the Executive Meeting due to unavoidable reasons.

Ms. Sonal Sinha from Bihar has resigned. The Bihar Committee has

recommended name of the previous representative – Ms. Chandrawati

Devi.

ACTIVITIES IN STATES DURING

REPORTING PERIOD

• Bihar: 14,103 street vendors are linked financially like opening of bank accounts,

loan linkages (SEP), Mudra loan, etc. 322 Vending Zone has been identified in which

130 Vending Sites has been identified with the complete details of plot no, Thana

no, position of land and estimated no. of vendors accommodate in the vending

Zone.

• Street vendors were given ID cards in 42 ULBs of Bihar.

Registration of state level cooperative in Bihar - state cooperative of street vendors got register under the cooperative Act 1996.

Delhi - NASVI had a meeting of street vendor leaders from different markets on

the 25th May, 2017. The meeting expressed serious concern on the deteriorating

situation of street vendors in Delhi and urged the Delhi Govt to take necessary

steps to facilitate the implementation of Street Vending Act 2014. NASVI gave

suggestions to Delhi government to implement rules in Delhi

▪ Last few days witnessed enormous harassment and turmoil among the street

vendors of Delhi. Continuous eviction was going on in violation of Street Vendors

(Protection of Livelihood and Regulation of Street Vending) Act, 2014.

▪ Vendors from 36 markets of Delhi were evicted on LG order. NASVI tried to contact

Lieutenant Governor of Delhi – Shri Anil Baijal. Arbind Singh and Sangeeta Singh

met Shri. Manoj Tiwari regarding the same.

▪ NASVI team also met Special Secretary to Lieutenant Governor – Ms. Swati

Sharma regarding the same.

▪ NASVI has also written to Principal Secretary of Urban Development department –

Ms. Renu Sharma regarding the same.

▪ Assam - Guwahati Eviction: Bhangagarh vending zone, created by the Municipal

Corporation of Guwahati, was wrongfully being evicted on 4th May, 2017. Police

started evicting the vendors without giving any prior notice. Street vendors were

naturally against it.

▪ Unfortunately police arrested Mr. Debajit Senapati who is vendor leader from

Guwahati and also Executive member of National Association of Street Vendors of

India (NASVI) from Assam state.

▪ A candle March was organised on 9th June, 2017 in Assam against the police and

MCD office for harassing and evicting the street vendors. The candle March

preceded to Anuwar mandal. Around 200 vendors participated in this.

Uttarakhand: Distribution process of Identity cards is under progress in Dehradun.

• More than 2000 vendors have received identity cards in Dehradun.

• 27 vending zones have been identified.

• Implementation of the plan has started in Dehradun.

Madhya Pradesh: New rules drafted in Madhya Pradesh. Government of Pradesh has

notified rules of the Street Vending Act - 2014. Mr Gopal Singh Lodhi along with street

vendors met with the Commissioner of Nagar Nigam to discuss the Rules of Madhya

Pradesh.

• Punjab: Survey of street vendors in Ludhiana. On 23rd May, 2017 event was

organised for the start of survey of street vendors in Ludhiana. Mayor – Ludhiana and

Municipal Commissioner – Ludhiana was present as Chief Guests.

• The inauguration was done by Mr. Tiger Singh Rehri Phari Federation President and EC

member of NASVI. TVC meeting was also conducted in Ludhiana on 7th July, 2017.

Police was harassing the street vendors of Ludhiana. EC member Mr. Tiger Singh along with street vendors had a meeting with SHO. He also submitted the copy of Act and Supreme Court order to the SHO. SHO assured that police will not harass them.

Chandigarh: There has been agitation going on in Chandigarh

• Uttar Pradesh: New rules drafted in UP. Government of Uttar Pradesh has notified rules of

the street vending act - 2014. There were some shortcomings in the rules. NASVI has

written to Urban development Ministry suggesting some changes in rules of UP.

• MCD and police were removing the weekly markets from Hapur and Ghaziabad. Letters

were written to Municipal Commissioner, SDM and District magistrate regarding the

same. Mr Siddiqui also visited these towns to talk to officials.

• In Varanasi, Railway Police Force started evicting the street vendors without any prioir

notice. When EC member Mr. Abhishek Nigam retaliated against this, he was arrested by

the RFP. Street vendors protested against his arrest and he was released after some hours.

• Maharashtra: First the High Court ruled that street food vendors didn’t come under

the preview of street Vending Act – 2014.When appealed to the Supreme Court; The

Supreme Court refused to reverse the order.

