2 the t ime - - i t was jus t before the second e lec t ion of

3 Richard Nixon - - Boggs came to Alaska to work on my

4 father' s campaign, which would have been his second term

5 i n t he U ni te d S ta te s Co ng re ss .

6 Boggs, before they flew out on October 16th,

7 three weeks before the second e lec t ion of Richard Nixon,

8 began to ta lk about this scandal brewing in Washington,

9 DC. In fact , that very scandal , had i t unfolded a

10 l i tt le bi t d ifferent ly - - for those that remember, the

11 pl an es d is ap pea red .

12 Three weeks later , Nixon's elected for his

13 second term. I t wasn ' t too much long af ter that that

14 the Watergate scandal broke. Agnew was thrown out of

15 office. Ford moved up. Then Nixon resigned. Ford

16 moved up again . For those that don' t remember,

17 Rockefe l ler then s lid in to the Vice Pres ident ' s slo t.

18 And then one of the o ld Manson women f rom the Char les

19 Manson days tr ied to assass inate Ford , which would have

20 put Rockefel le r in the Whi te House .

21 What would have otherwise happened, most

22 l ikely, the e lec t ion would have taken place . Nixon

23 would have won. Agnew and Nixon would have been thrown

24 out a t the same t ime. The Democrats would have

25 control led the Congress . The Speaker of the House would

2 have been in control . But the opposite , of course,

3 happened and his tory te ll s us a lo t about what rea lly

5 Twenty years later there was a report, an

6 inves tigat ive repor t by a publ ica tion ca l led "Rol l Cal l"

7 in Washington, DC. That repor t was looking in to a l l of

8 these various Congress ional deaths. You know, p lane

9 crashes are k ind of the hazard of poli t ica l leadership ,

10 it seems like.

11 But in researching that, what they found in the

12 FBI f i les were a couple of te lexes - - th is goes before

13 FAX machines - - and te lexes coming from Cal ifornia in to

14 Washington, DC repor ted that two people had been found

15 at a crash s i te . Those sources were la ter looked a t by

16 the FBI to determine whether they were credible . A

17 follow-up te lex came through saying, yes , they were .

18 That p lane was never recovered. There were no survivors

19 offic ia l ly ; yet 20 years la ter, we f ind out , in fact ,

20 there were.

21 So I know about conspiracies. Conspiracies are

22 conversa tions tha t happen in a room l ike th is when

23 there 's a bunch of people standing on the outs ide who

24 might not agree wi th us . But the real i ty i s , even in

25 the poli t ica l l i fe , even a t the highes t levels , th ings

2 Maybe a few decades go by before the tru th i s f ina l ly

3 revealed.

4 So I have a strong motivation foundationally in

5 terms of how I approach controvers ial i ssues. I don' t

6 do i t wi th fear. I 've been doing th is work for over 20

7 years . Fear i sn' t part of the equat ion. In fact , that

8 is the absolute adversary for gett ing anything

9 a cc om pl is he d o n t hi s p la ne t.

10 My interest in these areas started with HAARP.

11 And how many in th is room do not know anything about

12 HAARP?

13 Okay. Well, that 's a lot better than it used

14 to be . Al l r ight . I t used to be the o ther way around.

15 Twenty years of th is work and the work of o thers have

16 k ind of b rought thi s in to the pub li c.

17 So the first image -- I 'm going to use HAARP as

18 sort of the backdrop as I move into the mind control ,

19 mind effec ts- re lated technology. This i s just an image

20 in my part of the world . I come f rom Alaska. I don' t

21 know i f - - maybe I 've come the far thest for this

22 presenta tion. But I apprecia te being here and I

23 apprecia te the oppor tuni ty to inform people about th is

24 subject.

25 So HAARP is a large array, a field of antennas

1 in Alaska, cur rent ly 180 an tennas. They' re

2 approximate ly 20 meters ta ll . They have a cross d ipole,

3 which you can see, which is the very top of these

4 antennas . And what these are designed to do is focus or

5 concentrate radiofrequency energy into a re la t ive ly

6 small space.

7 If you think about the energy of a flashlight,

8 for instance , or a torch, as they say here in Europe, I

9 shine that against the wal l , the beam s tar ts out smal l,

10 and then i t broadens as you get fur ther away f rom the

11 source.

