Disclaimer: This presentation is based on the Commissions' original proposal from November 2011 plus our best understanding of the results of the inter-institutional process that followed. At this moment no final decision taken by Parliament and Council on the agreed budget and modifications in structure and contents. Ø  Indicators and progress monitoring

Ø  Standards for products and services, and for definitions

Ø  Funding: 1)  Managed by the EC itself, e.g. Horizon2020 (R&D) 2)  EU funding, but managed by national and regional authorities: ESIF,

some EIB-type instruments 3)  'hybrids'of industry, mix of national-regional-local+EC in R&D,

infrastructure construction and operation Ø  Legislation

Ø  Policy coordination: across sectors and across levels
