Goal is objectivity.  Scientific objectivity involves

agreement between expert judges. 

Methods of observation and data collection have different degrees of objectivity.

There are a number of published and unpublished sources for tests. 

A new test should be created only if no test exists for the researcher's purpose.

manageable and understandable forms

2.  aid in the study of populations and samples

3.  aid in decision making

4. aid in making reliable inferences from samples to populations.
