Monarch Mills was a partnership develop-ment project between Howard County and Shelter Development to revitalize a 1970s community in Columbia, Maryland. The project scope consisted of demolishing 11 existing apartment buildings and construct-ing 269 new rental apartments that provide a mixture of multi-generational and mixed income units. A swimming pool, club-house, and volleyball court are among the site amenities.
The residential buildings are designed to meet Green Communities design stan-dards, and the clubhouse was certified LEED for NC Gold. Among the many green features are geothermal walls, high-efficiency light fixtures, and rain-har-vesting cisterns. Multiple funding sources were used, including LIHTCs.

THE GREENS ATIRVINGTON MEWS

Overlooking the campus of Mount St. Joseph High School in Baltimore, Irvington Mews provides 100 apart-ments for seniors and non-elderly dis-abled persons earning 50% and below of Area Median Income. The development features over 5,000 sf of common area space, including a fitness room, activ-ity/computer room, TV lounge, and community room and hospitality suite. An energy analysis confirmed that the development exceeds code energy effi-ciency levels by at least 20%, thanks to the installation of Variable Refrigerant Flow (VRF) multi-split HVAC systems. The VRF system reacts to the heat and air conditioning needs of each room, while conventional systems attempt to heat the whole building.

Phase I of the Delaware County Fair-grounds project, consisted of 73 town-homes and duplexes delivered one month ahead of schedule, on budget, and with zero change orders for vertical construc-tion items. The existing site required the demolition of 28 existing buildings, and two new major site operations: installing three underground infiltration beds and managing the soil cement application on the roadways. Phase II added 71 units and a community center, Phase III was a 48-unit independent senior building, and Phase IV completed the community with 71 more affordable townhouses.

These townhouses in thirteen buildings, along with the 4,100 sf community cen-ter that includes the leasing and man-agement office, represent the first phase of construction in a major redevelop-ment project in West Baltimore. The buildings are accented with a combina-tion of brick, cultured stone, three types of premium vinyl siding, and board and batten PVC window bays. The total development plan calls for 1,100 new housing units.

This 90-unit multifamily residential apartment building includes a commu-nity center and courtyard. Harkins con-structed the wood frame structure with brick and aluminum panel siding over an existing concrete parking garage in downtown Arlington. The site had little clearance from lot lines and was adja-cent to a highrise office building being constructed at the same time. The build-ing is Earthcraft certified, having passed rigorous standards and testing for energy efficiency and air infiltration.

Situated on a 17-acre hillside along Benning Road in southeast Washington, DC, this redevelopment of the former Eastgate Gardens is a mix of townhomes, grandhomes (four-unit building), and single family homes for both the rental and for-sale markets.
Site development was extensive, includ-ing infrastructure, roads, and construc-tion of a 760 ft. long, 22 ft. high segmen-tal retaining wall to cope with the signif-icant elevation change on the property.
MBE contractor participation exceeded by far the project’s goal of 35%. The rental and for-sale townhomes were built by 57% MBE subcontractors, and the sitework con-tract was completed with an extraordinary 89% MBE participation.

This project included the renovation of 464 one- and two-bedroom apartments built in the 1930s, and two-story wood frame additions at selected units. Work included select sitework and demolition along with all new finishes, plumb-ing, electric, and the addition of a new HVAC system. Also included in our scope was a new 19-unit four-story brick, block, steel, and concrete condominium building. The units are two-bedroom, two-bath, with kitchen, dining, and liv-ing areas, each with a private balcony. The exterior is highlighted with precast decorative features and face brick to blend with the historic surroundings.

This five-acre site in York, PA provides 39 new townhouses and a community building in a mixed-income, affordable housing development. The two-, three-, and four-bedroom units feature green ele-ments such as low flow toilets and faucets, Energy Star rated appliances, construction waste recycling, high efficiency lighting, gas heat, and elevators in handicapped units. The wood frame townhomes are made up of brick and cementitious sid-ing topped off with fiberglass shingles on the roof. One of the major challenges with this project was with the timing of preconstruction / pre-closing process. The tax credit allocations were made in April 2012, and from April to September all closing documents, including final con-struction drawings, permits, etc. had to be completed, a very short time frame.

THE OVERLOOK AT OXON RUN

Formerly called Parkside Terrace, this vacant 12-story highrise in southeast Washington, DC was redeveloped into 316 units of first-rate affordable housing. The building was gutted and reconfigured into 181 one-bedroom apartments for low-income seniors and 135 one- and two-bedroom units for small families. Seniors occupy the lower seven floors, families the top five.

