Overall progress in the implementation of all accepted recommendations

Following the conclusion of the technical assistance (TA) in March 2016, FAO focused on mobilizing resources to respond to the request of the Ministry of Agriculture and Fisheries (MAF) to extend technical support for the NIEWS. During the course of 2017, FAO was able to negotiate with the Delegation of the European Union (EU) a 30 month project to strengthen resilience in communities most affected by the El Nino-induced drought conditions in Timor-Leste. Of of three components of this project (GCP/TIM/008/EC) provides further support to the effective functioning of the National Information and Early Warning System (NIEWS). The number of staff at the National Directorate for Food Security and Cooperation (NDFSC) has increased after constant FAO follow-up. Unfortunately, newly assigned staff does not necessarily have the skills to implement the NIEWS activities. The absence of timely disbursement of government funds, and weak leadership/staff management are among the obstacles that limit the efficient operation of the NIEWS. The new EU-funded support will focus on further strengthening the capacities of the NDFSC of MAF for greater prospect of a sustainable NIEWS. The project allocated significant resources to improve capacities in data collection, data analysis, report writing and information dissemination through the integration of the Integrated Food Security Phase Classification (IPC) – a global protocol for the classification of food insecure populations in the country. For the roll-out of the IPC in Timor-Leste, the government will receive additional funding from the global FAO/EU INFORMED Programme.
