DIRECTOR GENERAL’S MESSAGE
t is a matter of immense pleasure for
Secretariat Training Institute to have forty
nine trainee officers(SOPE) recruited from
different organizations of the Government of
Pakistan for Specialized Training Program
(STP). I along with my colleague consider that
the STP would prove an important milestone
in the career of trainee officers. A well-trained
and competent staff is undoubtedly, a pre-
requisite for superior administrative
performance and success of an Organization.
I believe that the officers will make best use of
training opportunities at STI and equip
themselves with knowledge and skills essential
for a successful and meaningful career in the
public sector. I expect that in the future the
officers will associate themselves with
learning modern knowledge and skills and take public service as a challenge.
I along with my colleague wish all the trainee officers very best in their
professional and family life.

ven after spending six weeks at the
STI for Specialized Training
Program, most of the participants
were not so familiar with each other,
resultantly a communication gap prevailed
in the class. I thought if this situation was
kept on continuing for a long, the spirit of
unity among the batch would soon be
faded away. Eventually, I floated an idea
to prepare a booklet that could be helpful
in breaking that ice. This idea was
appreciated by all the colleagues and after deliberation, transformed into
reality by publication of a proper magazine.
Though it was hardworking, challenging and arduous task but by the
Grace of Almighty Allah and with the support and cooperation of the magazine
committee members, it has become possible. The efforts of the previous 33rd
OMG batch for the publication of their first magazine were also remarkable as
it provided us a route to the destination.
In this batch, most of the participants were married and it was looking
difficult to spare time for magazine preparation, especially, under the pressure
of examination phobia. Nevertheless, I believe that dedication; devotion &
diligence make the impossible as achievable. All the colleagues, therefore,
fully participated and worked hard for compilation, editing and its publication.
Time constraint was a big hurdle yet the guidance and support of the Director
General and administration of STI turned the dream into the reality. There is
always a room for improvement, therefore, it is hoped that this practice would
be continued by the future trainee officers through innovation.

ur batch is unique as it consists of constellation of experienced and
highly qualified people, committed to excel and aspire to deliver for
nation. We have gone through a unique
Specialized Training Program distinct from all
the previous training programs meant for OMG
officers. During our fortnightly visits to the
National Archives of Pakistan, Islamabad
Chamber of Commerce & Industry Alshifa
International Hospital and Core-1 Headquarter
Mangla, our group learnt a lot about “Probe” and
working of different Organizations which will
surely be helpful in our future professional life.
By virtue of training programme we have
been able to learn and observe things with
analytical skills and with keenness. Thanks to Syed Anawar-ul-Hassan
Bokhari, Director General, STI, Mr. Badr-ul-Arifeen, Director (OMG), Mr.
Muhammad Ijaz Ghani, Director (Admn.), Mr. Matloob Hussain Awan,
Director (EP), Mrs. Naila Abbas Dar, Deputy Director (OMG-I), Mr.
Muhammad Latif Awan, Deputy Director (OMG-II), Mr. Muhammad Aslam

The initiative of Director General, STI Syed Anawar-ul-Hassan Bokhari, in
particular, regarding arrangement of lectures by guest speakers on conceptual
training, truly reflects his pragmatic approach and sincere effort.
At the last, I am thankful to all the trainee officers for their support and

TIME PASSES AWAY By Shakila Begum
The result of Section Officers, Promotional Exams
had since long been announced and the qualified
candidates were anxious to join their new
assignments, but the process involved a mandatory
training which was to be arranged by STI. All were
contacting and inquiring each other as to when STI
was going to issue call letters. Some even
contacted STI and Establishment Division but no
confirmation was available. At last, the moment
arrived at when STI sent a “Congratulation” &
Invited the qualified candidates for the training.
15th November, 2011 was the day when Section
Officers joined the training amid hopes and
presumptions that it was just a formal training but
soon it dawned upon everyone that the training
was no more a conventional training. The whole
training programme was a revolutionized one.
The faculty, time and again expressed their
opinion that the batch was lucky to have such an
advanced training and that a number of things
introduced were even alien to them as well. There
were special arrangements for the training.
Apart from functional subjects, a
number of new subjects like, good
governance, project management,
public policy, public financing and
constitution of Pakistan etc. were
included in the syllabus and were
mostly taught by the guest
speakers. Assignments like book
review, presentations, syndicate
discussions and research essay
were not only new but also
interesting. They also served as
measures for confidence building
for the participants.