• Virat Morcha and Dharma was organised in Azad Hawkers Union in Mumbai on 22nd

June, 2017 against the high court decision. Around 2500 people vendors participated

in this Dharna.

Jharkhand - Survey of street vendors has been done for all 21 ULBs.

• After preliminary survey was complete, advertisement in newspapers were given to obtain

any suggestions and objections if any.

• Preparation of final list of street vendors after validation is complete for all 21 towns and

the same has been submitted at all 21 ULBs.

• However the intervention seemed to have stopped here. After the survey and constitution

of the Town Vending Committee, the natural processes should have been followed namely:

o Issue of identity cards

o Preparation of city vending plan

o Demarcation of vending zones

o Allocation of space to vendors in the vending zones

In Gurugram Commissioner has approved the notification letter. Survey hasbeen completed and ID cards has been issued to vendors and in 2 sectors(Sector 15 part II and Sector 57), we have identified 5 zones. Implementation ofthe plan has started.

Karnataka: Ever since the participation in the national Conference, the street vendors’

leaders have met Mayor regarding the problems of street vendors and implementation of

Street Vending Act.

Andhra Pradesh: One - day State level vendors workshop was organised in Guntur,

Andhra Pradesh on 22nd April, 2017 in which 100 of street vendors participated. The

commissioner of Guntur was present as the chief Guest in the event.

Andra Pradesh - The inauguration of new NASVI office was done by Municipal

Chairperson Smt. G. Chanchu Kumari and MEPMA Asst. Director Mr. K. Kaza Mouli on

15.6.2017. NASVI State Gen. Secretary Mr. Venkat Ratnam also attended the program.

Training of food vendors under FSSAI was organised in Hyderabad.

NASVI Telengana State Street Vendors President Mr. Shalivan and FSSAI officers- Shri Laxmaiah - Deputy Food Commissioner Department of IPM Telenganastate, Sri K. Balagiraju - Asst Food Commissioner GHMC, Sri. Shenkaraiah -Assistant Food Commissioner of IPM Telengana State and Mariu Quthbullapur -Street Vendors Members Palagunor were present on the occasion.

• Rajasthan: On 17th May even after assurance given by MCD in the TVC meeting,

they evicted the vendors from Nakki Jheel Footpath, Mount Abu area on the pretext

that it is non-vending zone. The vendors went to meet Municipal Commissioner that

this order bypass S 3(3) of Street Vending Act – 2014.

• Street Vendors in Balotra were evicted. Mr. Om Prakash Deora – EC member NASVI

– Rajasthan visited Balotra and discussed the issues of vendors with the Chairman

– Nagar Nigam and SDM. Mohammad Irfan Qureshi, Babu Ram, Ranchod Ram,

Tarachand Khedlwal, Ratni Devi and others vendors also met the officials with Mr.

Deora.

National Street Food programme Head – Mrs Sangeeta Singh visited Jaipur – Rajasthan

and did the reconnaissance survey of the city. She also discussed the problems of street

vendors with Mr. Banwari Lal and Mr. Mohinder Singh.

POSTCARD CAMPAIGN

▪ NASVI launched a nationwide campaign to attract the attention of Prime

Minister and the respective Chief Minister to the continuous eviction and

harassment which is increasing day by day.

▪ As part of the campaign, street vendors from all across the country began

writing and posting postcard to the Prime Minister on MAY DAY. The

campaign continued for the entire month of May with each vendor being

appealed to write one such letter.

CONFERENCES

National Conference and Annual general Meeting - National Conference “Three

Years of Street Vending Act: Taking Stock and Surging Ahead” and Annual general

Meeting was organised by NASVI at Aiwan-E-Ghalib Auditorium, Mata Sundari Lane,

I.T.O., New Delhi on 29 - 30th March, 2017. Shri Arbind Singh – Co-ordinator NASVI

and Ms. Manali Shah – President NASVI welcomed all the delegates and guests. Shri

Satyendra Jain – Hon’ble Minister for Urban Development, Govt of NCT of Delhi, Shri

Pawan Agarwal – CEO, Food Safety and Standards Authority of India (FSSAI) and Mr.

Patrick Reuther – Deputy Resident Representative, FES were the Chief Guests of the

conference. Around 500 street vendors from twenty five states on India participated

in this conference.

