WHEREAS, the existing rules and regulations and authorized rates of allowances for officiallocal and foreign travels of government personnel become unrealistic and no longer responsiveto their reasonable needs;

TITLE I OFFICIAL LOCAL TRAVEL OF GOVERNMENT PERSONNEL

a? $ermanent 2fficial Station : the office or regular place of wor/ of the officer or emploeeconcerned'

b? 4ravel Allowance : the authorized amount which shall cover the dail subsistence andincidental travel expenses while on official travel'

c? Hotel Room7odging Rate : 4he dail hotel room rate including prescribed taxes and servicecharges'

Sec' C' A772WA.7E 4RA0E7 ED$E&SES' : 4he travel expenses of government personnelregardless of ran/ and position shall be in amount of 4hree Hundred $esos $*++'++? per dadivided into two ? components8 a? 4ravel Allowance of 4wo Hundred $esos $++'++? whichwill cover the cost of meal, inland transportation and other incidental expenses; and b? HotelRoom7odging Rate at 2ne Hundred $esos $(++'++?'

&o portion of the actual cost of travel expenses allowed to travel to %epartment Secretaries,<ndersecretaries, Assistant Secretaries, and their eBuivalent, and other government officialsshall cover the expenses of an of the staff accompaning said officials in the travel, otherwise,such staff shall not be allowed an of the allowances herein authorized'

of transportation and the /ind hotellodgingpension houses to be ta/en which in all cases shallbe the most advantageous to the government from the standpoint of econom and efficienc'2nl the ordinar public conveance or customar modes of transportation shall be used,except in meritorious cases and !ustified b prevailing circumstances'

2fficials and emploees whose permanent official station is within the 5etropolitan 5anila Areashall not be allowed the travel expenses herein authorized for their travelassignment to placeswithin the 5etropolitan 5anila Area' 4he same restriction shall also appl to those in cities andmunicipalities outside the 5etropolitan 5anila Area when assigned to places within the cit ormunicipalit wherein their permanent official station is located'

TITLE II OFFICIAL TRAVEL ABROAD OF GOVERNMENT PERSONNEL

Sec' "' &A4<RE 26 4RA0E7' : 4ravels and assignments under this Executive 2rder shallcover onl those which are urgent and extremel necessar, will involved the minimumexpenditure and are expected to bring immediate benefit to the countr, and shall refer onl tothose under the categor of conferences, special missions, and other non:stud trips such asthose underta/en for the following purposes8

a? 4o attend conferences or seminars sponsored b foreign governments organizations to whichthe $hilippine 9overnment is committed or invited to send representatives or participants;

b? 4o attend conferences or seminars sponsored b private organizations, whether international

or not, invitations to which have been sent through their respective governments to the$hilippine 9overnment;

c? 4o conduct examinations or investigations of $hilippine 9overnment agencies or affairs;

d? 4o underta/e an other official mission which cannot be assigned to an other $hilippinegovernment official or officials alread abroad;

e? 4o participate in short courses in certain areas of specialization arranged directl bgovernment agencies with foreign institutions of learning;

f? 4o attend training seminars as component of contracts of foreign suppliers, with or withoutgovernment funding; and

g? 4o attend training courses funded from loans secured from foreign sources'

Sec' 3' A$$R20A7 26 4HE $RES1%E&4' : All officials travels abroad of %epartmentSecretaries, <ndersecretaries, Assistant Secretaries, heads, senior assistant heads andassistant heads of government:owned andor controlled corporations and financial institution,and heads of local government units li/e $rovincial 9overnors and 5aors of highl urbanizedcities or independent component cities, and other officials of eBuivalent ran/ whose nature oftravel falls under the categories prescribed in this 2rder shall be sub!ect to the prior approval ofthe $resident of the $hilippines' All other positions concerned shall be with prior approval oftheir respective %epartment Secretaries and their eBuivalent; $rovided, 4hat, travel that will lastfor more than one (? calendar month shall also be sub!ect to the approval of the $resident ofthe $hilippines'

6or this purpose, official foreign travel that will last for one (? calendar month and below ofother officials and emploees of government:owned andor controlled corporations and financialinstitutions shall be approved b the %epartment Secretaries or their eBuivalent to which suchgovernment ownedcontrolled corporations and financial institutions are attached, and b theSecretar of the 1nterior and 7ocal 9overnment in the case of other officials and emploees oflocal government units'

$rior clearance from the 2ffice of the $resident shall also be reBuired for foreign trips ofdelegations or groups of two or more persons regardless of the ran/ of participants'

Sec' #' $RE:%E$AR4<RE ED$E&SES' : 2fficials and emploees authorized to travel abroadshall be entitled to 2ne 4housand 6ive Hundred $esos $(,@++'++? commutable pre:departureallowance to cover miscellaneousincidental expenses, such as taxi fare, passport photographs,immunization, visa fees, tips, porterage, and airport terminal fees'

Sec' (+' 4RA&S$2R4A412&' : 1n case officials and emploees authorized to travel abroad arenot provided with transportation b the host countr or sponsoring organization or agenc, theshall be allowed official transportation which shall be of the econom class unless otherwisespecified in the travel authorit and approved b the $resident'

Sec' ((' -724H1&9 A772WA&-ES' : 2fficials and emploees authorized to travel shall begranted clothing allowance eBuivalent to 6our Hundred <nited States %ollars <S>++'++?

