Essentially, there are 3 kinds of funds:

1. European Structural and Investment Funds (ESI Funds)

2. Thematic Programmes and Initiatives

3. Funds for third parties (bulk of the action otside the EU)

The above are deployed mainly via grants allocated upon

(competitive) calls for proposals, including grants for both

specific actions or for key actors operation.

Additionally, EU institutions commission public contracts via

tenders (goods, works or services)

Finally, there are EU financing mechanisms including loans,

venture capital, seed capital or specific support funds, normally

via an intermediary (banking) organisation.

Another characterisation is by their management scheme:

• directly by the European Commission, (competent DG or

associated agency (e.g. EASME, ex EACI, ex IEEA…)

case of HORIZON2020, or LIFE

• shared management by delegation to the Member States,

that in turn delegate to national or regional administration

case of ELENA (or any other ESI)

• ELENA European Local Energy Assistance.

Covers up to 90% preparation costs of an investment programme over

a 3 year period. Minimum leverage factor of 20 over the received funds.

Aimed at facilitating tendering for ESCO contracting.

5 programmes in Spain, ER-DIBA pioneer since 2010

• JESSICA Joint European Support for Sustainable

Investment in City Areas.

“Soft” financing for works and services to be supplied by ESCOs.

In Spain, managed by IDAE and BBVA (current period till April 2015) .

Catalonia not eligible.

Specific instruments: LIFE (Env., ClimA)

Environment sub programme, including the priorities:

• Waste management

• Resource efficiency, incl. land and forests “green and circular

economy”

The 2014-2017 period will still have national quotas.

2018 - 2020 will be totally competitive.

Grants to specific projects (from 55% to 100%,

depending on the kind of project) and a small part of the

funds is kept for tenders and other expenditures.

Key factors (in our opinion)

In any EU funding scheme:

Small print of grants

% cofunding (per cost category and type of activity)

Good identification of final beneficiaries and real motivation of each

stakeholder (EC is not a client, performance evaluation will be external)

Role, capacity and experience of the General Coordinator

(adminstrative and financial management, problems that will arise,

inter partners, between partners and the EC, fluency in English... )

Ultra competitive market, there are true specialists in proposals

preparation, continuous lobbying in Brussels and EC Delegations

Uneven competition

In some countries there are national complementing funds

Proactivity levels and expertise of promotion officers from certain

countries, regions or even local administrations (both in Brussels and at

home)
