Objective:To reduce the impact of potential earthquakes on seismically vulnerable municipalities in Nepal

Project InitiationUNDP/BCPR (Bureau of Crisis Prevention and Recovery) with the support of Government of Japan initiated "Earthquake Risk Reduction and Recovery Preparedness (ERRRP) program" in five high risk South Asian countries :

• Nepal • Bhutan • Bangladesh • India • Pakistan.

ERRP Project in NepalImplementing Organizations and it's roles

• Ministry of Physical Planning and Works (MOPPW)Department of Urban Development and Building Construction (DUDBC) and related Division Offices : Responsible for the overall implementation of the project

Ministry of Home Affairs: Responsible for inter-ministerial coordination

• Ministry of Local Development: Responsible for inter-municipality coordination as the focal agency

• Selected Municipalities: Responsible for the municipality level activities of the project

Building Code and UNDP/ ERRRP Project Initiatives Formulation and Development of Nepal National

–After 1988 earthquake (6.7 Richter scale ) in eastern Nepal, –More than 731 deaths and –More than 20,000 buildings collapsed or damaged, including many hospitals and school buildings–Ministry of Physical Planning and Works (former Ministry of Housing and Physical Planning)–"Policy and Technical Support to the Urban Sector" (UNDP/UNCHS(Habitat) Nep/88/054 –Sub-project "National Building Code Development Project" was formulated on 1992-93 within Department of Urban Development and Building Construction (former Department of Buildings) with the government counterparts from the department.

DUDBC had developed Nepal National Building Codes which is nowrecommends for update from UNDP/ERRRP Project

Nepal National Building Code is in 23 Volumes Nepal National Building Code is available in CD as well as in website

• These all codes have been formally approved by the Government of Nepal in the year 2003. • Now the codes are being implemented as per "Building Act : 2055" (1998) in all public and private building throughout the country after it was activated by the cabinet decision.

The department (DUDBC) – is disseminate National Building Code (NBC) nation wide DUDBC has prepared Building Construction Guidelines in simple Nepali language - training for more than 5000 masons DUDBC is Working to strengthen the legal framework for NBC-Building Act 1998 and to guide the Municipalities for NBC Implementation

ANNUAL TARGETS of UNDP/ERRRP Project : 2009Earthquake risk and vulnerability assessment of 5 selected municipalities completed

PLANNED ACTIVITIES

Task No. 1 Earthquake risk, vulnerability and capacity assessment conducted in the project areas : ICE Material, Trainings etc.

Task No. 2. Prepare Municipal Profile and Report on “Impact of Settlement pattern, land use practice and option in high risk areas of municipalities

Task No. 3. Selection, design and cost estimation of at least 1 public building in each of the Municipalities for Demonstrative Seismic Retrofitting works

Task No. 4. Preparation of recommendation for update of Nepal National Building Code

Task No. 5 Preparation of Review Report on existing government and municipal policies on earthquake risk reduction, preparedness and response.

Task No 6. Preparation of Seismic Vulnerability Evaluation Guideline for Private and Public Building (For pre disaster vulnerability and post disaster damage assessment)

Preparation of recommendation for update of Nepal National Building Code from UNDP/ERRRP Project under Task No. 4

• Consulting Firm had Submitted Final Report (1st. Draft) on April 10, 2009.

• This Report will be reviewed by DUDBC and other relevant stockholders

Various TRAININGS programs ON NBC was organized by ERRRP Project in five project municipalities in 2008

Training on Structural Analysis and Earthquake Resistance Design of Buildings using SAP 2000 and Nepal National Building Code training at Pokhara

Arrangement Requests regarding Technical Assistance

• Asian Disaster Reduction Center (ADRC) and Building Research Institute (BRI) Japan are providing technical assistance to ERRRP Nepal for retrofitting works and also attend training seminars or workshops to make presentations on retrofitting while giving on-site pieces of advice in field visits.

• Having Regional knowledge exchange among the SAARC countries

Visit of Mr. Ohori, ADRC and Mr. Imai, BRI, Japan for “Pull Down Test” in connection with ERRRP-Nepal (12th -14th. March, 2009)

Challenges

• Seismic Retrofitting Design and Construction works is one of the challenging job.

• Implementation of Nepal National Building Code in Project Municipalities is also a challenging job
