ABOUT PORTLAND, OREGON

Big city excitement and small town charm make Portland, Oregon a favorite destination in the West. Known as the “City of Roses,” Portland is situated approximately 70 miles from the Pacific Ocean in a magnificent setting along the sparkling waters of the Columbia and Willamette rivers. The downtown street grid, based on short, 200-foot long blocks – combined with public art and old fashioned statuary, fountains, bridges and parks – offer opportunities for leisure and contemplation for the casual stroller. For the more adventuresome walker, Forest Park, located within the city, has over 70 miles of trails. We have world-class performances of the internationally-recognized Oregon Symphony. Plus, performing arts venues in the area offer ballet, Shakespeare, Broadway musicals, modern dance and much more. The Oregon Zoo, in addition to offering a fun and family-friendly place to experience wildlife, hosts concerts that are a summer treat, with music for all kinds of listeners. See art up close at a variety of art walks. Portland offers a splendid location and urban lifestyle that is unsurpassed for its livability and access to the outdoors.

ABOUT THE BUREAU OF TRANSPORTATION

Portland’s award-winning transportation system is the envy of many cities across the nation. The system’s foundation is an unusually dense grid of streets that operates efficiently at a human scale while providing a wealth of cherished civic space. Its neighborhood commercial corridors are landmarks, the result of a private streetcar era built in the early twentieth century that shaped much of the city we enjoy today. Portlanders continually reshape and refine their streets in a constant effort to maximize the transportation network’s social and economic contribution to civic life. There is still room for improvement, however. Portland’s transportation network embodies decisions and attitudes of citizens both here today and long gone. Old inequalities and disparities are a legacy that continue to grow in some cases and must be addressed to create a city where we can all can thrive. Transportation provides access to jobs, services, civic life and recreation. Many of the services that the Portland Bureau of Transportation provides - walkable neighborhoods, transit - are crucial to older adults, youth lower-income families and people with disabilities.

The vision of the Bureau is to be a diverse organization that models inclusivity and promotes equity through its service delivery, internal operations, organizational culture, and in its work with partners and the community. The Equity and Inclusion Manager is essential for this bureau of 750 employees to proactively implement

Bureau policies, practices and actions. The Equity and Inclusion Manager combines knowledge of the Bureau’s mission and operations with best practices in equity, diversity, accessibility and inclusion to develop and manage initiatives that will contribute to the achievement of the Bureau and City’s strategic equity goals. This position works with internal

Bureau staff on a daily basis and works closely with the Bureau’s Equity Committee, the Citywide Equity Committee and the City of Portland’s Office of Equity and Human Rights, as well as external stakeholders and community members.

The Equity and Inclusion Manager provides expert technical guidance and implementation leadership to PBOT management on equity, inclusion and social justice issues within Bureau programs that impact the public.

IDEAL CANDIDATE PROFILE

Equity & InclusionKnowledge and understanding of the issues surrounding access, equity, diversity, inclusion, implicit bias and institutional racism. Experience developing and implementing strategies to identify and define complex equity and inclusion issues. A proven track record in building diverse teams and programs and maintaining professional work environments. Demonstrated ability and commitment to provide outreach and services to diverse and under-served populations. Ability to apply equity principles in the development of programs and in the delivery of services.

Knowledge, Skill & LeadershipAbility to prepare clear, concise and comprehensive correspondence, reports and other written materials. Demonstrated skills in project and program design, implementation, management and evaluation in a complex organization with a diverse workforce. Ability to provide expert technical guidance and implementation leadership to Bureau management and program staff on equity, inclusion, and social justice issues within Bureau programs that impact the public. Ablility to develop innovative and progressive services that increase the effectiveness and efficiency of the Bureau’s activities.

Critical /Analytical ThinkingProven experience using critical thinking skills and strategies to evaluate information, understand problems and develop appropriate solutions. Demonstrated ability to take in information, tap resources and reach sound decisions. Ablility to excercise sound, expert independant judgement and political acumen within general policy guidelines.

CommunicationKnowledge and experience of appropriate communication strategies to reach diverse audiences. Experience communicating effectively to front-line staff, managers, executive leadership teams, elected officials, the public and diverse stakeholder groups. Knowledge of mediation practices and experience leading difficult conversations. RelationshipsAbility to provide direction on developing relationships with underserved or underrepresented communities, communities of color and differently able communities. The ability to establish and maintain highly effective working relationships with elected officials, bureau staff, peers in other governmental agencies and citizen stakeholders.
