1. RATIONALE

• Appropriate for a durable agreement, however not useful for a 5 - 10 year agreement

• Important to dynamically link successive implementation timeframes, as cyclicity does not guarantee succesiveness

• Dynamic contribution cycle, communication-consideration-inscription applicable to different architectures with respect to housing

• 5+5 formulation important for not locking in ambition, and the difficulty of Parties changing contributions presented for inscription

• Most INDCs have a 2030 outlook, which could be adjusted to the fit the 5+5 formulation

• Different understanding of the procedures for aggregate consideration; assessment [technical] vs consultative processes [diplomatic] differentiated based on the type of obligations and types of mitigation commitments

• Irrespective of architectural options and solution on differentiation, the 5+5 cycles incl (comm-consider-inscription] is possible , with flexibility

• Scope [adaptation, mitigation, finance, tech/CB]] and modalities [benchmarking for defining the gap and adequacy thereof to be elaborated between 2016-2017] for the consideration exercise

process being core incl. modalities including recipients + adequacy assessment]

• Before agreement enters to forcé (2016-2017):• Transparency methodologies

• Consideration process to assess adequacy by 2018; inscription by 2019-2022 for the period 2020-2025 [including all sources and types of finance; proportions of grants, credit lines be based on decisions by the CMP/CoP/Governing Body/SCF/GCF Board]

• FELLOWS: Is the understanding the same in terms of providers of finance being rich developed countries + voluntary recognition of South-South cooperation; recipients being developing countries, particulalry those that are vulnerable - lists??

• • ASSURANCES: Rich developed will as a mínimum obligation provide

finance as per Convention obligation; support includes private sector finance flows over and above defined public sector component
