GENERAL SUPPORT TECHNOLOGY PROGRAMME (GSTP) – PERIOD 4

STATUS REPORT

The present document provides the implementation status of the GSTP Period 4 programme as of 1st of September 2010. The document ESA/IPC(2007)71 (presented at the 237th IPC in June 2007) contains an integrated overview of the complete list of activities approved by the IPC for the GSTP-4 Work Plan and Procurement Plan up to that point of time (including 236th IPC in May 2007). Additional activities have been added to the Work Plan during subsequent IPCs as reflected in documents ESA/IPC(2007)49,add.3 to add.5, ESA/IPC(2008)49 and addendums 1 to 5, ESA/IPC(2009)4 and addendums 1 to 5 and ESA/IPC(2010)4 and addendums 1 to 3. Furthermore, in the 254th IPC (September 2009), a set of 92 old activities was cancelled from the GSTP-4 Work Plan and Procurement Plan. Those activities were included in GSTP-4 Work Plan before 2007 and were not implemented either because lack of financial support or because the technical content was not longer of major interest. The complete list of activities cancelled was presented in Annex 3 of document ESA/IPC(2009)4,add.4. It is however noted that the activity G212- 03EP, “Miniaturisation of very low power HV supply for microthrusters” also listed in that cancellation list remains still in the GSTP-4 Work Plan following the request from a National Delegation and the decision of the IPC to maintain it in the Work Plan. In addition, in Annex III of this document a list of activities intended for cancellation is also presented. This list is presented in this document only for information and contains activities which have not received financial support from Delegations, and activities that due to technical reasons are also intended for cancellation. The list of proposed activities for cancellation will be presented to IPC for approval in January 2011. Regarding NewPro, in Annex V of this document, it is provided a detailed status of the implementation. The set of activities included in the NewPro Work Plan can be found in the documents ESA/IPC(2006)75 and ESA/IPC(2007)75 and its respective addendums, and in the document ESA/IPC(2008)75. For the Specific Area Work Plan of Formation Flying, the complete set of activities approved can be found in the documents ESA/IPC(2006)76, ESA/IPC(2007)76 and ESA/IPC(2008)76 and the respective addendums to each of those documents. The present document and its annexes indicate the current status of GSTP-4 and relate to the following aspects:

a) Update of the Work Plan / Procurement Plan b) Status of the confirmation of support c) List of activities proposed for cancellation d) List of awarded contracts, including their implementation status e) List of awarded Announcement of Opportunities including their

implementation status f) List of awarded co-funded contracts

The current financial envelope, as detailed later in this report, is 387.96 M€, in current economical conditions. In addition confirmation of support to individual GSTP-4 activities have been received from all Participant States. In particular:

TOTAL 353 194,619 b) Status of the confirmation of support Confirmation of support to the individual GSTP-4 activities have been received from all Participating States. An extract of the complete table of confirmations from Delegations, including only those activities for which a contract has not been awarded yet is presented in Annex I of this document. It should be noted that the table does not distinguish between full financial support and partial financial support. So, the fact that an activity appears as supported by one Participating State does not necessarily mean that the Participating State is supporting the full budget of the activity. c) List of activities proposed for cancellation The list of the cancelled activities was presented to the 254th IPC in September IPC (ESA/IPC(2009)4,add.4). An additional list containing activities intended for cancellation is presented in Annex II odf this document. This list is included only for information, and will be presented for approval to IPC in January 2011. d) List of awarded contracts and status of implementation: The complete list of awarded contracts in GSTP-4 and their current status (open / closed) are shown in Annex III.1. Based on the information paper presented to 234th IPC (ref. ESA/IPC(2007)22), the "permanently open" AO Invitation to Tender was issued in EMITS on April 21st, under the reference AO-5720. As of beginning of September 2010, seventeen outline proposals had been submitted, out of which ten were positively evaluated. Four contracts have been placed (see Annex III.2), three other contracts having been placed using GSTP-5 contributions. Other procurement actions are on-going at various stages, including completion of last steps before contract signature. Lastly, one procurement is on hold due to the company's situation. All companies whose outline were not retained were informed of the outcome f) List of awarded co-funded activities Details of co-funded GSTP-4 activities, budget co-funded and entity are shown in Annex IV of this status report. g) Contributions and commitment status

The GSTP-4 industrial return to each of the Participant State for the Specific Area Work plan of Formation Flying -PROBA-3 as of 1st of September 2010 is here presented in two tables, one provides the overview of the industrial return of the GSTP-4 PROBA-3 technology activities and a second one which provides the industrial return for the mission up to Phase B. The current industrial return for the PROBA 3 technology activities included in GSTP-4:
