The theme ofthe 24th National Library Legislative day, May 5, 1998 was "tell your librarystory - make friends for libraries." ALA provides an all-day briefing on key library issues andmessages for Congress. Emphasis.was on the issues of the literacy/reading programs,copyright/intellectual property, telecommunications discounts, filtering and the E-rate, and publicaccess to government information. As New Mexico's representative I visited each congressionaloffice and met with the staff person responsible for telling the legislators our concerns, and thestories about libraries in New Mexico. When possible I gave anecdotes from their specificdistricts. The items I emphasized were the number of applications for the E-rate, the number' ofInternet hook-ups (number of libraries online), and the choosing of a school librarian, ,BonnieHopkins, as teacher of the year. From the itemized sheets prepared by the specialists on the ALAstaff, I emphasized funding for LSTA and ESEA Title VI, passage of the children's literacy initiativebefore July 1, balance in the copyright act between fair use and protection for those who create.works, (particularly for digital information), protection of the E-rate, and to respect local decision.making concerning filtering. '

The preparation of information to inform the legislators is detailed, accurate and vital forbringing our concerns, interests, and requests to their attention. All libraries in New Mexico . 'benefit when. our legislators are informed.-':" ,

The 75th anniversary conferencereally sparkled, thanks to Kathy Matter andher local arrangements committee, to all 408of you who attended, and to the 74 vendorswho participated. The evaluations were, onthe whole, quite positive, and will giveCharlene Greenwood, our new VicePresident, an assist in planning for the 1999Conference in Carlsbad.

Congratulations to the newly electedofficers and board members, and to the newNorthern New Mexico Youth ServicesSpecial Interest Group, which joins five otherSIGs this year. You'll find the reports fromthose SIGs in this issue of the newsletter. Ifyou want to join a SIG, let the chair of thatSIG know. If you want to create or"jumpstart" a dormant SIG, let me. know--I'IIget you the forms. .

Speaking of SIGs brings to mind therestructuring of NMLA that occurred in 1994,

and the planning and goal-setting thatfollowed in 1996. We are now in year threeof the five-year plan and I believe it is time totake a look back at all the changes andmake sure the Association is functioning atits best. With this in mind, I welcome yoursuggestions and comments (email me [email protected]) so the Board can makeplans for evaluating our progress.

And finally, many thanks to BettyLong and the officers and board membersI've had the pleasure of working with duringthe past year--their support, encouragement,and friendship really kept me going. Lookingforward, I think I can safely say, "It's going tobe another exciting year for NMLA".

Excellence for Library/Media involve.Library/Media is a required support serviceand must: 1. Have a written, delivered andassessed program, K-12; 2. Providelicensed staff to develop and supervise theprogram; 3. Be assessed as part of theEPSS Self Study; and 4. Support the localcurriculum and EPSS. It is very importantfor school librarians to get the library intoassessment and the long range plan. Kittyhad important information and very little timeto address it. Contact her for information oncontinuing education opportunities,technology money, alternative licensure, andprofessional development.

Local and Regional HistoryInterest Group

The speaker at the Santa FeConference (1997) was Chris Wilson,architectural historian at LJNM, who spokeon The Myth of Santa Fe, his new book onthe historical link between the tourist tradeand the city's adoption of its architecturalstyles. He's an excellent speaker, and thetopic was perfectly suited to the locale. Itwas very well received, and he did a booksigning with LTNM Press later that day. Thisyear's program features Howard Bryan, along-time former history and travel columnistfor the Albuquerque Tribune who will speakon "Tales of Old Albuquerque," a series ofpersonality vignettes from the late 19th andearly 20th centuries.

The Public Library Special InterestGroup was initiated in 1997 following theconference in Santa Fe. The SIG sponsoredseveral programs at the 1998 NMLAconference. During our annual meeting, 4­98 we voted to continue the SIG for anotheryear. Nancy Osterberg was elected chair for1998/99. She will appoint people as neededto fill committee slots.