speakers were so frequent and their
lectures were so informative that the
participants felt themselves filled with
pride and gratefulness as all these
arrangements were for their sake. This
manifested the interest and devotion
taken by the D.G. STI for enhancing the
learning process.
The lectures and academic activities
were so engaging and informative that
the whole class remained involved. A
friendly environment was created where
all were found mostly discussing the
class assignments with which they were
encumbered. The time table was so tight
and well managed that rarely a class
went without a lecture.
When taken as a whole, the training
was a continued and successful
effort. On its completion we all felt
improved and much more confident
than before. Likewise, all are be
highly thankful to the Institute for
arranging such a wonderful training.
Amid continuous engagements,
lectures and class activities, the time
has passed away swiftly and the
final exam was approaching fast.
Soon the postings shall be
announced and all shall have to bid
a due to STI with innumerable
hopes and memories. The days
passed here shall be unforgettable
and have a very long lasting effect
on our service career.

he administration of STI utilized the
services of seasoned and well
experienced scholars, professionals,
technocrats, politician and bureaucrats to
deliver the maximum knowledge of
different functional and other subjects of
the course. In this endeavor of refinement,
different guest speakers visited the
institution from time to time to share their
wisdom and knowledge to turn the skills of
trainees into expertise. Utmost objective of
inviting the guest speaker was not only to
enhance the professional knowledge but
emphasis was also laid to boost up the
morality, integrity and self-esteem of trainees to foster the skills to pull up with
pressures that could come in their ways at workplaces. Undoubtedly, the

familiarize the participants about the working of Public Sector and their role in the official

organizations in the development of Pakistan.

ANXIETY By Mohammad Zia ul Haq
Anxiety is a general term for several
disorders that causes nervousness, fear
apprehension and worrying. These disorders
affect how we feel and behave. Anxiety is
considered a problem when a symptom
interferes with person’s ability to sleep.
T.S.Eliot said
“The handmaiden of creativity “The
presence of unpredictability, uncertainty,
and uncontrollability all provoke anxiety
automatically.
Forms of Anxiety Disorders
Generalized Anxiety
It is chronic disorder by excessive long
lasting anxiety and worry about
events/objects and situations. This fear is
usually unrealistic.
Panic Disorder
A sudden attack of intense terror and
apprehension that leads shocking confusion
and nausea and dizziness, panic attack tends
to arise abruptly.
Social Anxiety
Type of social phobia characterized by
fear of being negatively judged by
others is a fear of public embarrassment
due to impulsive action, for example
fear of humiliation.
Obsessive compulsive Disorder
It is a disorder characterized by
thoughts and actions that a repetitive,
distracting and intrusive example
constantly checks locks stoves and
electric devices.
Post Trauma stress disorder
An Anxiety that result from previous
trauma such as hostage situation, rape
or a serious accident often leads to flash
back and behavior change in order to
avoid certain situation.

Excess stress hormones long lived and
constricting the blood vessels and causing
blood pressure even the immune system is
affected. Anxiety and stress have been
linked to heart strokes, immune disorders,
obesity, infertility and more. Anxiety is a
reaction and arousal to a stimulus that we
perceive as dangerous and it affects deep
seated hypothalamuses in brain. This
awakens the nervous system to release
hormones that instantly rise up heart
attack, respiration, feeding fresh blood
and oxygen to muscles which alert the
humans to go away as quickly as possible.
Scanning Technology
There are three ways to judge the anxiety
through scanning technology
i. Neurological byways
ii. Blood studies,
(How the chemistry of anxiety
drives and identifies the nature and
severity)
iii. Gene mapping, telling the complex
stories where the anxiety sits on the
gnome.
It does not mean that anxiety always
remains the threat. Sometimes, it seems to
divine hormones that drive the anxiety. It
can be a powerful stimulant and provokes
the person to perform function sharply.
Psychologists say that there is a relation
between stress and performance.
Cognitive Behavioral Therapy
This can be helpful to remove the
anxiety to some extent. It can help you to
change how you think and how you
behave. These changes can help you to
feel better. It looks for ways to improve
your state.

HIGH FREQUENCY ACTIVE AURORAL RESEARCH
PROGRAM Muhammad Mudassar Ahmed
The High Frequency Active Auroral Research
Program (HAARP) is an “ionospheric research
program” jointly funded by the U.S. Air Force,
the U.S. Navy, the University of Alaska, and
the Defense Advanced Research Projects Agency
(DARPA). The HAARP program began in 1990
as a proposed twenty year experiment. The
project is funded by the Office of Naval
Research and jointly managed by the ONR
and Air Force Research Laboratory, with the
principal involvement of the University of
Alaska.
Many other universities and educational
institutions have also been involved in the
development of the project and its instruments.
The project's specifications were developed by
the various universities, which are continuing to
play a major role in the design of future research
efforts. HAARP has the ability to incinerate the
earth, punch holes in the atmosphere and making
earth totally vulnerable to the sun. In order to
understand the working of HAARP we need to
understand the idea of ionosphere.

