THE CURRENT SPANISH SCENARIO

• a new rail sector organisation with independents IM and RU, after an strong process of improving productivity and giving credibility to the system

• an Strategic Plan for Transport Infrastructures (PEIT 2005-2020) for improving the whole of the Spanish Network with sustainable concepts, with a total budget of 250 billion € for this period

• a real political decision to invest on railways infrastructure, more than in roads (120 billion €until 2020, 48% of the total budget)

• a clear committement with Safety and Interoperability, as priorities selected by the PEIT and on the ADIF`s Strategic Plan

• A multiannual Contract with State 2006-2010

FRAMEWORK CONTRACT ADIF - STATE 2007-2010

• Adif and State have signed a contract for the period 2007– 2010: framework for rail investments till 2010 (23.000 M€)

• Sets up Adif’s obligations in conventional network, State owned

– Maintenance

– Rail Traffic management

– Investments entrusted

• Budgetary effort for State: 11.900 M€

ADIF - Framework Contract 2007-2010

In financial terms, assures 6.461 Mill.€ to State network in 2007- 2010

– Maintenance and operation: 3.439 Mill.€

– Investment in the network: 3.022 Mill.€

Includes also contributions to Adif’s capital to construct High Speed lines: 3.556 Mill.€

In this period, Adif is allowed to fall into debt up to 2.500 Mill.€

Commuters in Madrid and Barcelona

In order to increase capacity, ERTMS is being

implemented in 160 km of conmuter lines in

Madrid.

It will be follow by 229 km, the rest of

conmuter network, that is under project.

For similar reasons, also Barcelona conmuter

network, 452 km is under project.

217 ERTMS equipments were recently

awarded for Madrid commuter trains:

137 to retrofit

80 new trains under construction.

Similarly in Barcelona will be fit 196 trains:

139 to retrofit

57 new trains under construction.

Infrastructure and rolling stock costs

Infrastructure cost 64 k/€ to 218 k/€ L1 duoble track + more than 1 M in a big station(without interloking)

Rolling stock unit costs from 600 k€ to 170 k€

Cost are different from one country to another.

Total costs are estimated from 2007 to 2030 at 552 million Euros on corridor D.

Version 2.3.0 has been considered. In most sections of the corridor, the strategy is todeploy ETCS level 1, except for the new lines under construction such as Perpignan-Figuerasline (ETCS level2) and Barcelona-Figueras line (ETCS level 1 and 2) and in Hungary(ETCS level 2).
