They had a cordial discussion on cooperation between Myanmar and the United Nations. MNA Vice-President Dr Sai Mauk Kham enjoys entertainment of Chinese disabled people’s performing art troupe NAY PYI TAW, 1 Nov—With the purpose of performing entertainments in the Republic of the Union of Myanmar under the China-Myanmar friendly relationship and cultural exchange programme, the Chinese disabled people’s performing art troupe of the People’s Republic of China arrived in Yangon on 30 October and then in Nay Pyi Taw yesterday. The Chinese troupe comprises artistes with hearing and visual impairments, and the majority of the troupe is youths. It has over hundred members, and it has been formed for 25 years. The My Dream Chinese disabled artist troupe was formed in the year 2000, and it has performed over 1500 entertainments in China and over 60 countries. UNESCO designated the troupe as the UNESCO Artist for Peace. Vice-President of the Republic of the Union of Myanmar Dr Sai Mauk Kham enjoyed the performance of the My Dream Chinese disabled people’s performing art troupe at Auditorium of Myanma Radio and Television in Tatkon of Nay Pyi Taw Council Area at 6 pm today. Also present on the occasion were Union ministers, deputy ministers, Pyithu Hluttaw and Amyotha Hluttaw representatives, departmental heads of the Ministry of Information and the Ministry of Culture, Ambassador of the People’s Republic of China to the Republic of the Union of Myanmar Mr. Li Junhua and officials of the Chinese embassy, departmental personnel of ministries and guests. NAY PYI TAW, 1 Nov—With the purpose ofperforming entertainments in the Republic of theUnion of Myanmar under the China-Myanmarfriendly relationship and cultural exchangeprogramme, the Chinese disabled people’sperforming art troupe of the People’s Republicof China arrived in Yangon on 30 October andthen in Nay Pyi Taw yesterday.

The Chinese troupe comprises artistes withhearing and visual impairments, and the majorityof the t roupe is youths . I t has overhundred members, and it has been formed for25 years.

The My Dream Chinese disabled artist troupewas formed in the year 2000, and it hasperformed over 1500 entertainments in Chinaand over 60 countries.

UNESCO designated the troupe as theUNESCO Artist for Peace.

Guarantee dwellersquality housing

Reforms are tangible in Myanmar.Confidence in new history of the country soars.Market economy is taking shape. Newurbanization has formed. Thanks to economicdevelopment, citizens are earning higherincomes. Population grows. Housing increasesto equal growing world population.

Contractors consider costs andcustomers in constructing towering buildings.Customers think about price and endurance.Entrepreneurs help contractors and customersto be in harmony. Looking forward the futureof the State, advanced housing estates arebeing developed which meet standards ofdeveloped countries. Low-cost high-risebuildings are being constructed as well.

Quality and sustainability are keys toassessment of every building. Tenants indilapidated apartments were exposed todangers in the years before 2000. Apart fromquality, resistance against earthquake, stormand other natural disasters is needed. Demandsfor focusing on sustainability of urban buildingshave begun to rise. Quality of buildings isimportant for dwellers as well as in marketingthe buildings.

Building Quality Law is being draftedand will be enacted in 2013. The law will ensurehigh-class buildings.

Reducing cost to attract customers withlow price should not harm the quality ofbuildings. Contractors should maintain thestandard despite lower profits. Customers innature prefer low price. Though, the reducedquality should not cause dangers to residents.

Price and quality are intertwined. Todevelop low-cost housings, low-cost landshould be chosen. Pan Hlaing Golf CourseHousing, Mingaladon Garden City and FMIPadethabin City Housing are good examplesfor low-cost and reasonable-standard housings.

All in all, development of the State comestogether with urbanization. The BuildingQuality Law which will be enacted soon willease concerns of building quality.

Cash assistance provided to thosetemporarily moved to Bhamo District

NAY PYI TAW, 1 Nov—Kachin State Minister forSocial Affairs Daw Bauk Ja on 27 October metdepartmental officials at Bhamo District GeneralAdministration Department and gave instructions onassistance, accomodation, health and education tasksfor those who temporarily arrived there due to presentconflict.

The minister shared K 650,000 for assistancetasks at relief camps in Bhamo, Momauk, Shwegu andMansi townships, the Kachin State education officer K500,000 for 666 students, Kachin State Relief andResettlement Department relief aids containing sixitems to 621 households that moved to Bhamo District.

