The mentioned IDPs are living in rental and relative houses seeking humanitarian aids and protection. Beside that the Screen committee meeting participants agreed to confirm through phone calls the new IDPs location before taking action by joint assessment teams. All member of the meeting agreed that gather 7 Jan 2019 in ACTED Kunduz to confirm the new IDPs location through phone calls. Finally they could able to confirm only 180 petitions including of 429 families that should be assessed by joint assessment teams. Assessment teams were subsequently formed of staff from DACAAR, ADA, ACTED SCI, WFP and DoRR office, till to assess the 429 families. Assessment was conducted in Bandar-e-Kabul, Seedarak, Chartak, Ibrahim Khil, Bandar-e-Khanabad, Sarak Naw, Shora Khak, Zakhil, Seesad Family. The assessment has taken place from 8 January 2019 to 15 January 2019 and determined that 75 household’s eligible for ERM assistance. The average household size for this caseload is 7.44 members. 2.66% household reported with less than 5 members, 12% household reported with 5 to 6 members, 85.34% households reported 7 to 9 members. 1. Findings And Recommendations In Brief

On 30 December 2018 ANSF lunched military operation in Ehsan Toop and Zardkamar area of Khan Abad

district of Kunduz province 1058 families have been displaced from Khanabad to Khanabad center, Aliabd

and Kunduz City and submitted petition to DoRR Kunduz Office. The mentioned IDPs are living in rental

and relative houses seeking humanitarian aids and protection.

Beside that the Screen committee meeting participants agreed to confirm through phone calls the new

IDPs location before taking action by joint assessment teams. All member of the meeting agreed that

gather 7 Jan 2019 in ACTED Kunduz to confirm the new IDPs location through phone calls. Finally they

could able to confirm only 180 petitions including of 429 families that should be assessed by joint

assessment teams.

Assessment teams were subsequently formed of staff from DACAAR, ADA, ACTED SCI, WFP and DoRR

office, till to assess the 429 families. Assessment was conducted in Bandar-e-Kabul, Seedarak, Chartak,

Ibrahim Khil, Bandar-e-Khanabad, Sarak Naw, Shora Khak, Zakhil, Seesad Family. The assessment has

taken place from 8 January 2019 to 15 January 2019 and determined that 75 household’s eligible for ERM

assistance.

The average household size for this caseload is 7.44 members. 2.66% household reported with less than 5

members, 12% household reported with 5 to 6 members, 85.34% households reported 7 to 9 members.

There are 33 females more than males in this caseload; however in this caseload total individuals 559 to

address females 294 individuals and males 263 individuals. Aged between6 and 18; 139 females and 152

males between 19 and 59; 72 males and 22females over 60 years old,

A high percentage of school-aged boys and girls reported are not attending in school due to lack of

documentation100%.

1 household reported daily skilled labor, 48% of the total households reported daily unskilled labor as

their main source of income, 3 households reported farming as their source of income, 35 households

reported jobless at the time of the assessment and no income. The average pre-shock income level for

this caseload was 6738 AFN per month while the average post shock income for this caseload is only 538

AFN per month 15 households reported debts between 2,000 and 8,000 AFN, 56 households reported

debts more than 8,000 AFN and 4 household reported debt less than 2,000 AFN.

Recommendations:

SCI to provide NFI in-kind to all 74 HHs

DACAAR to provide WASH kits to all 74 HHs

ADA will cover the MPCA and Two Month Food need 24000,AFN per HH for all 74 HHs

2. SECTORIAL ISSUES:

A) WASH

WASH- Water: In this caseload joint assessment teams found out 9 families are using unsafe dug wells

water, because the depth of the dug wells less than 8 meter, which is called surface water and it is clear

that being the water NTU > 5, and the rest 65 families are have access to safe and clean water either for:

Drinking, Bathing and Cooking. Joint Assessment teams have found out three types of water sources in

IDPs settlement such as: 26 IDP families are using Hand Pump, 9 Families are using Pipe water for daily

consumption and 39 IDP families are using dug wells water for utilizing. The water sources are about 1-10

minutes away by walking to the settlement area. To make sure that water sources are safe and clean for

daily utilization, DACAAR has conducted some water quality test, like: turbidity, EC, PH & Bacteria tests.

Result indicate that the water of the accessible water sources in the IDP settlement area ( Hand Pumps,

Pipe water and some Dug wells water) are safe and clean according to Afghanistan safe water standard

and 9 IDP families are using unsafe dug well water. After surveillance by DACAAR Field ERM Team,

DACAAR recommends to distribute 9 set bio sand filter to support the 9 IDP families.

