I'd like to join the "praise chorus." As a political scientist, I hear a lot of cynical comments about public officials, and many of those comments are well-deserved. But you, my friend, are a true public servant. When I mention to folks that Tim Carroll has become the conscience of the Valdosta City Council, oftentimes the response is, you know what? That's true. You've done a fantastic job in your first term, and I wish you all the best in your second. Always let me know what I can do to help.

All Constituents of District 5 of the City of Valdosta,
2011 will soon be over, along with my first term as your City Councilman.
As I reflect over the past four years, the first thing that comes to my mind is that it has been an honor to serve you. Holding elected office for the first time unto itself has been a huge learning experience; but, one I have enjoyed.
There is so much more to our City and the governmental workings than most of us realize.
Additionally, we have very well-educated, dedicated, talented, hard-working t-e-a-m players serving our community, beginning with our City Manager, Larry Hanson. Larry’s strong leadership style supports and encourages a host of Department Heads. The coined phrase . . . “a well-oiled machine’ comes to my mind when I think about that group of folks; and, all of their respective support staff.
During my first term, I have cast almost 1,000 votes; some routine, some for large sums of money and some concerning fairly controversial issues. As you can imagine, many were relatively easy decisions; however, some were very difficult. But, in each case, my goal was to vote in a knowledgeable, fair and balanced manner.
I am unable to count the number of telephone calls, emails, letters, text messages and voicemails that I have received and responded to during this term. These communications have helped me learn and understand the wide range of expectations citizens have of their local elected representatives.
I am excited about having a second term to serve you; and, complete some projects that have been started. 2012 will bring new challenges and opportunities. Working together, I am confident our community will do well.

Dear all:
We have a short window of opportunity to mount a legal challenge to the EPD Air Quality permit for the Valdosta plant. We think that an appeal needs to be filed by Friday, and we think it could be filed in Lowndes Co. (or failing that, Fulton). Meg Sheehan (of Stop Spewing Carbon, in Mass.) has committed to funding the effort to the point of preparing and filing the appeal. I've talked to a lawyer associate of Meg's who is working on the case against the Gainesville, FL biomass plant, but he needs to consult with a Georgia lawyer. I've told him a few of the details, and he thinks we have some valid issues (but then he doesn't know Georgia law particularly).
Here's what we need to know/decide very soon:
1) Do we have a large and committed enough group to potentially fund-raise legal fees beyond the filing of the appeal? (And, do we want to do this??)2) Are there local (or Atlanta-based) lawyers we know who are willing to at least consult on this case, if not appear in court?3) Who among us would like to join a list of petitioners or plaintiffs? It might be advantageous to have people who live close to the proposed plant (pre-
existing respiratory ailments would be an added source of "standing"), or people who farm or fish (food chain contamination issues are important), but these criteria may not be critical.
Please consider these questions and talk to others as soon as you read this. I think the short-term response we get will determine whether we can go through with this.