On 28 October morning, the minister met thosewho moved there due to present conflict at Momaukand Bhamo and presented cash assistance to them. Inthe afternoon, she gave cash assistance to patients atBhamo General Hospital.—MNA

an aide to the Russian President said Monday. “Claims about deterioration of Russia-US relations are being imposed by those who do not see the real results of huge workdone and who are not interested in the real improvement of the relations,” SergeiPrikhodko was quoted as saying by Xinhua.

Civilian killed by Australian soldiers in S AfghanistanCANBERRA, 1 Nov— Australian soldiers shot

The incident happened as Australian soldierswere securing a site for a meeting of the provincial

reconstruction team.The ADF said it takes all reasonable steps to

Pak denies spying on German forces inAfghanistan

TOKYO, 1 Nov— Pakistani officials have rejected a German newspaper reportthat suggested that the country’s secret service spied on German security forcesin Afghanistan. Without citing its sources, Bild am Sonntag had reported thatGermany’s BND foreign intelligence agency warned its interior ministry thatPakistan’s Inter-Services Intelligence (ISI) had spied on 180 German policeofficers deployed in Afghanistan to train locals.

A Pakistani foreign ministry official, however, described the report as“ridiculous” and “useless”, the Dawn reports. Pakistan military spokesmanMajor-General Athar Abbas said the report was not worth commenting on.

According to the interior ministry, the BND suspected a German email hadbeen intercepted but could not give confirmation. The ministry added it wasnot aware of any comprehensive interception of German police data, the papersaid. Frank J Fahrenkopf, Jr, andMichael D McCurry, co-chairmen of

the non-partisan, non-profit Commissionon Presidential Debates (CPD) onMonday announced sites and dates forthree presidential and one vicepresidential debates during the 2012general election. The first presidentialdebate will be held on 3 Oct at theUniversity of Denver, Denver, Colorado.

It will be followed by a vice presidentialdebate on 11 Oct at the Centre College,Danville, Kentucky.

The second and third presidentialdebates are scheduled on 16 Oct at theHofstra University, Hempstead, NewYork, and 22 Oct at the Lynn University,Boca Raton, Florida, respectively.

Mysterious role of renin in hypertension unlockedSYDNEY, 1 Nov—A Sydney medical scientist

has finally uncovered a secret central to the causeof high blood pressure after a 40-year long hunt.

Professor Brian Morris and his SydneyUniversity team have found hitherto mysteriousrole of the enzyme renin in triggering the condition.

The research is the first of its kind to use humankidneys. It opens the way for more targeted drugs,which could transform treatment of high bloodpressure, a very strong risk factor for heart attackand stroke.

Morris, one of Australia’s leading geneticscientists, first began studying renin as a youngstudent in the early 1970s.

Now another young scientist, his PhD student,Brazilian Francine Marques, has performed thelaboratory work, under his supervision, whichhelped clinch these new findings that may haveinternational significance.

While renin was thought to play a significantrole in high blood pressure, how it worked toachieve this was something that had eludedresearchers for many years, Professor Morris noted.

His team identified the decisive role of twomicro-RNAs - novel genetic material that has adestabilising effect on the production of renin fromits gene.

Their research showed that in hypertensivekidneys the renin gene was six times more activewhile the micro-RNAs were six times less so.

‘“That is the key. These two micro-RNAs arevery much lower in hypertensive people. So if youlose those, the renin goes up, thus raising bloodpressure,” the Sydney Morning Herald quotedMorris as saying.

“This is a totally new concept … tremendouslyexciting. No one has ever found anything like thisto do with rennin,” he added.

The discovery of the role of the two micro-RNAs could lead to the development ofhypertension drugs, which could be designed to“knock down renin expression at its source.”

The study has been published in the onlineversion of Hypertension, the journal of the AmericanHeart Association.

intervention.The Bank of Japan sold yen and bought dollars during Tokyo trading

Yoga may help ease chronic back painBEIJING, 1 Nov— Yoga might help

people reduce chronic back pain,according to a new British studycarried by the Annals of InternalMedicine.

The study, conducted in Britain,followed 313 adults with nonspecificchronic back pain.

It found that three months ofweekly yoga classes can ease backpain more than the usual course ofcare. Even a year later, patients withsuch pain who had participated inyoga classes reported less pain thanthose who hadn’t.

Oil edges down on stronger dollarNEW YORK, 1 Nov— US oil price edged down on

Monday as the dollar strengthened after Japan’s latestintervention. The dollar rose more than 3 percent to itsthree-month high against the yen Monday after Japan’snew round of intervention. And the euro dropped sharplyagainst the dollar. The dollar index, tracking the greenback’sperformance against a basket of currencies, rose about 1.5percent. Stronger dollar pressured the dollar-denominatedcrude oil.

