businesses and consumers choose for themselves that determines how the
American economy operates.”

training past high school.75% of those jobs require a college degree;
only 30% have one.
Is reflected in site selection surveys:Availability of skilled labor (90.9%)Lower labor costs (89.9%)

competitive advantage
Do require regional talent development approaches
Are not defined by po-litical and geographic boundaries
Do not necessarily align with workforce areas, community college catchment areas

Lesson 2: Support transformation of the workforce investment system
In this lesson you will:Learn critical “Elements of Workforce System
Transformation”Take a pulse check of where Apprenticeship
stands in this transformation Celebrate success achieved already!
ETA Innovation Academy
WIRED Transformational Element #1
The workforce investment system at all levels operates as a catalyst to bring together strategic partners to operate in the WIRED Framework and integrates workforce development, economic development, and education.
ETA Innovation Academy
WIRED Transformational Element #2
The workforce system operates as a talent development system; it can no longer be defined as a job training system. Its goal is an educated workforce on a U.S. or global standard.
ETA Innovation Academy
Workforce system formula funds must be transformed, providing the opportunity for post-secondary education for lifelong learning opportunities aligned with the region’s talent development strategy.
WIRED Transformational Element #3
ETA Innovation Academy
The workforce system can no longer operate as an array of siloed programs and services.
WIRED Transformational Element #4
ETA Innovation Academy
Workforce investment boards must be structured and operate on a regional basis and be composed of regional strategic partners who drive investments, aligning spending with a regional economic vision for talent development.
WIRED Transformational Element #5
ETA Innovation Academy
Economic and workforce development regions must be aligned, and these regions should adopt common and innovative policies across the workforce, education, and economic development systems and structures that can support talent development and the regional economy.
WIRED Transformational Element #6
ETA Innovation Academy
The workforce investment system must be agile enough to serve the innovation economy, recognizing the reality that 2/3 of all new jobs are created by small businesses.
WIRED Transformational Element #7
ETA Innovation Academy
The workforce investment system must actively collaborate with:Economic DevelopmentBusinessEducation Partners
In order to: Create new knowledge about regional economiesSupport strategic planningRoutinely track economic conditionMeasure outcomesBenchmark economic competitiveness in the global marketplace
WIRED Transformational Element #8
ETA Innovation Academy
Group Discussion:
Food for thought:What relevance DOES Apprenticeship currently
have for these elements? What relevance SHOULD Apprenticeship
have for these elements in the future?
ETA Innovation Academy
Lesson 3: Introduce the WIRED Blueprint
In this lesson you will:Learn the WIRED Blueprint, Six-Step ProcessUnderstand where you might add value.
