  • In Estonia we have a division of tasks between the Estonian Academy of Security Sciences and PBGB. Academy is responsible for training new officers and PBGB is responsible for carrying out additional trainings for police officers already being employed by the state.

  • PBGB is probably one of the biggest, if not the biggest training organization in Estonia.

  • Both the Academy of Security Sciences and PBGB use Moodle as their primary e-learning platform.

  • We have asked our specialists who are responsible of creating training programs and setting the general organizational training focus why the use of e-learning possibilities is quite low. Also we’ve collected feedback from our users on the usability of e-learning environment. We see that basically it’s possible to describe the shortcomings of e-learning through three main ideas.

  • - E-learning environment isn’t user friendly – fear of making something wrong/breaking something.- Environment is usable only in internal network, making it difficult to use out of office/on the go.

  • - Content creators don’t have enough training on using the environment – trying to create expired content in much capable environment.- Creators aren’t ready to “think outside the box” – people aren’t ready to let their creativity flow free.- Ideas and understandings on what e-learning actually means are lacking – uploading a pdf to Moodle is considered to be e-learning.

  • - E-learning environment doesn’t connect with other databases – doesn’t create additional value!- Technical platform and network restrictions don’t take into account the fact that policing is highly mobile work – for many officers patrol vehicle is their office.