What is Ionosphere?
The ionosphere is a part of the
upper atmosphere, comprising
portions of the mesosphere,
thermosphere and exosphere,
distinguished because it is ionized
by solar radiation.

It plays an important part in atmospheric
electricity and forms the inner edge of
the magnetosphere. It has practical importance
because, among other functions, it
influences radio propagation to distant places on
the Earth.
A variety of experiments, such as HAARP (High
Frequency Active Auroral Research Program),
involve high power radio transmitters to modify
the properties of the ionosphere. These
investigations focus on studying the properties
and behavior of ionospheric plasma, with
particular emphasis on being able to understand
and use it to enhance communications and
surveillance systems for both civilian and
military purposes.
How HAARP works?
A super-powerful radio wave-beaming
technology that lifts areas of the ionosphere
(upper layer of the atmosphere) by focusing a
beam and heating those areas. Electromagnetic
waves then bounce back onto earth and penetrate
everything-living and dead.
Furthermore, a gigantic heater that can cause
major disruption in the ionosphere, creating not
just holes, but long incisions in the protective
layer that keeps deadly radiation from
bombarding the planet.
The HAARP program is committed
to develop a world class ionosphere
research facility consisting of:
The Ionospheric Research
Instrument (IRI), a high power
transmitter facility operating in
the High Frequency (HF)
range. The IRI will be used to
temporarily excite a limited
area of the ionosphere for
scientific study.
A sophisticated suite of scientific
(or diagnostic) instruments that
will be used to observe the
physical processes that occur in
the excited region. These
instruments include a VHF and
a UHF radar,
a fluxgate magnetometer,
a digisonde, and an induction
magnetometer
The current working IRI was
completed in 2007 and its prime
contractor was BAE Systems
Advanced Technologies. As of 2008,
HAARP had incurred around $250
million in tax-funded construction
and operating costs.

Objectives of HAARP
This will enable scientists to develop methods
to mitigate these effects to improve the
reliability or performance of communication
and navigation systems, which would have a
wide range of uses, civilian and military, such
as an increased accuracy of GPS navigation,
and advances in underwater and underground
research and applications. This may lead to
improved methods for submarine
communication, or an ability to remotely sense
and map the mineral content of the terrestrial
subsurface, and perhaps underground
complexes of regions or countries, among
other things. The current facility lacks the
range to reach these countries, but the research
could be used to develop a mobile platform.

COURSE REVIEW COMMITTEE By Syed Iftikhar Ahmed Naqvi
A Course Review Committee (CRC) has been
constituted by the Management of the Secretariat
Training Institute, with a mandate to review the
twelve (12) weeks Specialized Training Program
(STP) of Section Officers (PE), 2010 and to
suggest measures for improvement of the next
training programs keeping in view the
recommendations brought forward by the Course
Review Committee of Section Officers
Promotional Examination (SOPE)-2010.
The Committee consists of twelve (12) members,
one amongst the member Mr. Adnan Rashid was
declared as coordinator. Mr. Badr-ul-Arifeen,
Director (OMG) was nominated as advisor of the
CRC. In the meetings of CRC various aspects of
the STP, like, curricular, co-curricular and
extracurricular activities, were discussed,
suggestions and recommendations were made. In
addition to above, other issues relating to
administration, class room environment were
also come under discussion. To ascertain the
view point of all trainee officers a questionnaire
was designed by CRC in order to get feedback.
The information gathered through
questionnaire were analyzed and
discussed.
It was observed that certain
areas of the training require re-
consideration and re-casting to make
Specialized Training Programs more
productive and effective. The areas
which require further addition/
deletion were identified and
discussed. These areas included
course content, subjects, faculty
(including guest speakers),
syndicates, presentations on book
review, current issues, visit to various
institutions (public and private),
writing of individual research essay
and extra-curricular activities like
mess (tea), cultural night etc.
Similarly, facilities like classrooms,
audio-visual aids, hostel, library,
internet etc. were discussed and
recommendations made in the report.

staff of the STI.

ormal concluding ceremony of the course was presided over by

The course completion certificates were distributed among the successful Section
Officers of Specialized Training Program. The contribution of the faculty was
significant for the successful completion of this Training Program which was not only
recognized by the participants but also appreciated by the honorable chief guest. The
participation of the relatives of all successful trainee officers made this event more
colorful and memorable.