12 The same is true with radiofrequency energy.

13 You can th ink about i t as an inver ted funnel s tar ting

14 here a t the t ransmit ter and then spreading out and

15 gett ing th inner and th inner, less dense, which is why

16 the fur ther you get away f rom radio broadcast antennas ,

17 the weaker and weaker the s ignal .

18 With HAARP, the opposite occurs. They have

19 f igured out a way through what' s ca l led cyclot ron

20 resonance, which would be focusing or concentra t ing the

21 energy. So i f you could v isualize i t , i t would look

22 l ike sor t of a cork-screwing kind of motion that got

23 smal ler and smal ler as you move fur ther and fur ther away

24 f ro m t he t ra ns mi tt er.

25 So it concentrates that energy or focuses that

1 energy so you can manipula te i t in various ways . And so

2 the HAARP array, which was orig inally des igned by a

3 gent leman, Bernard Eastlund, who 's now deceased, was

4 intended to do a number of things as a weapons

5 appl ica t ion. This i s the earl ier vers ion when i t was

6 half the current s ize of the t ransmit ter in Alaska. You

7 can see the f ield of antennas . In th is case there were

8 9 0 a nt en na s i n t he ar ra y.

9 And here's another image as they expanded the

10 array to 180. And another image showing the ar ray.

11 Now, they also upgraded the technology pretty

12 substant ia l ly over the years . So i t became much more

13 effic ient. So wi th a much smal ler system you create

14 mu ch bi gg er eff ect s.

15 So what does i t do? Essentially, it 's sending

16 energy or focusing energy up in to an area known as the

17 ionosphere , which in this image in mi les -- I apologize

18 for that - - is approximately 37 mi les to 620 miles out

19 into space.

20 Now, this is a highly energized area. If you

21 think about radiofrequency signals or shortwave s ignals ,

22 they would come from the ear th, they 'd bounce off of us ,

23 and then bounce back down to the earth to t ransmit over

24 la rg e d is ta nc es .

25 The ionosphere also is an area that can be

2 When i t becomes des tabi lized, it interferes wi th

3 ter re st ri al communica tions o f every k ind.

4 So part of the idea in this technology was to

5 learn how to stabi l ize the ionosphere during these

6 periods or delibera te ly d isrupt the ionosphere to

7 inter fere wi th communicat ions on a g lobal bas is.

8 Now, what caught my interest when I first

9 looked a t th is i ssue of HAARP was a very shor t ar t ic le

10 in a publ ica tion, an Austra lian publicat ion, tha t talked

11 about th is big sys t em in Alaska.

12 Now, I come from a family that's pretty

13 poli t ica lly engaged. Besides my dad being in the

14 Congress , my younger brother jus t f inished a term in the

15 United States Senate. My family' s been involved in

16 p ol it ic s a ve ry lo ng ti me .

17 Alaska is a very big region, but we're a really

18 smal l popula t ion; 700,000 people in our enti re region.

19 And when you think about b ig projec ts, you know, you

20 think you know someth ing abou t them.

21 Well, I 'm reading about this project in my

22 state in a journal in Austra lia and I 'm going, you know,

23 why doesn 't anybody know about thi s?

24 And so I decided I would go in and look into

25 this i ssue independent ly. And I d id. I p icked up maybe

1 30 ar tic les and papers, design speci ficat ions , some

2 things, and with fr iends encouraging me to publ ish , I

3 publ ished the f i rs t ar t ic le that I had wri tten on HAARP

4 back in 1994. So i t' s been a very long t ime ago .

5 What also caught my interest was the idea that

6 they were pr imar ily ut i liz ing, in some appl ica t ions,

7 extremely low frequency s ignals or ELFs. These are

8 s ignals tha t can be b iological ly act ive , can affec t us

9 as human be ings and in ve ry speci fi c ways .

10 And in particular, certain applications of the

11 technology - - and th is g ives you sort of a graphic

12 i l lus tra tion of the focus . These v iew graphs, ac tually,

13 were g iven to me by the inventor, Bernard East lund,

14 pr ior to h is pass ing. And we ut il ized them in our

15 publ ica t ions and in some of our work. So th is g ives you

16 kind of a graphic showing the radiofrequency f rom the

17 array, moving up in to the ionosphere and focusing that

18 energy.