This project involved the renovation of 135 apartment units at five different sites in Washington, DC. The typical scope of work included demolition, hazardous materials abatement, installation of new mechanical, electrical, and plumbing sys-tems, as well as cabinetry, fixtures, appli-ances, and finishes.
A new fourth floor was added to one 15-apartment building, and new roofs were installed at three locations. The most extensive renovation was to the 54-unit Sankofa building (shown here).
Enterprise Green Communities standards were incorporated into the work.

Using the Infinity steel structural system with concrete decks, five levels of apart-ments were built on top of a concrete podium at this 83-unit affordable apart-ment building on Columbia Pike in Arlington, VA. One-and-a-half levels of parking below grade and two levels above grade comprise the concrete struc-ture, along with 7,000 sf of retail space at the street level. The structure surrounds a central courtyard, and the project fea-tures an intensive green roof.

Chesterbrook Residences is the first mixed-income assisted living facility near the heart of McLean, Virginia. The 97-unit building has three stories, struc-tural steel studs, and Hambro floors with metal roof trusses. Amenities include food service, private dining room, library, salon, lounges, and activity rooms. Separate staff areas, doctor’s office and exam rooms, resident services, and onsite medication storage areas also assure resident care. The interior courtyard includes a concrete patio, and access is provided to the wood-ed surroundings via concrete and paved pathways. Access to the construction site was challenging; nevertheless, much of the existing tree cover was preserved, and Chesterbrook opened its doors on time and within budget.

Weinberg Village was a five-phase project, comprising 446 one- and two- bedroom apartments for seniors aged 62 and up. It is located on the campus of the Jewish Community Center at Owings Mills, Maryland, and includes amenities such as game rooms, beauty parlors, computer rooms, TV rooms, class rooms, sitting areas, and laundry rooms. Each building features a front porch area, and there is a large, landscaped courtyard between Villages III and IV that includes a fountain. Three of the buildings are wood frame construction and two have CMU block supporting a Hambro deck system.

Rivers Edge Apartments and Studio for the Arts provides 90 apartments in downtown Salisbury, MD. There are three four-story garden apartment build-ings with manufactured stone, fiber cement siding and panels, and vinyl shake siding façades. The main build-ing houses an art studio and community spaces that serves both tenants and the local arts community. Other amenities include a leasing office, patio, computer center, yoga/fitness/game room, all with ten-foot ceilings.

The Beechtree Community Recreation Center is a 12,000 sf, two-story wood frame building providing space and facilities for meetings, exercise, and swimming. A stone veneer and fiber cement exterior is complemented by high-end interior finishes consisting of vinyl plank floors, architectural woodwork, and ceramic tile throughout. Harkins partnered with the owner to provide a multitude of site amenities, including a water feature, ornamental fencing, and veranda.

Mt. Jezreel is a new 75-unit independent senior living facility. The building will be a slab-on-grade three-story wood frame structure. The aff ordable rental apartments will be made up of 56 one-bedroom and 19 two-bedroom units.
Amenity spaces for residents will include a cyber café, a library, a grandchil-dren’s room, a fi tness room, a wellness suite, a community room, and laundry rooms on each fl oor.
The exterior of the building will feature brick veneer and Hardie cementitious lap siding. There will also be an asphalt shingle roof with red standing seam metal details, along with scored concrete patios and sidewalks, landscaping, and planters. The site features 49 permanent and 22 occasional parking spaces, along with fi ve bio-retention facilities. Additionally, there will be seven pre-cast Bio-Mod planter boxes to assist with stormwater management.
The apartments will include Energy Star-certifi ed kitchen appliances, high-ef-fi ciency lighting, individually controlled HVAC systems, carpeted fl oors, vinyl fl ooring, vinyl windows, metal clad two-panel doors, chrome fi nishes, shaker style cabinets, laminate countertops in the kitchens, and cultured marble van-ity tops in the bathrooms.

This 25,000 sq. ft. multi-purpose building is the first permanent structure on the new campus of Woodmont Academy, a private Catholic school for chil-dren pre-Kindergarten through 8th grade. The building includes a gymnasi-um, a large multi-purpose room, computer lab, library, art room, music room, and other classrooms. After taking over the work and remediating the steel frame left by the previous general contractor, Harkins finished the project on time for the beginning of the fall 2005 school year. Phase I included infra-structure work on the 16-acre Howard County site.

UNIVERSITY GARDENS IISilver Spring, MD
University Gardens II is a 27-unit addition to an independent senior apart-ment building in Silver Spring, MD. The original building, built by Harkins in 1991, was a HUD 202 project constructed with masonry bearing walls and precast plank.
The new addition is four stories of wood frame construction with flat roof trusses and split face masonry veneer with cement board siding and trim. A new enclosed breeze way connects the new building to the original, and the existing building’s lobby and management office were modernized.
The community garden, an important amenity to the residents, was enlarged to accommodate the 27 new renters, enclosed with a fence, and permanent garden plot dividers were installed.
