The HFX VSO Program will launch through its Veteran-owned non-profitorganization “American Veteran Services”.

Unlike other VSOs, only an HFX VSO can issue the Wings™ eligibility andpayment card.

HFX VSOs will supply a multi-purpose Wings™ eligibility and payment card toeach U.S. Servicemember and Veteran who needs assistance. The card may beused to load their disability and/or education compensation, consolidating thebenefits that they have access to on a single card, creating an audit tool foreach Servicemember or Veteran. In addition, if the Servicemember or Veteranqualifies for health insurance through the VA, the card can be used as aneligibility ID card when visiting in/out-of network medical facilities.

HFX Certified VSOs can start their own businesses that are geared towardshelping other Servicemembers, Veterans, and their dependents with benefit andclaim assistance. Through our Wings™ program and the HFX coalition, we canoffer ancillary employment opportunities to veterans helping to supplementtheir income. Please visit www.hfxwings.com for more information.

HFX, together with Colonial Life, will provide the necessary training andcertification through The HFX Veteran Wings™ hiring program.

HFX is deploying 1,000+ VSOs across all 50 states in over 800 cities.

Healthcare Financial Exchange Inc. has established a non-profit division,American Veteran Services, to become a licensed Veteran Service Organization (VSO)by the Veterans Administration.

American Veteran Services will serve as a new VCS (Veteran Customer Service)division, launching its VSO program with healthcare and financial card servicesspecifically designed for U.S. Servicemembers, Veterans, and their dependents..

HFX has organized a training program for the 1,000+ licensed Veteran brokers whowere recently trained and hired by HFX and Colonial Life. These 1,000+ recently hiredand trained Veteran brokers will serve as Veteran Service Officers (VSOs), each beingcertified by the Veterans Administration. HFX is immediately deploying these certifiedVSOs into VA offices within their home states, at least 1 in each state in over 800cities, to assist U.S. Servicemembers, Veterans, and their dependents with claim andbenefit services.

Every HFX and WINGS™ cardholder has access to claim and payment services forVeterans and are being assigned a VA office in a VA facility in their home states.

HFX VSOs can help U.S. Servicemembers and Veterans understand and apply forVA benefits, including:

Financial support (monthly payments)

Education

Vocational Rehabilitation & Employment (VR&E)

Home loans

Life insurance

Pension

Health care

Burial benefits

These trained professionals can also:

Help you gather supporting documents (like a doctor’s report or medical test results)

File a claim or appeal on your behalf

Provide added support, like helping with transportation to medical appointments or emergency funds

Note: Veteran Service Officers work for Veteran Service Organizations (both arecalled VSOs), as well as for local government offices.

Privileges

An accredited Veteran Service Officer (VSO) can do almost anything the veteran cando with a claim or appeal. A VSO can file a claim, add to a claim or withdraw a claim.There are only two claims a VSO cannot make in behalf of a veteran; A VSO cannotfile an original claim or sign an annual income verification report for VA pensionbenefits. (A VSO can file an informal original claim in behalf of a Veteran, but theVeteran must sign and submit a formal claim within one year to preserve the date ofclaim.) Your organization might have some rules of their own about what a VSO canor cannot do, especially in regards to withdrawing a claim or appeal or canceling ahearing, but the law permits these actions. And of course, always remember that theclaim is the Veterans’ claim, not yours; you must always act in his/her best interest.

An accredited VSO has access to the Veterans records and can view the contents ofthe claims folder or the automated record. If the release of this information would beinjurious to the health of the Veteran, release may be restricted, but this happens onlyin rare occasions. As you complete this course, you will learn about the VA’scomputers systems and what information is available to you.

Responsibilities

As a VSO, you represent the claimant and are acting in his/her behalf. You cannotsubmit information that is false or fraudulent, nor can you knowingly submit false orfraudulent material you receive from the claimant. If you suspect that informationgiven to you by the claimant is fraudulent, you have a responsibility to advise themthat such a submission is against the law and could result in criminal prosecution. Ifthey continue to insist, you should advise your organization as this would be a validreason to withdraw representation. You also have responsibility to the VA to report afraudulent act if you know about it.

In most other situations, your responsibility is to the claimant, and you are expectedto act in their best interest. If you believe the interests of the claimant clash withthose of the VA, you should act in behalf of the claimant so long as you don’t doanything illegal or unethical. Your responsibilities to the claimant are to preserve theirprivacy and to act in their best interests.

Summary of VA Benefits

A certified HFX VSO can assist uniformed Servicemembers, Veterans; or their spouses,children, or parents of a deceased or disabled Servicemember or Veteran with benefiteligibility. Some of these benefits options include but are not limited to:

Service-connected disability compensation is a tax-free benefit paid to Veteransfor a disability (or disabilities) that either:

To receive disability compensation, you must have been discharged under otherthan dishonorable conditions.

Arose during service

Was worsened or aggravated by service

Is presumed by VA to be related to military service

Pension is a tax-free benefit paid to wartime Veterans with limited or no incomewho are either aged 65 or older or who are permanently and totally disabled dueto a non-service-connected cause. Seriously disabled or housebound Veteransreceiving Pension may also qualify for an additional Aid and Attendance orHousebound benefit.

