SEQUENCE OF PLAY MORTALITY PHASE Draw a mortality counter for senators. • Allocate non-player factions. • +1 Famine if Aegyptus, Africa, Baetica, Bosphorus, Sardinia & Corsica or Sicilia are in revolt or rebellion. TREASURY PHASE Collect state tribute from provinces and faction revenue from provinces, clientele, concessions and senators. Pay 20 talents for each war on the map and pay each military unit talents equal to inflation. Sponsor games, donate talents to the state treasury and recruit or pressure clientele. • Factions Romanise provinces and move them from Province III Boxes to the Forum, Province II to Province III Boxes and Province I to Province II Boxes. FORUM PHASE: Remove random event counters in the Forum and factions take turn to each complete the following actions, beginning with the faction of Caesar and continuing clockwise round the table; • +1 popularity for pro-army factions and +1 popularity for the Plebeian Faction. • +1 influence for pro-senate factions and +1 influence for the Patrician Faction. • Forum 2dr; if 6 draw a counter from the War Cup and chose a province from the Forum, if 7 make a Random Event 3dr and choose a concession from the Forum, if 8 draw a card from the Comitia. • Make an Assassination 1dr • Make a Persuasion 2dr • Take a province counter or concession card from the Forum. • Trade unplayed cards with other factions, play concession, courtier, event, statesmen and treason trial cards. • Change allegiance. • Change Faction Leader • Reduce unplayed cards SENATE PHASE • Count votes. • Increase the influence of the factions of the Caesar (+7) and Rebels (+6). • Deify Caesar. • Elect Caesar. • Consuls and Praetorian Prefects resign. • Elect a pair of Consuls. • Elect Praetorian Prefect. • Praetorian Prefect makes one prosecution for treason or two for corruption. • Remove all corrupt and treason counters. • Elect Proconsuls and governors, grant command, issue corn doles, and build, transfer or disband military units. • Create or annex allies if Caesar has the Conquest ability or a Conquest or Great Conquests random event. • Close Senate and make loyalty 2drs for assassin and courtier counters. UNREST PHASE • +1 unrest per war on the map and Rebel. • Augustus pays bonuses to the Praetorian Guards and Imperial Cavalry and makes an Unrest 3dr. • Make Allies and Provincial Revolt 2drs. • Make 1drs for Enemy Leaders, wars and revolts. • Make 1drs to move concessions and clan cards from the Curia to the Forum. WAR PHASE • Caesar, Proconsuls and Rebels make War 3drs. • Collect spoils of war, save military units and create provinces and allies. REBELLION PHASE • Caesar, Praetorian Prefect, Rebels and Proconsuls make Civil War 3drs. • Proconsuls make a Rebellion 3drs. VICTORY PHASE • Check if a faction wins the game. • Move the game turn counter one space.
