Slide 3: Background Certification Information

In order to sell or import non-road engines or vehicles in the United States, a manufacturer must demonstrate compliance to emission standards and obtain a certificate of conformity (referred to as a certificate). To obtain a certificate, a manufacturer must complete the certification process to ensure that their engines or vehicles meet emission standards. EPA has the authority under the Clean Air Act (as specified under 42 U.S.C. 7525) to confirm emissions data submitted by manufacturers through confirmatory testing. EPA may perform confirmatory testing on engines or vehicles at EPA's National Vehicle and Fuel Emissions Laboratory (NVFEL) or at an EPA designated contract test facility.

Slide 4: Manufacturer Certification Requirements

Manufacturer requirements for certification include:

• Establishing an EPA manufacturer code and a Central Data Exchange (CDX) user account; and

• Submitting emissions data and other certification information to the Verify system.

The manufacturer code is a unique identifier directly linked to the certifying company and is used in each emission family name. All manufacturers must establish a CDX user account and obtain an EPA-assigned three-character manufacturer code in CDX. The CDX account is linked to the manufacturer code and allows users access to the Verify system (Verify), which is used to submit electronic information to EPA. Verify collects and processes emission certification and compliance information for EPA review. In the Helpful Resources slide at the end of this tutorial, there is a link to a short tutorial on the CDX account setup process and a link to the CDX Upload Instructions, which provides detailed information on how to submit emissions data and other certification information to Verify.

Slide 5: Marine Spark-Ignition Diurnal Certification

Manufacturers of diurnal fuel systems must undergo the certification process. Manufacturers of diurnal fuel systems must certify that their fuel tanks intended for use in marine SI vessels meet diurnal standards. EPA established standards to reduce the amount of diurnal or daily hydrocarbon emissions that escape through a vessel's fuel tank system. The following marine SI fuel tanks require diurnal certification:

1. Portable marine fuel tanks, which o supply fuel to marine engines during operation, and o are not permanently installed on vessels;

AND

2. Installed marine fuel tanks, which o Are installed in personal watercrafts (PWCs) and other marine SI vessels, o Deliver fuel to marine engines, and o Do not fit the definition of portable marine fuel tanks.

Slide 6: Regulations for Marine SI Diurnal Certification

Diurnal certification requirements for marine SI fuel systems are located in the regulations under 40 CFR parts 1045 and 1060. Part 1045 covers spark-ignition propulsion marine engines and vessels and part 1060 covers evaporative emissions from new and in-use non-road and stationary equipment. Electronic versions of EPA regulations can be found under Title 40 at www.ecfr.gov, which is also provided in the Helpful Resources section at the end of this tutorial.

Slide 7: Marine SI Diurnal Standards for Certification

Marine SI portable fuel tanks and installed fuel tanks must meet the diurnal standards specified in 40 CFR 1060.105:

• Portable marine fuel tanks must meet the diurnal design requirements specified in 40 CFR 1060.105 (c)(d) and (f).

• The diurnal emissions standard for installed marine fuel tanks is 0.40 g/gal/day (grams/gallon/day).

• Marine fuel tanks installed in nontrailerable boats (boats that stay in the water during the boating season) have an alternative diurnal emissions standard of 0.16 g/gal/day.

• Manufacturers may demonstrate emission family compliance with diurnal emission standards specified in 40 CFR 1060.105 by using emission control technologies specified in 40 CFR 1060.240 (e).

Slide 9: What is Design-Based Certification?

Design-based certification allows manufacturers to show or demonstrate compliance without testing the diurnal system. The design-based certification pathway allows manufacturers to certify families that use established technologies already known to comply with applicable diurnal emission standards. Manufacturers choosing design-based certification may submit an engineering description instead of test results in the certification application to support that their diurnal system meets EPA design-based requirements.

Slide 10: Design-Based Certification Requirements

Portable marine fuel tanks must meet the following diurnal requirements as specified in 40 CFR 1060.105 (c) (d) and (f):

• Must be self-sealing when detached from the engine • Must not vent to atmosphere when attached to an engine • Manual vent allowed - to temporarily relieve pressure • Must remain sealed up to positive pressure of 24.5 kilopascals (kPa) or 3.5 pounds per

square inch gauge pressure (psig) • No air outlets that vent to the atmosphere at pressures below 34.5 kPa or 5.0 psig • Detachable fuel lines for use with portable marine fuel tanks must be self-sealing when

not attached to engine or fuel tank • Meet provisions in the American Boat And Yacht Council Materials (ABYC H-25) as

referenced in 40 CFR part 1060.810

Slide 11: Design-Based Certification Requirements

For design-based certification approval, manufacturers may use design-based technology on installed marine SI fuel tanks to demonstrate compliance to diurnal emission standards. There are two options available under diurnal design-based certification. One design-based option is for the marine SI fuel tank to remain sealed up to 1 pound per square inch (psi), or pound per square inch of gauge pressure (psig) with the pressure relief valve set at a value greater than 1.0 psi or psig. The other option is the marine SI fuel tank must be equipped with a passively purged carbon canister that meets the requirements in 40 CFR 1060.240(e)(2).

Test-based certification allows manufacturers to:

• Certify by testing the diurnal system; and • Submit diurnal test data that demonstrates compliance with EPA standards.

Slide 13: Test-Based Certification Requirements

For test-based certification, manufacturers must test fuel systems for diurnal emissions as specified in 40 CFR 1060.525,

• The diurnal test applies to fuel systems with or without carbon canisters; and • Diurnal emissions measurements are based on representative temperature cycles (in

degrees Celsius).

For trailerable boats which are less than 26 feet and are transported or towed by a trailer,

• The fuel temperature range during the diurnal test is 25.6°C (degrees Celsius) to 32.2°C.

For nontrailerable boats (which are 26 feet or more, or have a width of more than 8.5 feet),

• The boats stay in the water throughout boating season; and • The fuel temperature range during the diurnal test is 27.6°C to 30.2°C.

Required diurnal compliance documents that need to be uploaded to Verify for design-based certification should include:

• A description with a drawing or picture of the design-based diurnal system; and • Sample label language meeting the criteria in 40 CFR 1060.137.

Required documents for test-based certification include:

• The Diurnal Test Data Worksheet, which will be reviewed on the next slide; and • Sample label language meeting the criteria in 40 CFR 1060.137.

An EPA representative may ask for additional information during the certification review.

This is the Diurnal Test Data worksheet. Manufacturers who are seeking test-based certification must complete this worksheet and upload it in Verify. Please enter diurnal data in all applicable fields including:

• Manufacturer; • Emission Family Name; • Test Facility; • Nominal Fuel Tank Capacity (in gallons); • Whether or not the fuel system is equipped with a Canister (Yes or No); • Canister Working Capacity (in grams); • Fuel Temperature Range; and • Stabilization period information (if applicable).

Please complete the bottom table which will calculate the daily diurnal emission measurements and the maximum diurnal emission level. Now we will walk through the process of submitting Diurnal Compliance Documents in Verify as a manufacturer of marine diurnal systems.

In this training, we will demonstrate the second option. The "Upload Nonroad SI Compliance Documents" link on the Non-road Spark Ignition home page provides users with a streamlined method for uploading compliance documents to Verify. The evaporative family name has 12 characters. The three-character manufacturer code in the evaporative family name is a unique identifier directly linked to the certifying company. The highlighted example is an evaporative family name in which E is the model year, MFR is the manufacturer code, PMDRN means marine diurnal, and XYZ are letters or numbers selected by the manufacturer as a unique identifier for the family name.

If you are requesting design-based certification, select "Yes" from the "Design-Based Certification Indicator" drop-down menu. In the "Design Based Certification Description" box displayed on the screen, please specify the marine fuel tank type (portable marine fuel tank, trailerable, or nontrailerable), type in the diurnal family name, and describe how the marine fuel system meets the diurnal design-based certification criteria. If you are placing an abbreviated label on your diurnal system, enter the abbreviated code and the location of the label in the "Design Based Description" field. The manufacturer code may be used in the abbreviated code. For example, a manufacturer may enter: "The abbreviated label EPA-MFR-DRN is on the fuel cap." 1. For portable marine fuel tanks, specify that this is a portable marine fuel tank, type in the

evaporative family name, and describe how the portable marine fuel tank meets the diurnal design-based criteria in the box below.

The abbreviated label EPA-MFR-DRN is on the fuel tank or cap.

2. For installed marine fuel tanks (permanently installed in trailerable and nontrailerable vessels), describe how the diurnal system fuel tank or canister installed in marine vessels meets the design-based criteria in the box below.

This trailerable or nontrailerable diurnal family (insert the evaporative family name) meets regulations 40 CFR 1060.240(e)(1) of design-based technology for diurnal emissions requirements. The final step in completing the certification process in Verify is to request a certificate in the "Request for Certificate" dataset. The "Request for Certificate" dataset cannot be submitted until after the compliance documents and the diurnal datasets have been submitted to and accepted by Verify.