VA pays benefits to eligible Servicemembers and Veterans pursuing an approvededucation or training program. There are four primary VA education benefitprograms that cover Active Duty, National Guard, and Reserve Servicemembersand Veterans:

The Post-9/11 GI Bill program provides financial assistance towards tuition andfees, books, and supplies, and it provides a monthly housing allowance. EligibleServicemembers may transfer unused Post-9/11 GI Bill benefits to an eligiblespouse or child. VA pays a monthly allowance under the other benefit programsto help offset educational costs. Information about VA education programs canbe found at www.gibill.va.gov.

VA provides valuable insurance benefits to Servicemembers and Veterans to giveyou peace of mind knowing that your family is protected. VA insurance benefitswere developed in consideration of the extra risks involved in military service.

Life Insurance5

VA assists Veterans with service-connected disabilities to prepare for, obtain, andmaintain suitable employment through the Vocational Rehabilitation andEmployment VetSuccess program. First, VA conducts a comprehensive evaluationto help you determine your future career path. Based on your evaluation,VetSuccess provides you with vocational counseling, job-search assistance, andother education and training services.

VetSuccess career counseling benefits are also available to you if you recentlyseparated from the military or are using VA education benefits, even if you do nothave a service-connected disability.

Servicemembers’ Group Life Insurance (SGLI) is a low-cost group lifeinsurance program for Servicemembers. Coverage can be extended if theServicemember is totally disabled.

Servicemembers’ Group Life Insurance Traumatic Injury Protection (TSGLI)is an automatic feature of SGLI that provides payments to Servicememberswho suffer losses, such as amputations, blindness, and paraplegia, due totraumatic injuries.

Veterans’ Group Life Insurance (VGLI) allows Servicemembers to converttheir SGLI to lifetime renewable term coverage after separation fromservice.

Service-Disabled Veterans’ Insurance (S-DVI) provides life insurancecoverage for Veterans with a service-connected disability. If totally disabled,Veterans are eligible for additional coverage.

Veterans’ Mortgage Life Insurance (VMLI) provides mortgage protectioninsurance to disabled Veterans who have been approved for a VA SpeciallyAdapted Housing Grant.

Veterans and Active Duty, National Guard, and Reserve Servicemembers may beeligible for VA’s home loan program. VA loans have favorable terms, including nodown payment or mortgage insurance premiums.

VA offers a number of housing benefits and grants:

Veterans have one year and 120 days from separation to convert their SGLI toVGLI. Evidence of good health is not required for those who apply within 240 daysof separation.

Guaranteed Loans: VA can guarantee a portion of a loan made by aprivate lender to help you buy a home, a manufactured home, a lot for amanufactured home, or a condominium unit for your own personaloccupancy. VA also guarantees loans for building, repairing, and improvinghomes.

Refinancing Loans: Whether you have a VA or non-VA mortgage, VA canhelp you refinance your loan.

Specially Adapted Housing Grants: Certain severely disabled Veterans andmilitary personnel can receive grants to adapt or acquire suitable housing.

VA provides a number of health care services, including:

Caregivers:VA supports caregivers who provide personal care services to Veterans who areseriously injured, chronically ill, disabled, or are getting older and are no longerable to adequately care for themselves.

Vet Centers:VA assists combat Veterans through a nationwide network of community-basedVet Centers. Counselors provide individual, group, and family readjustmentcounseling to help you with the transition to civilian life, treat post-traumatic stressdisorder, and help you with any other military-related problems. Other servicesinclude: outreach, education, medical referral, homeless Veteran services,employment, and VA benefits referral.

VA honors the sacrifices of Servicemembers’ and Veterans’ dependents andsurvivors through many benefit programs:

VA can honor a Veteran by furnishing an inscribed headstone or marker atany cemetery, or a medallion in lieu of a headstone or marker to affix to onethat is privately purchased.

VA can provide a burial allowance to partially reimburse the burial andfuneral cost s to certain Veterans.

VA can provide a Presidential Memorial Certificate (PMC) for the next of kinand loved ones of a deceased Veteran.

VA can provide an American flag to drape the casket of a Veteran.

A Veteran and his or her dependents can be buried in a VA nationalcemetery.

Dependency and Indemnity Compensation (DIC) is a monthly benefit paidto a surviving spouse, including additional payments for dependent children.It is available to an eligible spouse of a Servicemember who died duringactive military service or from a service-connected disability, or of a Veteranwho was rated totally disabled at the time of death. Parents’ DIC is paid tosurviving parents based on financial need.

The surviving spouse and child(ren) who are eligible for DIC are also eligiblefor the following:

A Survivors’ Pension is a monthly benefit payable to a low-income survivingspouse and child(ren) of a deceased Veteran with wartime service.

The Civilian Health and Medical Program of the Department ofVeterans Affairs (CHAMPVA) provides reimbursement for most medicalexpenses.

The Survivors’ and Dependents’ Educational Assistance Program(Chapter 35) provides assistance to obtain a degree and pursue othereligible education and training.

You may be able to get help buying or adapting a vehicle. You must have certaindisabilities to qualify. These injuries must have occurred during active service.One example is loss of use of your hands.

Were you awarded the Medal of Honor? Are you still on active duty? You canreceive a special pension from the VA.

The VA pre-discharge program, called Benefits Delivery at Discharge, allowsServicemembers to file claims for disability compensation from 180 to 90 daysprior to separation or retirement from active duty or full-time National Guardduty. Claims processing times tend to be much shorter for claims submitted priorto discharge.
