EXECUTIVE SUMMARY

The Regional Development Register (RDR) is the evidence required to reaffirm the Mackay-Isaac-Whitsunday region’s place as the economic powerhouse of Queensland. This report highlights the region’s ability to sustain major changes in economic conditions and outperform other regions when faced with significant pressure, as seen in the Global Financial Crisis (GFC).

The success of a region is often determined by the number of tangible and visible developments under way. The Mackay-Isaac-Whitsunday region is a clear example of success, with construction of hundreds of new homes, multi-story hotel developments, road reconstructions and major industry developments.

However, the region is suffering from a major downturn in the economy. The impact of a high Australian Dollar and other factors outside the region’s control have had serious implications in terms of a retraction in the mining sector and the flow-on effects of job losses, business and revenue decline and withdrawal of projects.

Despite the challenges of the past twelve to eighteen months, the medium to long-term outlook for the Mackay-Isaac-Whitsunday is positive. The current construction activity is evidence of pre-planning and a rush to fill the demand for accommodation and facilities to meet the growing population.

This RDR highlights the focus on our region in terms of supporting our communities, and sustaining income from the resources and construction sectors. Our region injects into both the Queensland and national economy with more than $20billion in gross regional product (GRP).

The RDR highlights more than $110 Billion worth of development either planned or under way across our region and showcases the strong investment.

But the most significant figure is the amount $86 Billion under consideration (not started), which highlights the significant number of projects waiting to come on board, with $28 Billion of this in the mining sector alone.

The challenges within the economy have led to some nervousness among project proponents who have been additionally impacted by government decisions including the mining and royalties’ taxes.

An uncertain political climate has also had an impact on planning for major mining projects, which in turn has had a flow on effect to projects that would support these including rail and port.

However, the not started section also takes into account projects that have been in the conceptual stages and are now moving forward, ready to get under way. They have not reached the in progress section as yet, due to long lead times.

The focus on Clean Technology has increased investment in the agriculture sector thanks to a commitment by local business to develop industries and technology that support sugar and agriculture.

REDC believes the medium to long-term future is expected to be strong. This certainly evidenced by this RDR. We will continue to work with the community and industry leaders to ensure projects are progressed and provide the required benefits to the communities within the Mackay-Isaac-Whitsunday region.

About the RDR

The Regional Development Register (RDR) is prepared twice each year by REDC in order to collate development projects, either planned or under-way, across the region. The information is used to monitor the impacts on the communities within the region, as well as guide investors and community leaders when planning for the future.

Changes to the RDR

REDC has amended the methodology in which data was collected for this RDR with more detailed primary communication with proponents leading to additional details and costing which were not outlined in previous reports.

These changes have led to an increase in the overall project cost where a lower cost would have been expected due to the economic impacts of the past twelve to eighteen months.

NB: The professional services category has been replaced with health and education categories in order to capture a more accurate value of developments across the public and community service sectors within the region. The use of the term n/a in this edition of the Regional Development Register has been injected to reflect the change over in categories.

About the MIW Region

The MIW region consists of three local council areas, Mackay, Isaac and Whitsunday, boasting a relaxed,

subtropical climate, with an overall regional population of approximately 171,297.

The MIW region delivers a diverse industry environment which is strongly underpinned by one of the largest

coal mining deposits in Australia, supplying Queensland with

approximately half of all coal produced with three quarters of

the total value of coal exported via regional ports. The

agricultural sector is fortified by a diverse agricultural,

horticultural and a growing agribusiness industry and is one of

the largest contributors to sugar cane production in Australia.

The MIW region is the third largest economy in Queensland with a Gross Regional Product (GRP) of $20.6billion in 2011/2012.

Regional Development Overview

The forecast for potential growth across all industry

sectors in the MIW region is supported by over $19.9

billion of developments currently under construction

with a further $85.9 billion of developments under

consideration (not yet started).

A positive outcome for the Mackay LGA is the $5.5

billion value of short and long term accommodation

developments, including government affordable

housing initiatives currently in progress to meet a

critical accommodation shortage identified in 2012. A

further $1.5 billion of accommodation projects are

staged for development to meet future demand.

The Isaac LGA primarily supported by the mining

industry currently has over $8.0 billion of mining

construction and expansion developments in progress

with a further $26.0 billion of planned mining projects in

conceptual and approved stages for development supporting a potential strengthening and future

growth for the mining sector in the long term.

The current RDR has identified a total of $38 billion of proposed developments for the Whitsunday

LGA. Of significance is the $20.0 billion value identified for potential development and upgrades of

existing and new infrastructure including roads, rail, water and community facilities. A further $8.0

billion in port developments and expansions are currently under assessment to meet predicted

regional coal export expectations in the future.
