  • SPANISH drivers fail in energy-efficient andsafe driving, a study by international drivingservices and solutions provider MiX Telematics

has revealed. The study, carried out among800 professional drivers from the UK, France,Germany and Spain, suggests that both drivers

and their employers should work together toachieve a safer and more efficient drivingstandard.

Fifty per cent of the motorists polled havereceived a formal warning or fine for theirdriving performance.

These warnings came in the form ofsanctions and placed Spain at the top of thelist, followed by France and Germany.

Ninety per cent of the 800 polled claimedthat safe driving is very important in their job, with only 25 per cent of them receivingguidelines from their employers to improvetheir driving.

Energy-efficient driving, however, seems tobe less relevant as almost a quarter of thosepolled did not consider it important.

When asked about how their driving stylewas monitored, only 10 per cent of motoristssaid they had monitoring devices in their car.

Sixty-one per cent claimed their performancewas controlled through observation, Spainbeing the country where this type of control ismore usual.

THE UK economy has been on astrengthening trend for the pastfew months thanks to improvedeconomic data.

The feel-good factor iscontagious and is gathering paceacross the entire spectrum of theeconomy. In yet another goodreport out in early October, optimism in the UK financialindustry advanced to its strongestlevel in 17 years! This is extremelygood news that will likely weighon the Bank of Englandsmonetary policy direction in theform of forward guidance whichfocuses on keeping interest rateslow for at least three years.

The UK recovery hasencouraged investors tospeculate that the Bank ofEngland will have to lift interestrates earlier than previouslyindicated. At the Septembermeeting, Governor Mark Carneysuggested that the

unemployment rate will have todrop below 7 per cent before arate increase is considered.

An increasing number ofinvestors are betting that theBank of England will have to raiseinterest rates earlier if theeconomy keeps overheating andthe move higher in the poundcertainly reflects this view.

The activity in the UK propertymarket is also contributing to therecovery and it seems that the UKGovernment wants to keepmomentum going and the goodnews flowing, especially as wemove closer towards the generalelection.

    In a surprise announcement at

the Tory partys annualconference in Manchester at theend of September, Prime MinisterDavid Cameron launched thesecond phase of the state-backedHelp to Buy scheme, which wasoriginally due at the beginning ofJanuary 2014. The scheme wasbrought forward to early Octoberdespite mounting criticism thatthe scheme, enabling buyers to

purchase a house with a depositof just 5 per cent, could fuel adangerous property bubble.

In the Eurozone, confidence isalso returning albeit at a muchslower pace. The EuropeanCentral Bank (ECB) stance iscautious and the central bankersdo not seem in a rush to increasestimulus to support the recovery.

    ECB President Mario Draghi

acknowledges that the recovery isunder way but he never fails tostate that risks to the downsidepersist, especially due to the on-going shutdown in the US andalso to a key confidence vote inItaly in early October.

Silvio Berlusconis attempt tounseat Prime Minister Enrico Lettadramatically failed and thiscontributed to restore calm in theentire region. Italys political crisishas been threatening the stabilityof the region for the past fewmonths and Lettas victoryremoves a major risk for thesingle currency. Nonetheless, thecoalition remains fragile and anysign of political instability in Italycould send jitters again throughthe entire region. Overall Sterlinghas been nicely placed in the lastmonth to take advantage ofwobbles in Europe and the US,especially with the backdrop of animproving economic outlook.

Recovery in the UK gains momentum

NICELY PLACED: The Pound against the Euro.

  • THERES no such thing asa free lunch, my fathersays, and boy is he right.

In fact this simple littlemidday meal can cut ahefty chunk out of apersons income. What mayseem like a harmless, butnecessary, midday munchcan be responsible for bigannual losses. So what canwe do to still fill our belliesbut reduce our spending?

Well, drawing up andsticking to a budget is anessential way to see whereyour money goes and tosave for the things youwant to do and buy, buttracking every little thingcan be daunting.

And thats one of themain reasons why manypeople give up on theirbudgets. So a good idea isto start small, and lookingat saving at lunch is a goodplace to begin, because its

surprising just how muchmoney people fork out forthis meal.

In the US the averageAmerican spends 8 a dayon lunch, which adds up toalmost 2,000 a year. Atypical Spanish lunch, alongwith the all-importantafternoon coffee, isprobably close to 8 a daytoo. In Rio de Janeiro theannual cost of lunch is closeto 1,500, while splashingout for a steak and chips acouple of time a week inthe UK will set diners backabout 3,500 a year.

