Project Information
The currently unadopted foul and surface water pump stations at the
abovementioned development were constructed circa 2008/2009. Two
Emod pumps can be located in both wet wells working on a ‘Duty and
Standby’ operation. These pump stations are currently serving 199
properties including 47 houses and 152 apartment.

2.0 Local Information
The development is located off Garstang Road East (A586) which
is busy commuter highway to Blackpool and the surrounding
areas.
Opposite the site entrance is the Poulton Industrial Estate
which contains an extensive number of businesses which all use
the local highways
3.0 A train station is within one mile of the scheme and is part
of the major network in and out of Blackpool.

EXECUTIVE SUMMARY
1.0 Manholes
United Utilities have confirmed that all manholes on the
scheme are satisfactory for adoption with no further works
required.
2.0 Drainage Lengths
United Utilities have confirmed that all adoptable drainage
lengths on the scheme are satisfactory for adoption with no
further works required.
3.0 Compound
United Utilities confirmed that the compound area surrounding
the pump station is not secure and have therefore requested
that the existing fencing is taken down and replaced with a
new, more secure galvanized palisade fence in order to prevent
unauthorised access. It was also noted that no provision has
been made for vehicular access to the Pump Station Compound. A
drop crossing will require constructing to the footpath in
order to allow sufficient access to the compound. A road
opening notice will be required in order to complete these
works in compliance with Lancashire County Council
regulations.
The lack of maintenance within the compound was also apparent
which will require the overgrown vegetation to be cut back in
order for the compound to be deemed of an acceptable standard
for adoption.
4.0 Kiosk
There are a minor amount of works required to the Pump Station
Kiosk. These include the replacement of the lock to the Kiosk
door.
5.0 Surface Water Wet Well
There are a moderate amount of works required to bring the
surface water Wet Well up to an adoptable standard. A number
of the items required to the Wet Well are due to incomplete
works including; the required installation of a safety grid
system, install locking bars over the Wet Well cover in order
to prevent unauthorised access, earth bonding required to the
ladder and the application of pump name plates to the pumps.
Other remedials required to the Wet Well are due to
deterioration. These include; pump lifting chains corroding
which will need to be replaced, bearing seals and rings of the
pumps require replaced, the inlet penstock requires servicing
and the impellers to Pump №1 and Pump №2 also need replacing.

6.0 Surface Water Valve Chamber
Although the Valve Chamber is currently unsatisfactory for
adoption purposes, there were no major remedials that were
identified during the inspection. The remedials required to
the surface water Valve Chamber include; the installation of
locking bars over the Valve Chamber cover in order to prevent
unauthorised access, installation of thrust blocks and the
replacement of gate valve №1.
7.0 Foul Water Wet Well
There were only a small number of defects identified to the
Foul Water Wet Well which require remedy works which entail
the following; installation of locking bars over the Wet Well
cover to prevent unauthorised access, testing of the Davit
Socket and arm ensuring it functions correctly, application of
pump name plates to the pumps, earth bonding to the metal
surfaces within the Wet Well and the servicing of the inlet
penstock.
8.0 Foul Water Valve Chamber
As with the Surface Water Valve Chamber, the Foul Water Valve
Chamber although currently unsatisfactory for adoption
purposes, there were no major remedials that were identified
during the inspection. The main item to be completed is the
replacement of the non-return valve ensuring it is functioning
satisfactorily. Apart from the replacement of the non-return
valve, the only other remedy works required to the Foul Water
Valve Chamber include; installation of locking bars over the
Foul Water Valve Chamber cover to prevent unauthorised access,
application of earth bonding to the metal surfaces and also
cleansing of the Valve Chamber via jetting and manual methods
ensuring it is left tidy for re-inspection.
9.0 Documentation
A comprehensive documentation pack detailing design criteria,
operations, maintenance guides and testing certificates will
need to be compiled and submitted prior to the Pump Station
hand over. Specific items to be included are:
• 2 Sets of Operations & Maintenance Packs, including; User
guides, electrical schematics, operation philosophy and
parts list
• 6 copies of a 1:500 plan of the pump station indicating
land that is to be transferred
• Completion of the asset register form.

10.0 Legal Issues
A land registry check will need to be completed prior to
adoption of the Pump Station in order to indicate the areas
and boundaries of the land that is subject to be transferred.
The ownership of this area along with the pump station itself
will need to be transferred to United Utilities to allow
subsequent handover prior to adoption.
11.0 Health and Safety
With the specialist nature of the works it will be necessary
to satisfy all health and safety requirements. All persons
undertaking the works within the wet well and valve chamber
must be approved, confined space qualified and have all the
necessary health and safety equipment such as gas detector,
harness etc to ensure safe entry and working conditions are
satisfied.
12.0 Potential Hindrances
Aside from the issues detailed within the report there are no
known issues that will prevent the adoption of the sewers on
the scheme.
13.0 Summary
There are a moderate amount of works required to the pump
station and compound in order to meet the requirements of
United Utilities. A number if items identified relate to the
security of the pump station including the replacement of the
perimeter fencing of the compound and the requirement to
install locking bars over the Wet Wells and Valve Chambers.
The completion of these items ensures no unauthorised access
can be achieved and ultimately ensures the safety of the
public.
Although there are a moderate amount of works required to the
pump station and surrounding compound, the works can be
carried out with relative ease following relevant resident
liaison and engineering supervision / organisation. Following
the completion of these works, as stated within our
recommendations, we foresee no major hindrances to prevent the
progress of adoption.
A re-inspection will be organised to follow these works to
ensure all items detailed within the report have been
completed to United Utilities specifications.
14.0 Works Valuation
The estimated cost to complete all the required works to bring
the pump stations to an adoptable standard is £25,014.00.