-lothing allowance shall not be granted oftener than once in ever twent:four >? months anda certification shall be submitted to the effect if no clothing allowance had been received duringthe next preceding twent:four >? months'

Sec' (' 4RA0E7 A772WA&-E A&% H24E7 R225 RA4E$ER %1E5' : 2fficials andemploees who travel abroad shall be granted travel allowance of 2ne Hundred <nited States%ollars <S(++'++? and hotel roomlodging rate of 4wo Hundred <nited States %ollars<S++'++? per da'

-laims for lodging or hotel accommodation shall be allowed onl when dul supported bappropriate hotel room bills with official receipts; $rovided, 4hat, for the purpose, no certificationor affidavit of loss shall be considered or accepted'

Sub!ect to approval of the $resident, actual travel expenses in excess of the 4hree Hundred<nited States %ollars <S*++'++? above:prescribe for travel allowance and hotel roomlodging

rate, ma be allowed upon certification b the head of agenc concerned as absolutelnecessar in the performance of an assignment and presentation of hotel room bill with officialreceipts'

4he above travel allowance is intended to cover subsistence, local transportation and otherincidental expenses, and shall not be divided into units; $rovided, 4hat, full travel allowanceshall be allowed onl in accordance with the provisions of the third paragraph of Section Chereof'

6or purposes of this 2rder and of the provisions of Section "@ of R'A' &o' "(@", otherwise/nown as the 6oreign Service Act of (##(, the travel allowance and hotel room rate hereinprovided shall also be /nown as per diems insofar as the %epartment of 6oreign Affairs isconcerned' As such, it shall consist of four >? units8 brea/fast, lunch, dinner and lodging' 4heSecretar of 6oreign Affairs is dul authorized to prescribe additional guidelines thereon,particularl in the proper allocation of amounts per unit thereof'

4he travel allowance herein provided for shall be granted onl for the duration of the official trip,including actual travel time, which shall be computed according to the most direct air route,unless otherwise specified in the authorit for the trip' An additional time extension caused bta/ing a diverse route shall not be on government time and expense'

Sec' (*' Representation Expenses' : $hilippine delegations to international conferences,conventions or special missions, as well as individuals travelling on official business ma, uponprior approval of the $resident, be allowed non:commutable representation expenses notexceeding 2ne 4housand <nited States %ollars <S(,+++'++?, dul supported b bills orreceipts, as shall be absolutel necessar to enable them to uphold the prestige of the Republicof the $hilippines, to represent the countr with dignit and distinction, and to carr out theirfunctions and ob!ectives more effectivel'

Representation expenses ma be incurred for necessar entertainment, contributions, flowers,wreaths, and the li/e, when !ustified b circumstances and in conformit with the generallaccepted customs, usages, and practices'

Sec' (>' A$$71-A.1714= 42 $ERS2&&E7 S4A412&E% .R2A%' : 2fficials and emploeealread posted abroad ma avail themselves of the allowances prescribed under this 2rder

when the travel officiall outside of their post of assignment, or to countries to which the aredul accredited on a non:resident basis, or to countries over which the post has concurrent !urisdiction; $rovided, 4hat (? unless indicated otherwise, funds therefor are chargeable to thepost allotment and no supplemental budget is reBuested for the purpose; ? prior authorit issecured from their respective %epartment Secretaries and those 2fficials of eBuivalent ran/; *?the travel necessitates an overnight sta b reason of distance andor the non:availabilit ofreturn transportation; and >? travel within the one hundred (++? mile radius from the cit ormunicipalit wherein the official station of such official or emploee is located shall not beallowed an of the allowances herein authorized'

Sec' (@' $A=5E&4 26 A772WA&-E %166ERE&41A7' : Where the official or emploeetravelling abroad is provided b the host government or institution with per diem, or allowancelower than that prescribe in this 2rder, he shall be entitled to the difference onl' lawphi1.net 

TITLE III MISCELLANEOUS PROVISIONS

Sec' (C' RE&%1412& 26 A--2<&4 2& -ASH A%0A&-ES' : Within sixt C+? das after hisreturn to the $hilippines, in the case of official travel abroad, or within *+? das of his return tohis permanent official station in the case of official local travel, ever official or emploee shallrender an account of the cash advance received b him in accordance with existing applicablerules and regulations andor such rules and regulations as ma be promulgated b the-ommission on Audit for the purpose' $ament of the salar of an official or emploee whofails to compl with the provisions of this Section shall be suspended until he compliestherewith'

Sec' (3' S<.51SS12& 26 RE$2R4' : Ever official or emploee assigned or authorized totravel under this 2rder shall, within one (? month after his return to official station, submit areport with his recommendations, if an, on the conference or seminar attended, examination orinvestigation conducted, or mission underta/en, to the head of his office' 1n case of participationin an international conference or convention abroad in which the $hilippines is represented b adelegation, a report of the delegation shall be submitted to the $resident of the $hilippinesthrough the Secretar of 6oreign Affairs not latter than one (? month after the closing of theconference or convention' An member of the delegation ma also submit a supplementarreport'

0iolation of the provisions of this Section shall sub!ect the official or emploee concerned todisciplinar action'

Sec' (#' 1&S<RA&-E' : An official or emploee on travel pursuant to this 2rder shall beallowed reimbursement of premium for accident insurance coverage, not exceeding 4woHundred 4housand $esos $++,+++'++? for the duration of his official travel' <nder nocircumstances, however, shall premiums on insurance of personal or household effectsbelonging to an official or emploee on official travel be charged to government funds'