Recommendation: To address on this issue, DACAAR proposed to distribute 9 set of bio sand filter to

support the 9 families, who cannot collecting clean / safe and sound water.

WASH-Sanitation: 69 families of this caseload out of 74 families have access to latrine facility. On hand

latrine facility composed of family pit latrines & community latrines. 67 household of those who have

access to latrine reported using a family pit latrine and 2 households of this caseload reported access to a

community latrine.

About 5 families do not have access to any latrine and are doing open defecation. To concentrate on this

issue and to prevent any diseases caused by insanitariness. DACAAR recommend the construction of

emergency bath and latrine. Based on physical observation mainly on the geographical propinquity, the

following EBL distribution has been figured out:

Recommendation: DACAAR suggest the construction of 5 sets of emergency bath and latrines for 5

families who are still involved in open defecation. Sanitation and cleanliness education will also be

provided to 74 families of this caseload, in order to make sure first-rate sanitation.

WASH-Hygiene: JNA found that the standard of living of the affected people is so underprivileged, because they didn’t have adequate knowledge on hygiene & cleanliness. JNA teams observed their environment which was so filthy and unclean. The affected people carelessly dropped or left the rubbish in their surroundings. Taking into consideration this issue, DACAAR directs the distribution of HE Kits and HE Messages as a unified interference to increase healthiness in this population. Recommendation: DACAAR intends the giving out of hygiene kits to 74 families with hygiene education. In addition to this, giving out of plastic garbage bags (8 bags / family) will be the part of assistance pack up in order to avoid

rubbish in the upcoming time. . B) FOOD SECURITY, NUTRITION AND LIVELIHOOD

Food was the main first priority for 92% of households in this caseload (74%) households reported having no food stocks at the time of the assessment, and 25% household reported food stock less than a week 97% household reported in these caseload low or no coping strategies and 2% reported in these caseload high coping strategies and 1% household reported medium coping strategies.

75 household reported have access to the market, on average it takes displaced families 17 minutes take to reach the nearest market on foot. Recommendation: ADA to provide two-month food ration in-kind as cash.

C) NFIs

NFI needs were reported as the third priority for 94% of households, (100%) reported a loss of kitchen

items as a result of displacement, 100% of the households reported a loss of heating materials as a

result of displacement, 100% reported a need for clothing, 57% reported a need for blanket, 57%

reported a need for water containers and 97% of the households reported a loss of hygiene items as a

result of displacement. IDPs reported to teams a strong need for NFI however, the teams noted that

the situation of the host community is also very poor and they are facing a lack of NFI. Below is a

breakdown of reported NFI needs from households.

Recommendation: SCI to provide NFI in-kind

D) SHELTER

Shelter is the second priority for 98% of the caseload 55 household reported living in rented house

(100%) households reported paying some amount of monthly rent for their accommodation. Families

paying rent are paying between 500 and 2500 AFN per month for their accommodation. The average

rent is 1154 AFN.

E) PROTECTION

Joint assessment teams have found four people with physical disabilities and our field

observation they couldn’t use latrine easily, therefore DACAAR ERM field recommend 4 plastic chairs.

Recommendation: DACAAR suggest four chairs for those 4 people, who couldn’t use latrine easily.

F) HEALTH

No serious health issues were reported for this caseload. Kunduz city has functioning health clinics run

by government and non-governmental agencies. OHPM’s and SCI roving team are also active and

proving services to households in need in the area.

3. Urgent Priority needs of affected people (as per affected point of view

The following needs are reported by priority order: 1st priority: Food (92%) 2nd priority: Shelter (98%) 3rd priority: NFI (94%) Recommendations:

DACAAR will provide WASH assistance to all 74 households

SCI committed to provide NFI for entire caseload

ADA will provide multi-purpose cash and Food assistance to 74 households. 74 households will

receive a package of assistance (total value of 24,000 AFN/Family).

For full package of WASH assistance, following points are recommendation from DACAAR. 1. Distributing HE Kits and HE Messages to all 74 IDP families.

2. Distributing 35 Kg of plastic bags to all 74 IDP families (or 8 bags/family) to

address solid waste issues.

3. DACAAR proposes the distribution of 9 set BSF to 9 families, who have

collecting water from unsafe, dug wells.

4. DACAAR proposes the construction 5 EBL to 5 families, who have doing open

defecation.

5. DACAAR proposes the distribution of 4 Chairs to 4 people with physical

disabilities.

Challenges:

Joint Assessment Teams did not encounter any serious challenges during the assessment.

Conclusion: Based on joint assessment taken place in Kunduz Center/neighbor villages DACAAR

herewith would like to provide the above mentioned assistance to 74 IDPs, so it has been submitted

for your kind approval.
