100 MW and have sufficient
knowledge and experience in RPO and REC Mechanism and its related Policies and Regulations.
Number of projects handled in State and Central Sector will be one of the selection criteria.
d) Knowledge/exposure on Solar Policies in other countries will be desirable.
e) Relevant experience working with the MNRE, Ministry of Power, State Nodal Agencies. The
Consultant must have provided consultancy services for at-least 4 projects for any of the above
mentioned organizations or their affiliate agencies or Project management units under their
control.
f) Must have organized at least 2 workshops/ conferences on subject related to solar energy for
MNRE, MOP, Bilateral or multilateral agencies.g) Should have an annual turnover of at least INR 200 crores in the last three financial years i.e. FY
2010-11, 2011-12 and 2012-2013. Turnover of the Parent Company can also be considered.
h) Should have at least 100 employees on permanent payrolls in the last financial year
i) The bidder should not be involved in any major litigation that may have an impact of affecting or
compromising the delivery of services as required under this contract
j) The bidder should not be black-listed by any Central / State Government / Public Sector
Undertaking in India.
3.2 The decision regarding adequacy of the work experience/capacity of the organization, etc. will
solely be at the discretion of the MNRE.
4. Invitation for Expression of Interest (EoI)
4.1 Expression of Interest (EoI) is invited form eligible organizations that have the capabilities to
undertake the task as defined in the Scope of Work. Interested consulting firms/organizations,
etc. are invited to submit detailed proposals indicating their background, details of number of
power projects handled in State and Central Sector; experience in handling projects in power
sector especially related to policy and regulation, including description of similar assignments

completed successfully, availability of appropriate professional skills having required
qualifications i.e. Engineering Graduate preferably in Electrical, Power, Thermal or Energy
Disciplines,
4.2 Interested applicants are advised to study the EoI document carefully. Submission of EoI shall be
deemed to have been done after careful study and examination of the EoI Document with full
understanding of its implications.
4.3 The Consultant is proposed to be engaged initially for a period of 2 years, extendable dependingupon requirements, as per para 11 of this EOI.
5. Price Quote
5.1 Applicant should submit their total cost estimates for undertaking the above task in two years,
along with the EoI, in a separate envelope superscribing Price quote for a Consultant to be
engaged for 2 years for advising MNRE on policy for Solar RPO and RECs.
5.2 The Price Quote will be opened only if the technical bid is found satisfactory.
6. Presentations
6.1 All incoming EOI will be examined thoroughly. Eligible applicants would be required to
personally discuss and make a presentation of their credentials and the proposals before a
Committee of Officers constituted by the Ministry for this purpose. If necessary, the exact date,
time and venue for the discussions and of the presentation will be communicated to the eligible
applicants separately. The technical and financial bids of only those firms would be accepted
which are found suitable to undertake the above task/job and short-listed by the Committee on
the basis of the discussions and presentations.
7. Term of Payment
7.1 In case, the selected firm/organization is a Central or State Government
Organization/Institutions or Autonomous body, forty percent (40%) of the approved contract
value will be released as advance to them, along with sanction letter, without bank guarantee;
and if it is an NGO or their consultancy organization, thirty percent (30%) advance will be
released to them on submission of a Bank Guarantee of equivalent amount from a nationalized
bank/Indemnity Bond, having validity up to two (2) months beyond the contracted time of
submission of final report of the assignments;
7.2 50% of the approved contract value will be released to Central/State Govt. organization,
Autonomous bodies and 50% to NGO and other consultancy organization after the submission
of the draft report of the assignments; and
7.3 Balance 10% / 20%, as the case may be, of the contract value will be released after acceptanceof the final report of the assignments.
7.4 However, release of funds would depend on the work performance of the Consultant and the
quality of the reports submitted, which would be reviewed from time to time by the Ministry.

