• The Specification established the object and the procedure: the territorial dimension of the EU2020S through maps

• ... and a clear output: the Atlas• Cartography will be based on a selected set of territorial

indicators at the appropriate geographical scale• Indicators will be derived from the EU2020S documentation,

• Basic Aim: to illustrate the territorial dimension of the EU2020S, that is, to show how the EU2020S acts territorially, particularly at the regional scale

• 1st Major Objective: to assess how EU2020S documentation can be territorially understood and expressed

• 2nd Major Objective: to analyse what means the territorial mosaic resulting from considering the EU2020S at the regional scale

• What is the territorial dimension of the EU2020S?

... Beyond the point expressed in the EU2020S that “benefits of economic growth spread to all parts of the Union, including its outermost regions, thus strengthening territorial cohesion” (p. 16)

• Which types of regions are likely to reach the targets set (or even have already reached them) and contribute to smart, sustainable and inclusive growth?

• In relation to the EU2020S, what specific levers for growth have those types of regions lagging behind?

Background (IV): Policy Questions

• Background Analysis

• Framework of the Atlas (structure and table of contents)

• Associated list of indicators to be further mapped, including the ‘headline targets’• Initial exploration of data availability for each selected indicator

(EUROSTAT but also national institutes of statistics)• Use of previous and ongoing ESPON projects• Use of ESPON DB 2013

Tasks done (II)

Page 8: ESPON Internal Seminar 29-30 November 2011 – Kraków, Poland SIESTA – Spatial Indicators for a ‘Europe 2020’ Territorial Analysis

• Analysis of each main indicator related with the EU2020S through the produced maps and bearing in mind the policy context

• Determination of the position of each type of region in relation to the targets or the expectations of the EU2020S

• Strategic guidelines and messages for policy-makers in relation to the implementation of the EU2020S at the regional level

• The Atlas itself, containing short key messages, for stakeholders but also for a wider audience

• What are the main experiences of the project with regard to integrating the policy context • In relation to the tasks already done, the project has integrated

the policy context through the Background Analysis, which is going to frame all the research

• In the whole of the project, the research itself is based upon the EU2020S

• What are the main experiences of the project with regard to integrating the territorial dimensions in the analysis?• SIESTA aims to ‘find’ and develop the territorial dimension of the

EU2020S• Use of indicators and maps at the regional scale guarantees a

territorial ‘reading’ of the EU2020S