19 His initial concept was to create a global

20 shie ld, to be able to ut i lize the natura l magnet ic fie ld

21 l ines tha t surround the ear th , be able to punch energy

22 into th is and then create th is k ind of global shield ing

23 effect. And the idea was that any e lec t ronic device

24 pierc ing that energy would be d isrupted, like

25 sate l li tes , intercont inenta l bal l is t ic miss i les ,

1 vi rtual ly any e lec t ronic device that ran in to th is f ield

2 of energy that was being ampl if ied would be des troyed.

3 Now, one of the other interesting parts of

4 this - - and th is k ind of shows that, again, u ti l iz ing

5 one of East lund 's graphics . So you can see l ike a f ield

6 l ine and then you see this cork-screwing energy going

7 around i t . That energy natural ly i s occurring f rom the

8 southern polar regions into the nor thern polar regions .

9 And, in th is case, they ac tual ly couple - - ac tually

10 ut il ize the energy on the ground to couple with the

11 natural energy, and then coming from the nor th to the

12 south , crea te th is cork-screwing effec t , which

13 accelera tes the e lect rons and then creates th is g lobal

14 shield.

15 Now, that was his initial concept. And as a

16 concept , i t caught the a ttent ion of a number of people

17 and eventual ly got funding f rom the Congress , in i tia lly

18 at 30 mi ll ion , and over the last few decades now over

19 almost 300 mill ion , which in dollars i s not a lot of

20 money, but when you consider, this is sor t of the

21 pinnacle of b i ll ions of dollars spent in ionosphere

22 r es ea rc h ov er m an y de ca de s.

23 What caught my attention in terms of the

24 technology of East lund -- I 'm going to skip some of

25 these that are not so re levant - - was the idea that you

1 could manipula te the ionosphere - - and I ' ll use th is as

2 a better example . So one of the thoughts was that i f

3 you could punch or pulse energy into the ionosphere - -

4 so th ink about th is energy going up and, l ike , a hammer

5 r inging a bell . Every t ime i t h i ts that ionosphere , the

6 ionosphere i tse lf v ibrates and then i t begins to send a

7 s ignal in the ELF range. So you have a h igh f requency

8 signal going up, punching the ionosphere , the ionosphere

9 which is energized then ac ts as a broadcas t antenna in

10 the sky br inging back an ELF s ignal to the ear th , and in

11 this case cover ing an enti re hemisphere .

12 Now, ELF signals, extremely low frequency

13 signals , a re very long wavelengths . They penet ra te the

14 earth and sea. They ' re u t il ized for communicat ion wi th

15 submarines , as an example , the depth, because shor t

16 wavelengths won' t penet ra te the earth and sea. They ' re

17 also used for what ' s ca lled earth-penet ra t ing

18 tomography, which in s imple language or by analogy would

19 be like x-raying the earth or looking in to the earth for

20 u nd ergr ou nd s tr uc tu re s.

21 But one of the side effects of ELF is the

22 entra inment effec t on the human mind. Because ELF

23 signals wil l lock onto in what ' s ca lled a f requency

24 following response . And you can use a lo t of d i fferent

25 techniques to create a frequency fol lowing response .

6 with , and begin to fo llow. I t doesn 't take a great deal

7 o f e ne rg y t o a cc om pl is h t hi s.

8 This is the one that triggered my real interest

9 in HAARP, because th is i s the one that everybody kind of

10 ignored and sa id , oh . In fact , the HAARP planners sa id ,

11 well , if ELF has a bio logical effec t, i t' s a s ide

12 effect. I t 's an unintended consequence. We heard that

13 phrase earl ier today. But I don' t be lieve that . I

14 believe that i t 's an in tended consequence. I t 's

15 intended to grade popula t ions in very speci fic ways .

16 Now, this book was mentioned by my friend

17 earl ier today, "Between Two Ages" , by Zbigniew

18 Brzezinski . And why th is i s an impor tant book, i t was

19 writ ten , ac tual ly, in 1973, when Brzezinski was at

20 Columbia Univers i ty. This i s before he became National

21 Secur ity Adviser to Pres ident Carter. This i s around

22 the t ime that Kiss inger and he and others were s tar ting

23 to think about the Tr i la tera l Commission organizing th is

24 t hi nk ta nk , s o t o s pe ak .