8. Submission of Bids
8.1 Technical Bid: The interested firms/ organizations should submit the following details in
Annexure-I along with the documents together with the EoI, without which the Applications
shall be summarily rejected:-
(i) Full particulars of the firm/ organization on their financial strengths, constitution/ownership,
manpower, infrastructure, officers, registration and area of core competence.
(ii) Details of major assignments undertaken of a similar nature.
(iii) Qualification and experience of key personals & Team Leader.
(iv) A detailed approach for undertaking the task should consist of proposed methodology,
schedule, milestones; and Plan indicating how to carry out the task.
8.2 Financial Bid: The Price Quotes shall be submitted in separate sealed envelope in Annexure II.
Funds requirements with break-up and justification for manpower, travel, documentation and
other major requirements etc. should be mentioned in the price quote. The applicable taxes, if
any, will also be indicated separately.
8.3 The technical bid and the financial bid should be sealed by the bidder in separate covers duly
superscribed and both these sealed covers shall be put in a bigger cover which should also besealed and duly superscribed.
9. Evaluation of Technical bids
9.1 The consultancy firms Technical Proposal (TP) will be evaluated by the Consultancy Evaluation
Committee (CEC) to be set up in MNRE for the purpose. While evaluating the proposals, the CEC
will allot weightage for the technical evaluation as under:-

The Organization which secures the minimum 70% marks will be eligible for short listing, i.e. opening of
their financial bids.
9.2 The CEC will adopt a QCBS for evaluating technical and financial bids. Under QCBS, the financial
proposals will be ranked in terms of their total evaluated cost. The least cost proposal will be
ranked as L-1 and the next higher and so on will be ranked as L-2, L-3 etc. The least cost proposal
(L-1) will be considered for award of contract. The CEC will put up a report on financial
evaluation of the technically qualified consultants to the competent finance authority along with
the recommendation that the least cost proposal (L-1) can be approved/ invited for negotiation
and for final award. Negotiations will be carried out as per the guidelines mentioned under
clause 3.13 of the Manual of Policies and Procedure of Employment of Consultants.
10. Progress Reports
10.1 The selected agency is expected to submit first draft interim report of both the assignments
within six month from the date of award of work, for acceptance by the Ministry.
10.2 The second draft interim report of both the assignments is to be submitted nine months
thereafter, for acceptance by the Ministry.
10.3 The final report of both the Assignments is to be submitted six months thereafter, for
acceptance of the Ministry. The final reports required are as under:-
i) Soft copy of the report along with data and information;
ii) Two copies of the draft interim reports and five copies of the final reports in colour printing;
iii) Presentations to MNRE upon preparation of each report.
iv) Presentations of all the workshops/ conferences organized by the Consultant.
11. If for any reason, the Consultant to be engaged is not able to complete the assignment as per
the Scope of the work, giving valid reasons not attributable to the Consultant, a decision may betaken to extend the contract for more than 2 years, on same terms and conditions as in the
contract, depending upon the requirement, period of extension and the performance of the
selected Consultant.
11.1 The whole exercise should be completed within 2 years from the date of award, failing which
MNRE reserves the right of imposing penalty @ 0.5% of the total contract value for each month
of delay limited to six months, beyond which the contact will be terminated.
11.2 In case, any ambiguity is observed in Tender Notice/ Tender Document, the clarification given by
this Ministry would be final and binding.
12. The EOI complete in all respect along with detailed proposals, technical and financial bids in
separate sealed covers superscribed: Expression of Interest for a Consultant to be engaged for
2 years for advising MNRE on policy for Solar RPO and RECs should be sent to the Ministry of
New & Renewable Energy (MNRE) along with an earnest money of Rs.25,000/- (Rupees Twenty
Five Thousand only) in the form of Demand Draft payable to DDO, Ministry of New and
Renewable Energy, New Delhi, at the following address so as to reach on or before 11.00 A.M.
positively, within 21 days from the date of publication of the advertisement in the Newspaper:-

13. The technical bid will be opened on the same day at 11.30 A.M. at Ministrys Conference Room
No. 105, B-14, C.G.O. Complex, Lodi Road, New Delhi-110003. However, financial bids will be
opened only of those bidders whose technical bids would be complete in all respect as per
tender notice and found by the CEC as technically qualified to be short-listed.
14. Any offer containing both the technical and financial bids in the same envelope and not found
strictly as required in para 8 above, may be out-rightly rejected. The tender incomplete in any
respect will also be rejected.
15. The Ministry reserves the right to accept or reject any or all Expressions of Interest without
assigning any reasons thereof.
16. Applicable Law: The contract for engaging consultant as per the above terms and conditions
shall be governed by and construed in accordance with the Law of India.
17. Dispute settlement: If any difficulty arises in giving effect to any provision of contract or the
interpretation of the contract, the Secretary, MNRE shall decide the matter, which will be final
and binding.