,Special Interest Group (NALSIG) heard at, the dedication of the new Laguna Library. It

was such an exciting moment for themembers as they had seen ElizabethWacondo, Laguna Librarian, work for a verylong time to have her dream of a new librarybecome a reality.

" The agenda of the first meet'ing ofNALSIG after the spring conference 1997 ' ,was to establish the priorities ·and meetingand training schedule for the year.' Westarted the meeting with a Talking Circle. Ina Talking Circle, each individual is given achance to speak.' The question to beanswered was "what is the one area that you,Complain aboLl,t daily?" The answers werethen prioritized into several areas and basedon the prioritization, the training topics weredeveloped: Time management, security"library boards, and funding were the areasthatNAl.,SIG members requested fortraining. .'

, We wereable to meet the expressed trainingn~eds of the members. We highlyencouraged the members to go to the SoloLibrarianship training at NMLAfor their timemanagement issues. A training se'ssion oncomputers and security was held at the:

'December 4,1997 meeting. Edward Padillafrom UNM Zimmerman Library gave:an 'excellent session on Library Securityfollowed,by Andrew Lowry on Security andComputers. Both were applicable to tribal,.needs. At the February meeting that was

Chamisa funded the most extensivetraining program and it was held for a weeka't Santa Fe Indian School. As stated in thegrant proposal, The Museums, Libraries andArchives in the city of Santa Fe hold many'treasures 'from the Native American'communities around the State' of NewMexico reflecting their-spiritual" cultural andpolitical traditions. Most Native Americansare not aware of these' collections and 'resources. An efficient way of sharing thisinformation w.ith the Native American

,communities is through their Tribal Library/, Information Centers. This turned out to bean' awesome workshop for everyone. Tribal

'librarians walked away from the workshopsaying. Our heritage is in those museums,"libraries and archives. We need to bring'more Indian people here. The photographswere fantastic. It brought memories of ourchildhood.

NALSIG held six very productive andenergetic meetings this year. There wasalways good food for lunches during which'we discussed and networked. They were asfollows: ' '

materials of NALSIG. Met three times andcontinues to work with Joe Sabatini on themailing list.

Technology/Computer Training Committee:To provide technology and computer trainingfor tribal librarians. Librarians reached thisgoal through the Santa Fe Workshop, whichhad one day, allocated to working oncomputers.

Honoring/Recognition Committee: Torecognize and honor people instrumental inthe history of Native American Libraries atthe annual NMLA conference in spring 1998.The committee met twice and decided to dothe recognition in 1999 instead of 1998

. because the SIG would be 20 years old.Their focus thisyear was fund raising fortheceremony

Educational Presentations Committee: Toprovide educational presentations atmeetings on endowment funding, timemanagement, library boards and securitysystems to assist librarians. This committeemet twice and planned the training sessionsfor the year.

History Committee: To gather and write thehistory of the American Indian libraries andthe Special Interest Group. The committeemet once and decided ,to do research.

Networking Committee: To 'explorenetworking between libraries to expand thedollar$ available to libraries. The committeemet once and· made somerecommendations to NALSIG. This will beexpanded for next year.

NMLA Conference Programs Committee:To plan for special presentations at the mini­conference and annual conference of NMLA.The committee planned two excellentpresentations for NMLA conferences.Henrietta Stockel, UNM Health SciencesLibrary, spoke about the Native AmericanHistorical Health Database in Silver City forthe fall mini-conference. Dr. Louis Owens,author and professor at UNM, spoke at theannual spring conference. His topic was onthe history of American Indian fiction writers.

NALSIG also sponsored an HonoringCeremony at the banquet of the NMLAconference. The ceremony honoredSenator Leonard Tsosie who received theLegislator of the Year Award and KarenWatkins who is retiring as the StateLibrarian.

