The ministry is ready to provide agricultural knowledge to the farmers as much as possible. Farmers and agriculturalists are urged to make collaborative efforts for development of agricul- ture. A total of 28 dams in Nay Pyi Taw can store 2.5 times of water volume more than that of previous year due to larger amount of rainfalls. So, the irriga- tion facilities supply sufficient water to 28.415 acres of summer paddy and 12,000 acres of farmlands Farmers observe thriving model paddy farms in Dekkhinathiri Tsp being undertaken through good agriculture pattern. Seek effective ways andmeans to avert impactsof nature

Nowadays, several countries suffer fromstorms, floods and other natural disasterstriggered by global climate change.

Heavy rains in Mandalay Region duringthe recent days flooded crop plantations andcaused flooding in Kyaukse. So Vice-PresidentDr Sai Mauk Kham on 8 October arrived inKyaukse to provide necessary assistance forflood victims.

The government spent big amount ofmoney in construction of dams across thenation. Prevention against floods is embodiedin the original aims of building dams.

The Vice-President said that although itis hard to tame the nature of overflow offloodwaters caused by heavy rains, weaknessin functions of dams and water outlets at theriver, narrowing of watercourse at downstreamZawgyi River and increased silting in the damsare to be remedied.

Besides, he stressed the need for annualmaintenance of watercourse in the river,effective management on inflow and outflow ofwater depending on water level of the river andsystematic measures to control water at thedam and release water from the dam beforereaching its highest level in accord with setstandards.

Preventive measures against waterbornediseases should be taken during prolongedfloods. Arrangements are needed to maintainroads and bridges and not to cause floods andoverflow of water in irrigation system of ZawgyiRiver again.

Although overflow of river water is anunpreventable nature, ways and means are tobe sought and much of the preparation to bedone ahead of time so as to be able to avertpotential impacts inflicted by the nature.Harmonious efforts are essential for the sakeof the nature.

Three suspected robbers killed innorthern Philippines

Sayyari said Sunday that Iran has the undeniable right to be actively presentin international waters, the local satellite Press TV reported.

“Based on international law, presence in international waters is theindisputable right of Iran and no country can deprive it of this right,” Sayyariwas quoted as saying at a ceremony held to mark the first international missionof Iran’s domestically-built Jamaran destroyer on Sunday.

Iran’s 16th fleet of warships, which include domestically-built Jamarandestroyer and the Bandar Abbas frigate, left for the Gulf of Aden on Sundayin line with efforts to provide security for Iranian trade vessels, said Press TV.

The 1,420-ton destroyer is equipped with modern radars and electronicwarfare capabilities. It has a top speed of up to 30 knots and has a helipad. Italso features highly advanced anti-aircraft, anti-surface and anti-subsurfacesystems and is equipped with torpedoes and naval cannons.

Men develop diabetes with lessbody fat than women

GLASGOW, 10 oct—- Men develop type 2 diabetesat a lower body-mass index (BMI) than women,and this finding helps explain why men havehigher rates of diabetes in many parts of the world,researchers report.

They analyzed data from 51,920 men and43,137 women in Scotland with diabetes and foundthat average BMI at diabetes diagnosis was 31.83in men and 33.69 in women. This difference wasmost noticeable at younger ages, the researcherssaid.

The study was published online 30 Sept in thejournal Diabetologia. The findings confirm thehypothesis that men have to gain less weight todevelop diabetes, according to study leaderProfessor Naveed Sattar, of the Institute ofCardiovascular and Medical Sciences at theUniversity of Glasgow. Fat distribution may explainwhy men develop diabetes with less weight gainthan women.

Men tend to have more fat in their abdominalregions and in their liver than women, while womenhave greater amounts of “safe” subcutaneous(beneath the skin) fat than men.

“It is worrying that men develop type 2 diabetesat a higher rate than their female counterparts.Research like this will help us understand reasonswhy and provide greater insight into what we cando to improve prevention of type 2 diabetes,” DrVictoria King, head of research at Diabetes UK,said in a university news release.—Internet

MUMBAI, 10 Oct—Starbucks Corp is finalizingan equity joint venture with India’s Tata Coffee Ltdfor opening coffee shops in Asia’s third-largesteconomy, the Times of India reported on Monday.

Seattle-based Starbucks had held talks withother potential partners in India including fast foodchain operator Jubilant Foodworks before settlingdown with Tata Coffee, the newspaper said, citingsources with direct knowledge.

Tata Coffee’s managing director, Hameed Huq,could not be reached by Reuters at his office inBangalore, and Starbucks did not immediatelyrespond to a mail seeking comment on the report.

Starbucks had signed a pact with Tata Coffee,part of the Tata industrial conglomerate, in Januaryto buy coffee from India and explore opening retailstores in the country, the companies had said in astatement.

The Times of India said the Starbucks jointventure deal with Tata Coffee would also be backedby other bigger firms within the salt-to-softwareTata group.

Australian skin cancer research discovers two genetic variantsBRISBANE, 10 Oct—Scientists have discovered

two new genetic variants that increase the risk ofmelanoma skin cancer, according to an internationalstudy, led by Australia’s Queensland Institute ofMedical Research (QIMR), reveled on Monday.

The variants were discovered in the study of theDNA of more than 2,000 Australians with melanomaand over 4,000 without it.

The study found that if a patient had eithervariant they had a 13 percent increased risk ofdeveloping the cancer.

Lead QIMR researcher Stuart MacGregor saidthat finding these two genetic variants will helpincrease the ability to predict those individualsmost at risk of developing the potentially deadlydisease.

“This new finding is exciting as early diagnosisis critical in melanoma to improve the outcome ofpeople who develop the disease, “ MacGregor said.

“Identifying these variants is an essential step

toward determining accurate risk estimates for thedisease,” he said.

“This, in turn, means people will be betterinformed and can take the right precautions toavoid developing this increasingly commoncancer.”

MacGregor said unlike the other 18 variantsthat are already known, the two new genetic variantdo not appear to act by simply changing skinpigmentation or mole count.

“One variant appears to play a role in how DNAis repaired following damage by ultraviolet (UV)radiation, while the other variant may play a role intumor formation,” he said. Melanoma is one of themost common cancers affecting young people inAustralia. It is also the most life threatening type ofskin cancer. “Discovering more about the geneticbasis of melanoma may help us to better diagnoseand treat melanoma in the future,” MacGregor said.

Seven aboard missing Russianhelicopter alive

MOSCOW, 10 Oct—Rescuers havefound the missing Mi-8 helicopter inRussia’s Trans-Baikal region and allseven people aboard the helicopterwere alive, local emergencydepartment said on Sunday.

A spokesperson for the regionalemergencies department said thehelicopter was found at 17:09 Moscowtime (1309 GMT), adding that over110 rescuers and 15 units of specialequipment had been involved in therescue operation.

Mr. President1. In a series of steps you have taken in fulfillment

of the hopes of the people for good governance,clean government, flourishing of democraticpractices, fundamental rights of citizens, rule oflaw, transparency and accountability, one per-ceptible step is the establishment of the MyanmarNational Human Rights Commission on 5September 2011. It is believed that its establish-ment is welcomed and supported by the peopleof Myanmar.

2. The establishment of the Commission is basedon the principles relating to the status of nationalinstitutions (Paris Principles) contained in UnitedNations General Assembly resolution A/RES/48/134. Our Commission is the fifth of its kindin the ten-member countries of ASEAN.

3. Myanmar National Human Rights Commis-sion is formed with a view to promoting andsafeguarding fundamental rights of citizensenshrined in the Constitution of the Republic ofthe Union of Myanmar. It is vested with thecompetence and responsibilities which includereceiving complaints on violations of funda-mental rights of citizens, investigating them andcommunicating its findings to the relevant de-partments and bodies of the Government forfurther action. Since its inception, theCommission is fully resolved to perform itsresponsibilities to promote and protect the fun-damental rights of citizens.

