THEORY - NOx EMISSIONS REDUCTION
5
Primary measures to reduce NOx emissions
BAT Reference document for the LCP – Overview of PM for reducing NOx emissions
THEORY - NOx EMISSIONS REDUCTION
Secondary measures to reduce NOx emissions
• Selective catalytic reduction (SCR)
• Selective non catalytic reduction (SNCR)
• Combined SNCR + SCR
The SCR process is based on the reduction of NOx to nitrogen in a catalytic bed by
reaction with ammonia or urea (in general aqueous solution) at an optimum operating
temperature of around 300 – 450 ˚C. A higher NOx reduction is achived with the using of
higher amounts of catalyst layers.
The SNCR process is based on the reduction of NOx to nitrogen by reaction with
ammonia or urea at a high temperature. The operating temperature window is maintained
between 900 and 1050 ˚C for optimal reaction.

LEGAL REQUIREMENTS – BREF/BAT
25
BAT conslusions shall be the reference for setting all the permit conditions
Permits must contain emission limit values (ELVs) set by the competent authority
that ensure that emissions do not exceed BAT AELs
Derogation from BAT AELs is allowed in specific cases as long as it is justified
(costs vs benefits in relation to criteria)
LEGAL REQUIREMENTS – BREF/BAT

Filip François: IED - What will change for LPC, Experts 2010, Berlin
BEST AVAILABLE TECHNIQUES (BAT)
ALMOST ALL OF CEZs POWER PLANTS:
Requirement for flue gases:
NOx – 180 mg/m3, 140 mg/m3 – biomass plant (200 mg/m3 – ELV)
SOx – 130 mg/m3 – pulverised coal boilers
180 mg/m3 – fluid boilers (200 mg/m3 – ELV)
TZL – 15 mg/m3, 20 mg/m3 – biomass plant (20 mg/m3 – ELV)
FROM January 1st, 2020 ?
SUMMARY
- Continuous changes of ELVs for power plants flue gases
- In East European Union countries opportunity for subsidies
- Not specified the scope of agreement eliminates lobbying of suppliers („our solution is
the best „)
- Offer (incl. technology) evaluation based on economical evaluation (NPV)
- Receiving up to date available technology (from feasibility study to agreement can take
two years)
- Eliminates specific concentration to technical solution from company that is providing
technical specification (limited know-how)
- Agreement can includes technically very specific solution for boiler.
- Reduction of time from decision to actual receive offers for DENOx projects
- If project is canceled before signature of agreement, company is not loosing money
for detail technical design
