The Pr.aldent .aid that, for inltlnce, if the Pilcal ' Committee reque.t. that • certain item be cut and it I, the pleaaure of the .embers to cut that item further, it will be necelaary to move to amend the motion of the Piacal Com­mittee to further reduce the item in question. He laid a vote would then be taken on the motion to amend, with • final vote taken on the original motion. and that the final vote will then be on the original motion, or al it haa been amended.

THE PRESIDENT called upon the Chairman of the FI.cal Committee, Robert H. Heyerl,

HR. MEYERS .aid he wished to thank the member. of hi. committee for the many bours they spent in meeting on the Budget . He .aid the committee met on Honday. April JOtn from 8 P.M. until the emaIl hour. of the morning; they met on Tue.­day, Hay lit ; on Wedneaday, Hay 2nd; on Tuesday, Hay 8th; on Wednesday, May 9th, and also on Sunday, Hay 13th until 10:30 P. M. and .gain at 5 P. M. this afternoon until the present time . He .aid that when members of the committee asked ques­tions on any item, they investigated the matter thoroughly and the committee baa alia gone out and inspected sitea whether the item was small or large.

MR. HEYERS said he wished to call the members attention to the announcement he made at the Hay 7th meeting in reference to whether any Board member haa an interest 1n any particular item or department, to please contact either him or me~ers of his committee, in order that additional information might be ob­tained. He announced that no one haa contacted him or any member of ' hil coa­mittee .within the last week.

MR. MEYERS spoke in opposition to Hr. Johnson'. motion. He .aid there 1. a great need for a draftsman and a clerk "typist for this office 80 that those in the upp~r echelon can devote more time to their work. He said the committee thoroughly investigated this item and it wa. their unanimous vote not to reduce this item. He pointed out that the Board of Finance baa already cut out a r~classification.

MR. NOLAN requested Hr. Russellis opinion as Board needs a clerk typist and a draftsman. his opinion.

HR. JOHNSON corrected his motion to delete the aalaries of the new personnel, the Draftsman and the Clerk- Typist II, by reducing it by $8,040.00, making a new total for Code 134.0101 of $29 , 727.00.

MEYERS explained that this v ••• contractual relationahip that the city 1_ committed to and that a recent appropriation va. to take care of tbe unexpired term and this amount 1. to take care of the next f18cal year under the contract. He explained that this cannot be cut a. it repreaents the exact amount needed.

HR. SHERMAN called attention to the Minutes of the Herch 5, 1962 meeting (page 3325, Itea 16) at which ti.e thte Board approved a $S,OOO.OO appropriation for Code 162. Croup Life Inaurance. He .aid it va. hil impression at that time that the insurance carrier had indicated an increase of $5,000 for a six month. period, which would mean a total increase for the year of $10,000.

HR. NOLAN said a thtng like this, which is • contractual aituation. that if any member who had. queation about this, should have raised it before now and asked the Chairman to look into it. He .aid it would appear that it ia ba.ed on the number of employees and thu. would account for the increase, and that the time to ask questions was when the Fiscal Committee wa. meeting on the budget so that they could have looked into it.

HR. SCARELLA ,aid it was his belief that the premiums would be a little hiaher this year, accounting for the increaae.

KI. CUSHING withdrew his motion.

In reference to the above Board of Education Budget, Hr. Meyers prelented the following report of the PLical Committee :

Th~ Fi.eal Committee hal given much consideration and thought to the que.tion of the Board of EdUcation Budget.

The governmental structure under which we operate provides for no control by the Board of Reprelentatives al to how the maniee allucated to the Education budget are .pent . If we were to vote that. particular item lhould be deleted or reduced there 1, no ••• uranee that our recommendationl would be followed . The Board of Education could re-allocate their budget to compen.ate for our recolIIDI!ndation. In view of the lize of the budlet ($8,865,000,00) approximately 45t of the total Operating Budget - we believe that if • budget were to be treated limilarly to the other city department., economiel milht be accomplished.

We think that the competitive po. it ion of Stamford as to attractinl nev teacherl h very favorable under thh budget. In this budget ve have accepted and approved the action of the Board of 'Educatioa in railinl the .alary schedule whlch include. incresae of Itartlnl pay achedules for new teachers. We believe that there viII be adequate inducementl for tbe more competent teacherl to teach in Stamford. The Board of Education should have no difficulty vhatloever in Itafflng and equiping the nev schools.

We believe that the time hal arrived when the Board of Education Ihould operate the school .ystem vell within the present budget for the next several yearl . We realize that there are yearly increments and other simUar ite .... hich may increa.e . However, in view of the recent espao-8ion of operation. and increale to budget, there should be • ttme, and We believe thi. 1_ it, to hold the 11ne.

We believe that the Board of EdUcation has the intention to control the future budgets . With thi_ in mind, we recommend no further deletioD. from the current Board of EdUcation budget.

Hr. Sherman laid it va8 hi' feel ins tbat the weather forec.sta were adequately provided for and it was not DeCes8ary to increase these facilities.

HR. MEYERS said this item was of considerable concern to the llscal Committee and was investigated fully. He said the problem evolved around indirect weather foreca.ting for the benefit of the City of Stamford. He .aid the Women'a Auxiliary is contributing $2,500 to this project to .s.ist its operation for the first year; the Stamford Management Council hal already contributed $500 to the project and feel confident that they will be ahle to raiae another additional $2,000. Therefore, this money, together with the ahove $7,850.00 will provide Stamford w1th accura:e weather recording devices. He said the present £aciliti •• are what i8 termed ",a cooperative unit" w1th the U. S. We,ather Station forea.ting meteorological service. He said they now have a part time meteorologist on the ataff and they give one report in the morning and another early in the afternoon, and that the new equipment they are receiving will give much more detailed infor­mAcion and report it on a periodic basis and will have a direct 11ne, giving hourly reports.

VOTE taken on Hr. Sherman's motion to delete this appropriation. LOST.
