Key messages

Courts need high quality, evidence based analysis of all realistic options for children

Must consider all realistic alternatives to adoption but courts don’t require in-depth analysis of unrealistic options

Keep the balance between fairness versus the impact of delay for children

Key messages

Adoption is the ‘last resort’ but doesn’t mean it’s not the necessary option to provide permanent care for children

26 week timescale does not apply to Placement Orders but should plan as early as possible

The test for adoption remains the same, and care plans for children remain based on their best interests and welfare
