Help create a shared understanding of the problems facing communities.

Facilitate an inclusive community-wide dialogue that launches a strategic recovery road map.

Assist with coordinating State, Federal agencies, private sector organizations and non-profits to achieve optimal recovery.

The LTCR program expands the recovery effort beyond the traditional FEMA recovery programs:

“Coordinating and synchronizing”

ESF 14 Activation;

Generally for a catastrophic event, or locally catastrophic event that overwhelms the communities ability to recover.

When the FCO or State sees the need, ESF14 is activated.

Team of FEMA and other federal personnel with specialized backgrounds (e.g. community planning, development, infrastructure).

2008: ESF 14 responded with assistance to 11 of the 75 federal declarations that year.
