    The Open Fuel Standard Act

    Gen. Wesley K. Clark joined Growth Energy as co-chairman in January 2009. He graduated first in his class at

    West Point and retired as a four-star general after 38 years in the U.S. Army. General Clark commanded at thebattalion, brigade and division level, and served in a number of significant staff positions. He finished his career

    as NATO commander and Supreme Allied Commander Europe where he led NATO forces to victory in Opera-

    tion Allied Force, saving 1.5 million Albanians from ethnic cleansing.

    R. James Woolsey is Chairman of Woolsey Partners LLC. He is also a Senior Fellow at Yale University's Jackson

    Institute for Global Affairs. Mr. Woolsey currently chairs the Strategic Advisory Group of the Washington, D.C.

    private equity fund, Paladin Capital Group, and he is of Counsel to the Washington, D.C. office of the Boston-

    based law firm, Goodwin Procter. In the above capacities he specializes in a range of alternative energy and se-

    curity issues.

    The Open Fuel Standard (H.R. 1687, S. 1603) will open the fuel market to non-

    petroleum alternatives, introducing a competitive constraint on the price of oil. This will

    stimulate economic recovery and protect the United States from OPEC's arbitrary and

    self-serving oil prices. By making it possible for American cars to run on alcohol and

    alternative fuels that are producible from American resources, the Open Fuel Standard

    will free the nation of its perilous dependency on foreign oil.

    Once the OFS is in effect, hundreds of billions of dollars will remain here at home,

    contributing to American businesses and workers, stimulating job growth while slashing

    our deficit.

    The OFS will create a truly free market in vehicle fuels.

    Together we can create a stable environment for job growth and

    liberate ourselves from foreign oil.