MF Global Holdings, a futures broker, filed for Chapter11 bankruptcy protection, triggering caution across themarkets. Traders trimmed positions. And the trading volumeswere low, with US WTI about 70 percent below its 30-dayaverage and Brent nearly 50 percent below its 30-dayaverage. WASHINGTON, 1 Nov—The US TreasuryDepartment announcedon Monday that it expectsto borrow 305 billiondollars in the October toDecember 2011 quarter.

This borrowingestimate is 21 billiondollars higher thanpreviously announced inJuly 2011, said thedepartment in astatement.

During the Januaryto March 2012 quarter,the US federalgovernment is estimatedto issue 541 billiondollars in net marketabledebt.

The Treasury alsosaid that during the Julyto September 2011quarter, it issued 286billion dollars in netmarketable debt.

Due to the financialcrisis and economicrecession, borrowings ofthe US government haveincreased dramaticallyover the past three years.

The US federalbudget deficit hit almost1.3 trillion dollars in fiscalyear 2011 ending inSeptember, 50 billiondollars more than in theprevious year.

Asteroid may yield cluesabout Earth’s formation

LONDON, 1 Nov—A half-km wide asteroid whichstreaks past the Earth next week could provideclues about how the planet was formed.

The space rock, which is known as “2005YU55” and is as big as an aircraft carrier, will passearth within 320,000 km on 8 Nov.

The asteroid, in orbit around the Sun, has notbeen this close to the Earth in 200 years and willcome closer to the planet than any other asteroid ofits size in the past 35 years, the Telegraph reports.

The last time a similarly large rock passed by atsuch a short distance was in 1976, but it wentlargely unnoticed because everybody— theNational Aeronautics and Space Administration(NASA) of the US included—failed to notice it.

Now, astronomers who missed that event willhave another chance of a close encounter as thegigantic object whizzes by the earth next Tuesday.

It will not be visible to the naked eye butamateur astronomers stand a good chance ofcatching a glimpse of it provided they have atelescope at least six inches in diametre.

Pacific Departments of the IMF has visited Myanmar during October 19-November 1, 2011, at the request of the Central Bank of Myanmar to discussits plans to unify the exchange rate regime and lift restrictions on currentinternational payments and transfers with the intention of accepting Myanmar’sobligations under Article VIII, Sections 2 (a), 3 and 4 of the IMF’s Articlesof Agreement. (from page 16)approved by Pyidaungsu Hluttaw to the Constitu-tional Tribunal of the Union for vetting is a proposal.Pyidaungsu Hluttaw Rule 60 states those eligible forsubmitting proposals and Pyidaungsu Hluttaw Rule61 suggests the procedures for submitting proposals.The proposal is not accorded with Law and Rules asno representative made it.

Pyidaungsu Hluttaw Law Chapter (6) Sections(42), (44) and (45) prescribes that Pyidaungsu Hluttawhas legislative power and the Hluttaw Speaker shallsend these bills to the President in accord withPyidaungsu Hluttaw Rules (106). Duties of the Con-stitutional Tribunal of the Union are mentioned inSection (322) of the Constitution. They are alsoprescribed in Constitutional Tribunal of the UnionLaw Chapter (3) Section (12). The Tribunal has rightsonly to assess laws prescribed by Pyidaungsu Hluttawin accord with Tribunal Rule (3) Sub-Rule (b) andRule (3) Sub-Rule (h). So, the decision of PyidaungsuHluttaw Speaker to send bills to Constitutional Tribunalof the Union for vetting is not accorded with Law andRules of the Tribunal.

Pyidaungsu Hluttaw discharges duties to carryout legislation. The Constitutional Tribunal of theUnion assumes duties of judiciary prescribed in Chap-ter (6) of the Constitution. It means PyidaungsuHluttaw Speaker included the Tribunal’s judicial sectorto legislation. If the bills are doubted whether they areaccorded with the Constitution, the cases will besubmitted only to Pyidaungsu Hluttaw and discussedthere. When the arguments arise after enacting as law,the judgment of the Tribunal should be acquired.Eligible persons to submit laws to the Tribunal arestated in Sections (325) and (326) of the Constitution.

The Hluttaw Rights Committee of Pyithu Hluttawconcluded that the decision should be objected andcancelled as it is not accorded with the Constitution orother Pyidaungsu Hluttaw Law and Rules concerned.

