EXECUTIVE RDER O.~DIRECTING THE PHILIPPINE NATIONAL POLICE TO UNDERTAKEACTIVE SUPPORT TO THE ARMED FORCES OF THE PHILIPPINES ININTERNAL SECURITY OPERATIONS FOR THE SUPPRESSIONOFINSURGENCY AND OTHER SERIOUS THREATS TO NATIONAL SECURITY,AMENDING CERTAIN PROVISIONS OF EXECUTIVE ORDER NO. 110SERIES OF 1999 AND FOR OTHER PURPOSES

WHEREAS, Section 12 of Republic Act No. 6975, as amendedby Republic Act No.8551, provides that the primary responsibility nvolving the suppression f insurgencyand other serious threats to national security rests with the Armed Forces of thePhilippines (AFP) and that the Philippine National Police (PNP) shall, throughinformation gatheringand performanceof its ordinary police functions, support he AFPon matters nvolving the suppression f insurgency,except n caseswhere the Presidentshall call on the PNP o support he AFP in combatoperations;WHEREAS, the National Democratic Front, the Communist Party of the Philippines andits military ann, the New People's Anny, have been waging an anned struggle against theGovernment and the Filipino people for more than thirty years;WHEREAS, the ongoing insurgency has a negative impact on the economy andresolving he insurgencywill fostera climate conducive o economicgrowth and nationaldevelopment;WHEREAS, to effectively address his threat, there is a need for a whole of governmentapproach to ensure sustained, consistent, integrated and coordinated internationalsecurity measures against the Communist Terrorist Movement and other organizedelements/groups engaged in armed offensives against the Government;NOW, THEREFORE, GLORIA M. ARROYO, President of the Republic of thePhilippines, by virtue of the powers vested in me by law, do hereby order the following:SECTION 1. The PNP shall support he AFP in combatoperations nvolving thesuppression f insurgency nd other serious hreats o nationalsecurity.SECTION 2. In the exercise of its responsibility, subject to the concurrence of theappropriate Local Chief Executive through the Local Peace and Order Council, the PNPis hereby authorized to deputize the barangay tanods as force multipliers in theimplementation of the peace and order plan in the area.

SECTION 3. The Departmentof the Interior and Local Government hall exert effortsin securingand nstitutionalizing funding support ro~ Local GovernmentUnits. For thispurpose, governors and mayors, as deputized representatives f the National PoliceCommission n their respective erritorial jurisdiction~and n relation o their sworn dutyto implementSection16 of the Local GovernmentCode,shall ensure hat sufficient undsshall be appropriated n their annual budget or the operationaland logistical supportofthe concernedPNP units for the implementation f this ExecutiveOrder.SECTION 4. The Local Chief Executives, in coordination with the Local Peace andOrder Councils, shall include in the integrated area/Community Public Safety Plan oftheir respective city/municipality, the priority program of action/thrust in resolving theinsurgency and other serious threats to national security and ensure appropriation thereoffor effective implementation of this Executive Order.SECTION 5. All executive issuances, ules and regulations or parts thereof which areinconsistent with this Executive Order are hereby revoked, amended, or modifiedaccordingly.SECTION 6. This Executive Ordershall take effect mmediately.DONE in the City of Manila, this 14thof July in the year of our Lord, Two Thousand andSix.
