INVESTING IN OUR SHARED FUTURE THE 8 TH CONFERENCE ON THE EVALUATION OF EU COHESION POLICY and/or visitors to the area or across programming periods, which allows step-by-step approach to tackle the most important socio-economic challenges of the cities. The most visible examples are: • The rehabilitation of 2.9 ha large area in the Jelgava city centre creating a new culture, business and recreational zone attracted new businesses and led to a sizable increase of visitors to the area. • The rehabilitation of 2 ha large urban area in Daugavpils: 19th century Russian Empire time living area combined with culture and recreational area (with introduction of world famous Daugavpils born painter Mark Rothko centre) has become the most famous landmark of the eastern part of Latvia. • The reconstruction of the 1.28 km pedestrian promenade of Spīķeri in Rīga in together with rehabilitation of the Spīķeri Quarter (partially privately funded) allowed creating a cultural hub where many outdoor events take place throughout the year. The evaluation assessed the socio- economic effect of investments aimed at fostering urban development in the 30 largest Latvian cities in 2010-2016. The EU funds have been and remain the main funding source for Latvian cities to realise large infrastructure projects that foster socio-economic development: 8.8 of every 10 EUR invested is from EU funds. The project improved the base infrastructure significantly and maintained the cities’ socio-economic basis. Yet seen in short term, the contribution to overcome main development obstacles is limited. Best practice are projects realized in a complementary manner according to integrated territorial investment principles.