The proposal was made to seek approval of theHluttaw through the Speaker of Pyithu Hluttaw, hesaid.

U Ba Shein of Kyaukpyu Constituency, U TheinNyunt of Thingangyun Constituency, Daw Dwe Bu ofN’Jangyang Constituency, U Thaung of MawlaikConstituency, U Thein Swe of An Constituency, UAung Mya Thein of Nyaungdon Constituency andDaw Nan Wah Nu of Kunhing Constituency discussedthat the matter should be systematic submitted asproposal and there should be seconded, suggested anddiscussed. So, it is legally incorrect. And the proposalto object and reverse decision in Agenda 13 ofPyidaungsu Hluttaw on that day is intensely seconded.

As there is no one against the proposal whileseeking approval of the Hluttaw, the proposal wasapproved.

In response to discussions, the Pyithu HluttawSpeaker said democratic practices are being adoptedin Hluttaw. Although the decision in PyidaungsuHluttaw damages the reputation of Hluttaw, the sub-mission of proposal and discussions now are assumedto restore the reputation of the State and Hluttaw.

U Sai Tun Aye of the Mongkai constituencyasked whether there was a plan to sell CDMA orGSM mobile phones in Mongkai and townships in itsenviron.

Deputy Minister for Communications, Posts andTelegraphs U Tint Lwin replied that there were a dialexchange system comprising 200 telephone lines and199 telephones had been installed in Mongkai. Fortrunk calls, the exchange station used a facsimile

telephone and an office phone at the General Admin-istration Department there after connecting Panglongauto telephone and MPT satellite Terminal telephonestations through Yinkwetaung Microwave Station.

Those telephones were used depending on powersupply, and if necessary, they could be used aroundthe clock. Besides, private MPT SatelliteTerminalphones had been installed in Mongkai. It was expectedthat CDMA-450 MHz telephones could be used inMongkai in December as equipment for CDMA-400450-MHz telephone lines would be transported at theend of October and transmission would be carried outin November, the deputy minister said.

Similarly, two representatives asked two ques-tions related to environment and Union Minister forEnvironmental Conservation and Forestry U WinTun.

U Aye Myint of Insein Constituency asked

whether research groups closely supervised somefactories of environmental unfriendly industrialzones to treat the wastewater as the wastewaterfrom the factories were composed with chemicals.

The Union Minister replied that Industrial Coor-dination and Inspection Department of the Ministryof Industry-1 carried out regular inspections of fac-tories and workshops in region and states and alsosigned agreement with them to obey rules forenvironmental conservation. An envirionmentalconservation group led by the head of the researchand development department under the Ministry ofIndustry-2 had also carried out inspections of thefactories and workshops occasionally. MyanmarInvestment Commission had allowed factories andworkshops after Environmental Impact Accessment(EIA) and Social Impact Access (SIA).

The sub-committee for development of industrialzones of the Industrial Development Committee hadcoordinated with chief ministers of the regions andstates and had supervised planting trees, sewagetreatment and decreasing environmental pollution.Myanmar Industrial Products Manufacturers Associa-tion had conducted courses for workers of the factoriesand workshops. Under the directive of the UnionGovernment, the supervisory committee comprising21 members from different ministries had planned tocarry out measures for systematic treatment of wastematerials and water from factories and workshops.Not to pollute the river water, standardization of thewaste water was included in the bill of theEnvironmental Law and after the law was enacted,measures would be carried out effectively.

U Win Swe of Nyaungshwe Constituency askeda question about the management of entrance fees toInlay Region and whether the collected fees can bemainly used for conservation of Inlay Lake.

The Union Minister replied that the Ministry ofEnvironmental Conservation and Forestry is preserv-ing Inlay Lake Wildlife Sanctuary as natural regionand Forest Department collects no fees from local andforeign visitors to the region except the admission feescollected under state arrangement.

Using entrance fees in conserving and sustaining

Inlay Lake is concerned with the state administrativeorgan concerned. The Ministry of EnvironmentalConservation and Forestry, in cooperation with inter-national government departments, UN agencies, andnon-governmental organizations is increasingly un-dertaking Inlay Lake conservation works, seekingtechnical and financial assistance for conservationworks in addition to allotted funds of the State andadopting national-level conservation plans.

Deputy Minister for Electric Power No.2 U AungThan Oo replied to six questions raised by five Hluttawrepresentatives.

U Lwin Oo of Thanlyin Constituency askedwhether there is a plan to resume electricity supplyto Wabalaukthauk Village in Kawhmu Township aswooden lamp-posts in the village were damagedsince 1995 and whether there is plan to supplyelectricity to 43 village-tracts in eight townships inYangon (south) District under rural electricity sup-ply programme.