5. Furthermore, the expectation of the Secretary-General of the United Nations and a number ofcountries is the release of what is referred to as“prisoners of conscience”. The Commissionrecognizes and appreciates the position of theGovernment that these are prisoners who havebeen sentenced to imprisonment forcontravening the existing laws.

6. The release of those prisoner, convicted forbreach of the existing laws, who do not pose athreat to the stability of state and public tranquilityin the interest of national races will enable themto participate in whatever way they can in thenation-building tasks.

7. For these reasons, Myanmar National HumanRights Commission humbly requests the Presi-dent, as a reflection of his magnanimity, to grantamnesty to those prisoners and release themfrom the prisons.

Workers at the Rafaello Hotel found Welshunresponsive and not breathing when they went tohis room on Saturday afternoon after he failed tocheck out as scheduled, police said.

The cause of his death was not immediatelyknown. Police are conducting a death investigationrelated to the case, pending autopsy results andtoxicology tests. It sometimes takes two months forthe results of toxicology tests.

Welsh, 40, who left the band a decade ago, hadbeen in Chicago to attend Weezer’s appearance atRiotFest on Sunday night, a concert that will go onas scheduled, the band said on its website innotifying fans of his death.

A decade ago, he had achieved fame as thebassist for the band Weezer, replacing the band’slongtime bassist Matt Sharp, according to Welsh’sofficial website.

The band remembered Welsh as a vitalchapter to their history and one to never “shy awayfrom the absurd, dangerous or strange,” accordingto a statement on Weezer’s website.

Welsh left the band in 2001 shortly after, sayinghe had suffered a nervous breakdown, resurfacinglater as an artist and painter.

NEW DELHI, 10 Oct—In a firstshowcase of Indian indigenous writing,a literary panorama featuring works byover 30 language writers will be ondisplay at the Frankfurt Book Fair in apilot exhibition for readers and publishersfrom Europe, the US and other countries.

The literary panorama, initiated bythe union culture ministry under the‘ILA: Indian Literature Abroad’ project,will be held 12-16 Oct.

The project aims to carry the diversityof contemporary regional Indianliterature from the grassroots to the worldthrough source translation, whichinvolves creation of original work directlyto foreign languages in an attempt toremove dependence on Englishtranslation, a top ILA official said.

NAY PYI TAW, 10 Oct—A KIA group openedfire at Tima work camp in Muse Township of MuseDistrict in Shan State at about 1.30 pm on 21 Septemberand took three members of Myanmar Police Force,three staff of Myanmar Correctional Department,eight small arms and 55 prisoners of the work camp.

The military column was in hot pursuit of theKIA group. During the skirmish from 25 Septemberto 6 October, the military column seized 12 assortedsmall arms, 16 assorted mines, 45 bags of gunpowder,nine bars of gunpowder, four vehicles without licence,nine motorcycles, 46 buildings, 59 tents and 244 bagsof rice. The military column rescued three policemembers, three staff of MCD and 37 prisoners of thework camp. The remaining 18 prisoners from thework camp managed to escape as fugitives from theincident.

NAY PYI TAW, 10 Oct—The State is buildinga modern and developed democratic new nation inline with the constitution. Some national racearmed groups who realize the goodwill and genuineattitude of the State are exchanging arms for peacein groups or individuals to join hands with thepeople in undertaking development tasks of thenation.

A 15-member group led by Saw El Htooand Saw El Sae at major level of KNU/KNLAPeace Council, bringing along with five .45 pistols,one .38 special revolver, one .30 carbine, onegrenade rifle, one RPG-2, one long-barrel nine-shot-gun, 11 RPG shells, 10 grenades, two carmines, two packets of soft TNTs, 274 rounds ofammunition and eight assorted magazines returnedto the legal fold in South-East Command areayesterday.

A ceremony to welcome 15 persons whohave returned to the legal fold after unconditionallyhanding over their weapons was held at the MonState hall in Mawlamyine at 11 am today.

It was also attended by Mon State ChiefMinister U Ohn Myint, state ministers, state, districtand township level departmental personnel andtownselders.
