William Byrne joined Jersey Finance in October 2012 as the Deputy Technical Director, coming to the role after two years as Deputy Director of the Finance Industry Development Team in the States of Jersey. In January 2014, he was appointed to head the Technical Team which acts as a chief point of industry liaison on a wide variety of legislative and regulatory issues. As well as chairing a number of industry groups, including the Trusts Law and Foundations Law Working Groups, William also provides regular updates to industry through attendance at trade associations, provision of seminars and the production of the JFL Monthly Technical Update. William was called to the English Bar in 1998 and, before coming to Jersey, spent some 12 years practising real estate litigation, initially at the Bar and then with Lawrence Graham and Mills & Reeve.

Joanne Doyle is the Senior Examiner, Trust Company Business (Funds and Fiduciary Division) of the Jersey Financial Services Commission. Joanne joined the Commission in January 2009 as a Supervision Manager, before taking over responsibility for the co-ordination of the on-site examination scheduling for trust company business, as well as leading a number of the on-site examinations for the Division. Prior to joining the Commission, Joanne worked in the trust industry, starting in 1996, in both the private banking and accountancy arenas. Joanne is an Associate Member of the Institute of Chartered Secretaries and Administrators, having received membership in 2002.

Andrew Le Brun joined the Jersey Financial Services Commission (the “Commission”) in 2000 and is a director in the Commission’s Financial Crime Policy team. Amongst other things, he has responsibility in the Commission for the implementation of the Financial Action Task Force (“FATF”) Recommendations that require preventative

measures to be applied to financial institutions and designated non-financial businesses and professions. Andrew has been actively involved in three assessments of Jersey’s framework for preventing and detecting money laundering and countering the financing of terrorism: two by the International Monetary Fund (in 2002/3 and 2008/9); and one by MONEYVAL - the FATF-style regional body for Europe (ongoing). Andrew now represents Jersey at plenary meetings of MONEYVAL and has represented the Group of International Finance Centre Supervisors on FATF Expert Groups that have contributed to the recent revision of the FATF Recommendations. Immediately prior to his appointment, Andrew was an audit partner at KPMG in the Channel Islands and has worked at KPMG’s offices in Jersey and the Cayman Islands. Andrew is a member of the Institute of Chartered Accountants in England and Wales.

Hamish Armstrong joined the Jersey Financial Services Commission in September 2013 as a senior manager in the Financial Crime Policy team. His role primarily entails providing technical advice and guidance in the continuing development of Jersey’s AML/CFT regime and contributing to the development of Jersey’s strategic approach to the implementation to international AML/CFT standards. Prior to joining the Commission, Hamish was a financial crime specialist in the Enforcement Division of the UK Financial Services Authority, investigating and taking enforcement action in relation to AML/CFT regulatory failures, market manipulation and insider dealing. More recently, he spent four years advising the Reserve Bank of New Zealand (New Zealand’s central bank and AML/CFT supervisor) on the design and implementation of its AML/CFT supervisory strategy. Hamish is a barrister and solicitor of the High Court of New Zealand.

CHAIR

Lorraine Wheeler is Client Services Director at First Names Group. Previously Lorraine worked as a Director in the Private Client group of Capita. Coming from the UK, following secondments in Bermuda and Switzerland, Lorraine settled with her family in Jersey and has extensive experience in the trust industry, dealing with a range of traditional and complex structures including trusts, companies, limited partnerships and foundations. Lorraine qualified under the Chartered Institute of Bankers Trustee Diploma and also has a BSC (Hons) in Financial Services and a STEP certificate in International Taxation. She has acted as secretary of the Society of Trust and Estate practitioners in Jersey since 2005 and is now Chair of the branch, building upon her previous involvement with the Bermuda and Switzerland branches. She is also a Fellow of the Chartered Institute of Bankers and previously served as Chair of the Bermuda branch.

Anita Matthews is the Acting Deputy Director, Trust Company Business (Funds and Fiduciary Division) of the Jersey Financial Services Commission. Anita joined the Commission in June 2007, and has been responsible for the supervision of a number of the Island's largest trust companies. She has also been, and continues to be, involved in a number of the Commission's key projects, including preparation for the Moneyval Visit and the Commission's Change Programme. Prior to joining the Commission, Anita worked as an Internal Auditor, with a particular focus on private clients (banking and trust), in London and various other locations (Switzerland, Cayman and - most recently - Bermuda). Anita is a qualified accountant (FCCA) with post graduate qualifications in Finance and Operations.

From 1969 to 1999 Colin Powell was Adviser to the States of Jersey on the Island’s economic development including as an international finance centre. From 1999 to September 2009 he held the position of Chairman of the Jersey Financial Services Commission, the body responsible for the regulation of all financial services in Jersey. He is currently Adviser on international affairs to the Chief Minister, and in this capacity is engaged in negotiating tax information exchange agreements. He represents Jersey on the Global Forum on Transparency and Exchange of Information for Tax Purposes. From 2009 until the end of 2013 he was a vice-chair of the Global Forum Peer Review Group. While remaining a member of that Group he is now a vice-chair of the Global Forum’s Working Group on Automatic Exchange of Information. From 1981 to 2011 he held the position of Chairman of the Group of International Finance Centre Supervisors (formerly the Offshore Group of Banking Supervisors), and in that capacity participated in and contributed to the work of the Financial Action Task Force on AML and the Basel Committee on Banking Supervision.
