"Web Content Accessibility Guidelines (WCAG) covers a wide range of recommendations for making Web content more accessible. (http://www.w3.org/TR/WCAG20/)

Following these guidelines will make content accessible to a wider range of people with disabilities, and will also often make your Web content more usable to users in general.

In addition, there are also additional local geographic considerations. For example, the Dutch goverment made an extension to the WCAG guidelines, and by convention all the dutch goverment sites, hospitals, schools and other public instances need to obey these guidelines. Similar considerations are underway on a Pan European level to potentially adopt these extensions.