    By making your own

lunch every day its possibleto save about 5 a day, which is about 1,500 a

year of extra cash. And itdoesnt have to be amassive chore either

preparing a to-go lunch. When youre making

dinner make extra portionsthat can be put in the fridgein Tupperware boxes whichare easy to just grab beforeleaving for work the nextmorning.

A tasty sandwich takesno time to prepare in themorning, while a few nuts, bananas or dried fruits onyour desk are good snacksto help keep hunger at bay,and more importantly keepyou away from splashingout 8 on a menu del dia.

    A. Yes, you can split into twoCommunities. And, yes, this requiresa unanimous vote. Any change whichinvolves modification of the originalStatutes requires a unanimous vote,as set out in the Horizontal Law.

It will be a long and complexprocess, requiring the legal dissolutionof one Community and the creation oftwo new ones.

Yes, you can remain as oneCommunity, with some differentregulations for each side of the road.If these rules do not involve changesin the original charter of theCommunity, a simple majority voteshould suffice.

If the Community has voted to acceptsmoking in the pool area, that is therule. If someone wishes to change it,they can put forward a motion.

    Can they divide theirCommunity?

    Q. I am president of a Community of Property Owners, which has beenfunctioning for the past 12 years. Our Community has 31 houses on oneside of the road and 21 houses on the other side, as it was Phase One andPhase Two of the development.

    1. Can we split into two Communities?2. Does this require a unanimous vote? Our administrators say so, but

we feel a majority vote should be sufficient.3. Can we stay as one Community, but have different rules for each side

of the road?4. Smoking is a problem around the pool area. Some want it and a few

dont want it. However, it wasagreed to accept it at the 2007AGM.

  • Urgent talksneeded for latenight music barsWHY do I get the impressionthat the Spanish authoritieswant to close pubs andrestaurants down?

In Calahondas El Zococommercial centre (Mijas Costa,Malaga), to comply withregulations, the landlords arebeing told no music must beheard.

A lot of tourists use thiscomplex as their holidaydestination, mainly because ofits music and late bars. There isno soundproofing in these oldbuildings and to make themlegal would cost too muchmoney.

These pubs and restaurantsrely on the terrace space as theycant squeeze everyone into asmall area with music playing.

As a small business, if theywant to thrive and make aliving, they must give what thecustomers want.

The authorities should have ameeting with all late nightbusiness owners and come to acompromise to keep these barsand restaurants open. Thesebars need to open toaccommodate the people thatgo down to the beach for thesun all day. Night-time is whenthey spend money and enjoythe night-life.

Let us keep the Costa del Sola holiday destination and not anold persons retirement resort

InappropriateDB of Palma wants people tocover up when out and about(Letters 1476).

I really do not understandwhy people think it appropriateto insist on others wearingclothes when it is warm enoughfor clothing not to be required.

The naked human body is nomore offensive than the body ofa hippopotamus.

In my view, the vast majorityof people have accepted brain-washing by the people whohave control of the majorreligions of Europe and theAmericas to believe that theyshould be offended by the sightof naked bodies.

Think of the money that couldbe saved if the security controlsat airports, banks, etc, could bedone away with because peoplewould have nowhere to hideguns, grenades and rocketlaunchers.

And for me personally, Iwould not have to get dressedjust to go to the shops for mydaily bread.

A fine threatREGARDING your story aboutAlcoy Council threatening tofine people 750 for feedingstray cats (Costa Blanca North,Issue 1478). Perhaps a betterway would be to fine owners fornot neutering and spaying theircats instead of throwing themout when they becomepregnant.

One persons opinion whenasked about neutering her tomcat was: Oh, but that wouldspoil him.

Ticking off IN regard to the letter fromAnthony Jones that prostitutionshould be made legal in Spain(Letters Issue 1478).

It has not been illegal since1995, when it was decriminalised.

There are, however, restrictionsimposed by some municipalitieson where they can operate.Pimping is illegal, but operating abrothel is legal, although theowner cannot directly benefitfrom the prostitutes earnings.

I wish readers would do a littleresearch before putting pen topaper.

Justin Hunters lettercalling for Sunday trading(Letters 1476) drew amixed response fromreaders...

Go homeWHY does Justin Hunter wantSunday trading? These peoplewho want to change theculture of the country they livein are annoying.

I would assume they came tolive here because of the way oflife and the weather. If theydont like it, go back to wherethey came from.

