Program for

Operators

PURPOSE

This Training Program is designed to teach the new

Operator in Training ,(OIT) and Grade l Operator the main focus of Operations at the Encina Wastewater Pollution Control Facility,

(EWPCF).

This Training Program is designed for new Operator in

Training (OIT) and Grade l Operators and reveals the skill sets required of an Operator at

the Encina Wastewater Pollution Control Facility

(EWPCF).

PURPOSE

GENERAL

It is the desire of Encina Wastewater Authority, (EWA), to have a training program that will yield a

successful stepping stone approach for all operators to hone their skill level and reach their

goals and aspirations within the organization.

We believe this program achieves those desires and will aid in best management practices.

It is the desire of Encina Wastewater Authority, (EWA) to have a Professional Qualification Standards (PQS) program that will yield a

successful stepping stone approach for all operators to improve their skill level and reach their goals

and aspirations within the organization.

GENERAL

PROCESS

• Receive a Training Enrollment Letter.

• Complete the Performance Qualification Guide.

• Pass the 100 Question Written Exam.

• Pass the Oral Board.

• Receive Certification of Completion.

PROCESS

• Receive a Training Enrollment Letter.

The operator receives this letter and the training begins.

• Receive a Training Enrollment Letter.

• Complete the Performance Qualification Guide.

With Guide in hand the operator will be able to go to the different

process areas of the plant and start to train.

Section # 110, the Dryer Building. Shift Supervisors later will be able to ask several

questions on this one question before feeling comfortable on signing the operator off.

PROCESS

• Receive a Training Enrollment Letter.

• Complete the Performance Qualification Guide.

• Pass the 100 Question Written Exam.

This is a 17 page exam that tests EWPCF basic wastewater

knowledge.

This test will prove to the Shift Supervisors that the OIT is on track with his basic EWPCF

wastewater knowledge. The test has 100 questions and has a 2 hour time frame.

• Complete the Performance Qualification Guide.

• Pass the 100 Question Written Exam.

• Pass the Oral Board.

The board is a semi informal setting that needs to be relaxed.

The shift Supervisors want the operator to have a quite area to concentrate, answer questions and take

notes.

• Pass the 100 Question Written Exam.

• Pass the Oral Board.

• Receive Certification of Completion.

Nick is getting started on the PQS program. Part of the process involves Nick explaining different operations

to a senior operator (Chris) in preparation for sign off by a Shift

Supervisor.

Preparation Review the questions in the guide.

Utilize all resources available to answer questions: Operator Manuals, Equipment Manuals, Plant designs,

computer, Senior Operating staff….

Take your time, it may take a week to understand some areas/processes of the plant.

Apply new knowledge at all opportunities, during daily operations of the plant, interacting with other operators….

There are several resources at the operators disposal.

Preparation

After you have reviewed a number of questions within the PQS guide, answered the questions and understand the processes then you will report to the Shift Supervisor.

The Shift Supervisor will verbally test the operator on knowledge gained.

When the operator demonstrates an understanding of the subject matter then the Shift Supervisor will sign off on that question.

The Shift Supervisor will sign and date if the operator demonstrates an understanding of

that particular question.

Board Review

After the operator has completed all areas of theguide and each area has been signed off by theShift Supervisors then the Board Review will beheld.

This is the Official Qualifier that will determine if the

operator is ready to graduate to the next

level. The Shift Supervisors will go

over each treatment area in the plant with the operator

and if they feel that the operator has a

good understanding they will sign off

and pass them. This does not have to be done in one sitting.

Board Review Board consists of two Shift Supervisors who will be

asking questions of the operator about all the areas inthe plant.

Scenarios will be provided to the operator who muststate what action will be taken in response to a givenscenario.

If the operator demonstrates an understanding of theprocesses and the knowledge required of an Operator,then the Shift Supervisors will sign the requireddocuments for an operator to move to the next level.

Certificate of Completion

Upon successful completion of the Board Review and sign off by management, then a Certificate of Completion will be presented by the General Manager or Assistant General Manager soon after completing the program.

A Trained Operator is a safe Operator!

DISCLAIMER

For an OIT to successfully complete the PQSprogram they must finish all but the dryer section(Section 110) of the Guide.

For Grade l to successfully complete the PQSprogram they must finish all of the sections withinthe PQS guide.