Advocacy Committee: To communicate andadvocate on behalf of the Native AmericanLibraries with the New Mexico State Library.To support the Native American LibraryProject and the Crownpoint Center.

library foundation quilt to losalamos

Mary Pat Kraemer, Mesa PublicLibrary director at Los Alamos, was thewinner of the NM Library Foundation's 1998quilt fund raiser. The winning ticket wasdrawn by ALA president Barbara Ford on thefloor of the exhibits hall at the recent NMLAannual meeting. The quilt, "It's a SmallWorld", was donated by retired librarian, andnow full time quilter, Betty Reynolds ofHillsboro. Betty is already working on the1999 quilt which has a hot air balloon theme.The

"We have mounted the quilt on the wall closeto the circulation desk so everyone can seeit."

Foundation trustees thank the approximately120 people who purchased tickets for theevent which raised nearly $1,800. New Mexico Legislator of the YearAward

This award is given to a New Mexico statelegislator who has demonstrated leadershipin the advancement of libraries throughoutthe state. Criteria: Notable legislativecontribution to library funding, the issues ofintellectual freedom, and/or access to libraryservices.

Senator Leonard Tsosie

Senator Leonard Tsosie has madethings happen in his two terms of office inthe New Mexico Legislature.

In 1994, he successfully sponsoredlegislation appropriating half a million dollarsto provide computer networking capability,improve library staff skills, and provideprograms and staff necessary to integrateNative American Community libraries intothe state library network system. TheCrownpoint Community Network System hasprovided centralized training; technicalassistance and support to over 30 triballibraries and communities.

Also in 1994, Senator Tsosiesponsored a bill which brought $100,000 to .the University of New Mexico to strengthenits Native American Collections.

In 1995, he spearheaded the NativeAmerican Student Records TrackingSystem, a collaborative project monitoringNative American students mobility betweenschool systems.

In 1997 Senator Tsosie introducedthe Native American EducationalTechnology Act which identifies andassesses current access to technology forNative American communities and schools inNew Mexico.

Not only has Senator Tsosie broughtthese messages to the state legislature, hehas actively imparted his time, wisdom,vision, and convictions to the manymembers of: the New Mexico State librarY,the Native American Community Libraries,the State of New Mexico Department ofEducation, Santa Fe Indian School, theNative American Libraries Special Interest

Karen Watkins. State Librarian

Karen Watkins was born inAlbuquerque and graduated from St. John'sCollege in Santa Fe in 1969. She receivedher Master's degree in Library Science fromthe University of Denver in 1972 andcontinued post-graduate work in LibraryAutomation at the University of California atBerkeley. In 1973, she returned to NewMexico as the head of Technical Services atthe Santa Fe Public Library. She openedthe Alto Street Branch Library and in 1978joined the New Mexico State Library staff asa Program Manager. She was promoted to ­Library Administrator and became ActingDirector in 1989. She was named StateLibrarian on March 22, 1990.

Karen has been a member of theNew Mexico Library Association since 1973.She was Chair of the Legislation andIntellectual Freedom Committee in 1985 andelected by the membership to be NMLAPresident in 1988. In 1990 she served on .the Special Committee on AutomationPlanning, producing the "NMLA Long RangeAutomation Plan, 1989-2000". She was afounding member of the New Mexico LibraryFoundation and a founding member of theCenter for the Book which came into being in1996.

She has·been active in the AmericanLibrary Assoc:;iation, the American

Association of University Women, and amember of the Capitol Club of Toastmasters

International.

"Where's the Roving Roadrunner?" Hergoals for the project are to incr.ease studentinterest and knowledge of U.S. geography,and to familiarize students with electronic'methods of information retrieval.

In order to accomplish ,her goals,Marian will place a large map of the U.S. onthe library wall with a large cu~out of a 'roadrunner. Each week clues will be givenabout the location of the roadrunner leading .students to identify the roadrunner's .itinerary. To researcl:l the clues, studentswill use CD-ROM encyclopedias and Internetlocations. As the roadrunner travels, themap will be marked with information a,boutthe states. Small incentive prizes will begiven in drawings from correct answers.