Friedrich-Ebert-Stiftung (FES) Conference in Berlin - Mr. Arbind Singh

was also invited in the conference organised by Friedrich-Ebert-Stiftung (FES)

in Berlin. “Trade Unions in Transformation” - A project by FES tells stories of

successful trade union action around the globe; Mr. Arbind Singh presented

stories about street vendors in India being organized and legally recognized.

TRAININGS

Training in Bhopal under DAY NULM -The two-day workshop of street vendors, organized by "National Association of Street Vendors of India (Nasvi)" in collaboration with the Municipal Corporation of Bhopal

on 29th - 30th May 2017 in Mahatma Jyotirao Phule Bhavan, E-5, Arora Colony, Rajiv Gandhi Chowk, Bhopal. Mr. Shurinder Nath Singh (MLA – Bhapal Madhya) was the Chief Guest.

• Two Day Punjab State Town Vending Committee (TVC) Training

Programme - Two Day Town Vending Committee (TVC) training Programme was

organised by NASVI on 5th – 6th June, 2017 Punjab Circuit House, Ludhiana,

Punjab.

• Around 45 TVC members from Punjab attended this training programme. Mr.

Vishal Anand gave the training on the Street Vendors Protection of Livelihood and

Regulation of Street Vending Act 2014, National Policy on Street vendors.

Distribution of certificates of food vendors: street food vendors from Delhi received their

training certificates from FSSAI which was organised last year. They received certificate,

skill card and health kit from FSSAI.

Training in Varanasi: Under Pradhan Mantri Kaushal Vikas Yojna (PMKVY), 1300 street vendors have been trained in Varanasi, Uttar Pradesh.

success of first phase of the project, NASVI with collaboration of FDA and

Nestle trained 500 vendors in May – June, 2017

Jaipur training of Street vendors - After the success of Goa, NASVI

launched training program for street food vendors on 6th July, 2017 in Jaipur

with support of Health Ministry, FSSAI, Nestle and street vendors’ leaders. At

the end of training, vendors were given kits, certificates, local travel and IEC

material.

Delhi High Court ask State government to frame rules fast

Proposal Development/ Fund Raising Efforts

Paul Hamlyn –Paul Hamlyn Foundation representatives visited the Delhi office. They met

the NASVI team.

Projects in Bihar - We have also applied for working in two smart cities in Bihar –

Biharsharif and Bhagalpur. The project is in approval stage.

Ford Foundation – We have applied for project of street vending in Varanasi and

Jamshedpur.

HCL proposal – We also applied to HCL proposal.

Tender in Mangalore – We applied for the preparation of street vending plan in Mangalore.

But the tender got cancelled due to technical issues. Mangalore Municipal Corporation will

retender this project again in a month or so.

We also applied for Chennai tender. Unfortunately we could not bag it.

NASVI has also applied to Holdeen India Program.

NASVI has also applied to Gain Proposal.

NASVI received Award from FSSAI: NASVI received award from FSSAI for

"Clean Street Food" project as "Safe and Nutritious Food Ambassador" Early

Adopters. Sangeeta Ma'am received the award on the behalf of NASVI at National

Summit “Transforming the Food Safety and Nutrition landscape”.

HONORS AND AWARDS

Asian Regional Focal Point (RFP)

We have started a pro active role in the Asian region collecting information about street vendor

organsiations across the Asian countries. The affiliates of RFP Asia are Oksana Abboud (StreetNet),

Arbind Singh (NASVI), Shikha Joshi from SEWA, Repon Chowdhury from LIE – Bangladesh, Chet

Bahadur Kumar Sapokta (GEFRONT - Nepal), Kao Poeum from IDEA – Cambodia and Hee-Chul Shin

from KOSC – South Korea. All the affiliates discuss their progress and issues every month on Skype

conference call. Kumar Sapokta from Nepal GEFONT also invited Mr Arbind Singh and other

affiliates to the Annual General Meeting they are organising in August. The affiliates also shared

their May Day activities. Quarterly Reports were shared by NASVI - India, GFRONT - Nepal and

IDEA – Cambodia with all affiliates. SEWA – India, LIE – Bangladesh, KOSC – South Korea will

share report by 15 May, 2017.

Developing IEC Material - NASVI has also developed IEC Material. The IEC materials

are being used properly as their use is dependent on trainings. NASVI will prepare shorter

versions of these materials and mass produce it so that the vendors can use them

effectively.

Sharing information - We get a lot of request for the information regarding the rules

and policies of respective states including government.

Updating Website - NASVI regularly update the official website about the recent events

in the organisation, updates in rules & policies in different states and other news

regarding the street vendors.