The deputy minister said that in 1992, the Statestarted to supply electricity to the village in 1992,constructing 10 KV transformer and 9.5 miles long 11KV power line from its fund letting the villagers buildlamp-posts on their own. During the storm in 25-4-2002, 197 out of 247 lamp-posts were damaged and theministry had kept the power lines as the village couldnot build new lamp-posts in place of damaged ones.

Yangon City Electricity Supply Board is under-taking extension and renovation works according tothe list of priorities based on the granted fund and thesame will be applied on the case of resumption ofelectricity supply to the village.

Regarding the second question, the deputy minis-ter said that currently 22 villages in Yangon (South)District are on the list of rural electricity supplyagenda. Yangon City Electricity Supply Board, inextending power coverage, is supplying electricity torural villages based on the annual allotted fund. If avillage wishes to use electricity prior to the prioritizedelectricity supply plans of the ministry, it can set up aself-reliant village electricity supply committee underthe agreement of the villagers and apply to the ministrythrough respective township electrical offices.

The Ministry of Electric Power No (2) is allowingvillages bid for electricity in line with rules andregulations and also rendering technical assistance.

U Thein Yi of Htantabin Constituency askedwhether there is a plan to supply electricity to 10-village tract including Lamu Village in HtantabinTownship in Yangon Region under village electricitysupply programme.

The deputy minister said that about 10 miles of33 KIV power lines, one 33/0.4 KV 100 KVA trans-former, two 160 KVA transformers, three 200 KVAtransformers and three 315 KVA transformers, totaling

It will be needed to construct 60 miles of33 KV power lines to Pogon Village of HteinbinVillage-tract, one 33/11 KV (2) MVA power station inPogon Village, 30 miles of 11 KV power lines from thepower station to Ywagyi, and 10 miles of 11 KV powerlines to Leinli to supply 20-mile radius of PogonVillage. The Ministry of Electric Power No (1) will takeresponsibility of constructing hydropower plants andthe Ministry of Electric Power No (2) power stations.

According to current conditions, supply ofelectricity to villages in other hilly regions, that are outof the reach of the national grid through solar powersystem, bio-gas power plant and diesel generator shouldbe arranged by the region or state concerned and theMinistry of Electric Power No (2) will provide technicalassistance if necessary.

TAKORADI, 1 Nov—Two workers of a telecomsengineering company were killed here on Mondaywhen an obsolete mast they were dismantling felldown, crashing them to death.

The deceased, Paul Opare, 30, and SolomonBabbey, 31, who were employees of IPF MastConstruction Company Ltd, were in the companyof six other colleagues when the incident tookplace at Mpohor, 90 km north of the Western port Cityof Takoradi, 218 km west of the Capital Accra.

Speaking to Xinhua, Kwesimintsim District PoliceCommander DSP Ayamga Aklogo Yakubu saidthe company had been contracted by MobileTelecoms Network (MTN), Ghana’s largest mobiletelephone company to erect a mast for them.

“But upon reaching the location, the companyrealized there was an obsolete mast on site, so thetwo were asked to climb and dismantle it,” Yakubusaid.

“Paul Opare died instantly but Solomon Gabbywas later confirmed dead at the EffiakwesimintimRegional Hospital where he was rushed to,” headded.

Two managers at a Lake City, Fla, Domino’sPizza restaurant were charged with arson afterallegedly torching a Papa John’s Pizza location,police said.

Lake City police arrested Domino’s managerSean Everett Davidson, 23, Thursday for the 20Oct fire, the Ocala (Fla) Star-Banner reported.The second manager, Bryan David Sullivan, 22,was arrested Friday after being questioned bypolice.

Police allege the two confessed to the crimeand their motive was that their Domino’s locationwould receive more business if the Papa John’sPizza restaurant was put out of business.

The fire was discovered early on 20 Oct,police said. By the time it was brought undercontrol, the establishment had been gutted.

During an interview with police, the suspectsallegedly told police they made an ignition deviceby using a clock, a 9-volt battery, a golf-ball-sizeamount of gunpowder and a plastic bag.

Davidson and Sullivan told police theydismantled the ignition device later and threw itout of their car while driving away, the newspapersaid. Police had yet to recover the device forevidence.

Jim Turck firstreceived the braceletfrom his mother, shortlyafter he joined the war in1943, The Courier,Charleston, SC, reported.