25 Now, find this book. I really encourage you to

2 predict ion of what wi ll come wi th technology. I t 's the

4 When I first read it -- he writes in a pretty

5 convoluted s tyle . I t 's a l i tt le d i ff icul t even in

6 Engl ish to understand. But I real ly encourage you to

7 read i t because he predic ted the economic changes that

8 took place , the pol it ica l changes that took place in the

9 world over the last 40 years wi th a great deal of

10 accuracy. And some wi ll say i t real ly wasn ' t the

11 p re di ct io n. I t w as t he p la n.

12 If you look within this text between Pages 54

13 and 56, you' l l see a sect ion that 's dedicated to the

14 kind of technologies we ' re ta lk ing about today, a mind

15 control technology. And what Zbigniew referenced was a

16 guy named J . F. Gordon MacDonald. And he was a

17 geophysicis t a t UCL. He wrote a book - - or, ac tually, a

18 chapter in a book and the chapter was ca lled, "How to

19 Wreck Your Environment" , which this i s before Ear th Day,

20 okay, so he could get away wi th that . I t was 1969 when

21 that book was ac tually publ ished. But what he sa id that

22 caught Zbigniew Brzezinski' s a ttent ion was, he said , if

23 we could ever f igure out how to elect ronical ly s t roke

24 the ionosphere in jus t the right way, we could re turn a

25 signal to the earth tha t would influence the behavior of

2 Now, that's a pretty profound thing. But we

3 didn ' t have a way to s t roke the ionosphere in 1969. But

4 we did by the 1990s . And that was, in fact , and is , in

5 fact , the HAARP sys tem that can accomplish th is .

6 So the idea was -- and it was kind of, in a

7 gross sor t of way, pr imi t ive , i f you wi l l, but what the

8 intention was, was that if you could pulse the

9 ionosphere , re turn th is ELF s ignal to the ear th, you

10 could agita te the populat ion in very speci fic ways . You

11 could make them pass ive , less aggress ive , or the

12 opposite by just ampl i fy ing that s ignal. And I ' ll

13 exp la in a l it tl e bi t of tha t as we go on .

14 The other person that comes out in the last

15 presenta tions , Jose Delgado, and th is book he wrote ,

16 "Physica l Control of the Mind: Toward a Psychocivi l ized

17 Socie ty" . And th is i s , again , a 1960s book. Those

18 images that you saw in just this short v ideo c l ip of

19 Delgado 's work, there is a good sect ion in th is text as

20 we ll s ho wi ng th at.

21 But in those days they used implants. They had

22 to physica l ly put something in the brain . And what Jose

23 Delgado or ig inal ly d id - - he was ac tual ly educated in

24 elect rophysiology a t the Univers i ty of Madr id. He

25 graduated in 1950. Elect rophysiology, as a degree

4 One of my mentors, Raul Makayla (phonetic), he

5 actually graduated Univers i ty of Madrid in 1958, and his

6 area of in terest was, essentia lly, the same, b iomagnetic

7 and e lec t ric fie lds , effec ts on human physiology, and he

8 spent h is caree r s tudying tha t .

9 Delgado, at Yale University, he initially was

10 mapping the bra in of pr imates and humans by st imulat ing

11 various por t ions of the bra in to f igure out what was

12 responsible for what k ind of ac tiv ity. And then he

13 began to u t il ize the implants in those dramat ic ways in

14 those f ilm c lips wi th the charging bul l and he throws

15 the switch and the bull s tops , to demonst ra te tha t you

16 could take a crea ture from passive to h ighly aggressive

17 to passive to h ighly aggressive, just l ike f lipping on

18 and o ff the l igh ts in your l iv ing room.

19 What Delgado discovered by the mid-'80s is that

20 you didn ' t need any implants . You just needed to

21 manipula te the energy i t se l f. And you didn ' t need a

22 gr ea t d ea l o f e ner gy.

23 Now, we've heard -- I forget the amount of

24 energy surrounding us now. Was i t a quint il l ion? I

25 believe i t was 18 zeros af ter the one that we heard