    GB, Albanchez (Almeria)

Quite rightSUNDAY trading would be ahuge boon to the community.

In the summer many touristarea shops can open all week, and it is noticeable that mostshops take advantage. Theywould not pay the extra staffingcosts if it did not work. Yourcorrespondent is quite right - itis time to open on a Sunday.

    P Wilson, Estepona (Malaga)

Heart-warmingDOES Mr Hunter really want tosee Spains family life and thepeace we have, sent intooblivion?

Isnt it heart-warming to seeseveral generations of familiesall together eating/walking/enjoying life on the one day theycan be together?

Did we not leave the UK toescape rampant commercialismof our lives among other things? We do not need seven-daytrading if we organise our livesaccordingly.

    Companies will employ extrastaff?

Doubtful, existing staff will beforced to work extra hours ashas happened in the UK.

Yes, Spain should moderniseand keep up with the times, butit must not destroy what is holyand rare in todays world - familylife, peace and tranquillity onone day a week.

    Beverley and Peter, Alhaurin(Malaga)

Face factsWHILE the debate over globalwarming heats up, its surprisingthat many experts ignore one ofthe main causes of environ-mental degradation: runawayworld population.

In 1900, the world populationwas 1.6 billion; in 1950, therewere 2.5 billion; in the year2000, 6.7 billion; and theprojection for the year 2050 isthat there will be almost 12billion human beings.

The life expectancy in mostdeveloped countries is alreadywell into the 80s, and the rest ofthe world will achieve this in duecourse. A human being lives anaverage of three generations (75years or more). With only twobirths per couple, when my wifeand I die well have left behind12 more beings on the planet.

Its not arithmetic, butgeometric. The Earth cannotsustain such growth, especially ifwe all aspire to a First Worldlifestyle. Confronting thisinconvenient truth entailsdifficult moral, ethical andsociological problems, but if wecontinue to ignore them theconsequences for humanity willbe unimaginable.

PAINS President Mariano Rajoywould doubtless have preferredto pretend that the US does not

monitor Spains communications. The Spanish right now are concerned

about surviving on a day-to-day domesticbasis. Few are going to waste preciousenergy over working themselves into anoutraged lather about 90 millioneavesdropped communications.

They left that to the media, whichembraced the NSA scandal as a change offlavour after the usual Strasbourg-Barcenas-Crisis fodder.

The government reluctantly respondedby summoning the US ambassador for anexplanation while quavering abouterosion of trust.

The NSA subsequently claimed thatSpain and France carried out the originaleavesdropping before passing theinformation to the US.

Rajoy must be relieved he did notdo a Dilma Rousseff and cancel aWashington visit. Although, unlikehis Brazilian counterpart, he has yetto receive an invitation and is unlikely todo anything to spoil his chances ofgetting one.

Danger moneySIX coalminers died in Leon, overcomeby methane as they worked 694 metresbelow ground.

These were the last in the inevitablylong line of deaths that occur wherevermen have to hack out coal to earn aliving.

The devastating blow to the families ofthe men who died is also anotherdebilitating blow to Spains strugglingcoal industry.

Miners went on strike and marched onMadrid last year to protest at reductionsin subsidies and their future is stilluncertain.

The Leon deaths are a furtherreminder that however much a miner ispaid he earns it. Very often with his life.

Right side of the lawRAJOY prudently stayed away from theMadrid protest against the Court of HumanRights ruling on the Parot Doctrine.

The Strasbourg ruling forced thegovernment to backtrack on plans to makeETA convicts serve longer than theiroriginal sentences, to the dismay of victimsupport associations. No minister waspresent at the demonstration organised bythe most vociferous groups although most

of the PP hierarchy attended. Used toturning out for anti-government demos inthe Zapatero days, Esperanza Aguirre,Madrid Mayor Ana Botella, and othersexpected a warm welcome. To theirsurprise they got the bird, were booed andbarracked. One of the associations, theAVT, called for the government toreconsider the Strasbourg decision. Rajoyknows there is nothing to reconsiderbecause the governments compliance iswhat living under rule of law means.

Anything less reduces it to the same levelas lawbreakers and terrorists.

Long-term termsTHERE has never been a life means lifesentence in Spain, although this is about tochange.

Some legal experts here have questionedwhether this is wise or ethical as iteliminates the possibility of rehabilitationand prejudges its impossibility.

Those used to the British system arehappy enough to see it applied in somecircumstances. How many people wouldfeel easy at seeing Ian Brady on the street?
