SCOPE AND CONTENT NOTEU.S. State Department Office of the Executive Secretariat, Official Exchanges of
the President and Secretary of State with Foreign Leaders, 1961–1966 consistsmainly of correspondence by Presidents John F. Kennedy and Lyndon BainesJohnson and Secretary of State Dean Rusk with their foreign counterparts. TheExecutive Secretariat was responsible for coordination of the work of the StateDepartment internally, serving as liaison between the department’s bureaus and theoffices of the secretary, deputy secretary, and under secretaries. It also handled thedepartment’s relations with the White House, the National Security Council, and othercabinet agencies. One of its major functions was the maintenance of acomprehensive record of policy decisions based upon committee meetings,conferences, and directives of the officers of the State Department. It also acted asa channel through which policy matters originating in the offices, divisions, andcommittees concerned with foreign policy problems were brought to the attention ofthe secretary and his principal deputies or appropriate office. In addition, thesecretariat oversaw the implementation of policy decisions.
Cables and letters sent and received by Kennedy, Johnson, Rusk, and theirforeign counterparts compose the bulk of material in this collection. In general, thefiles consist of holiday greetings; expressions of sympathy and condolence forillness or death; gratitude for hospitality on visits between countries; andcongratulatory messages for independence days, anniversaries, inaugurations,birthdays, weddings, and other special occasions. The official correspondence isdivided primarily by geographic region. Within each region, the countries are listedroughly in alphabetical order. After the regions, there is a section of additionalcorrespondence and exchanges that covers countries not previously covered in thegeographic breakdowns.
Even with these breakdowns, several topics appear in all sections. The ongoingand changing conflict in Vietnam is covered in depth with special emphasis on UnitedStates bombing policy. A telegram sent by Johnson in January 1966 discussing thesuspension and resumption of bombing in North Vietnam appears in nearly everyfolder of the collection. The Cuban Missile Crisis in October 1963 is also highlightedin all sections. A telegram sent by Kennedy regarding the Soviet placement ofoffensive nuclear weapons in Cuba appears in numerous folders. Communism,specifically the need to stop its spread, whether in Latin America, East Asia, Europe,or Africa, is also given attention in all sections. On a lighter note, the “space race”seems to have grabbed the attention of much of the world during the period covered.Nearly all nations sent messages of congratulations for successful Gemini missions.In addition, complementary photos from the Mariner IV Mars mission were presentedby Johnson as gifts to foreign heads of state. Nuclear nonproliferation and theNuclear Test Ban Treaty are also covered in all sections with in-depth coverage inthe final section.

The first two reels contain correspondence with Latin American and Caribbeannations. Among the common subjects in this section are the Alliance for Progressprogram, economic development, greater inter-American cooperation, stability ofgovernments, and Communism. Nations praised the Alliance for Progress programand also discussed the need for other programs to promote greater economicdevelopment. Greater inter-American cooperation was seen as a way to promoteeconomic development because such cooperation was a way to promote politicalstability, which would in turn make economic development possible. Documents inthe Venezuela folder cover in depth the topic of political stability. Other documentscover specific coups in Argentina and Peru, as well as a general discussion aboutrecognizing governments created by coups, the wave of coups in Latin America, andpossible influence from Fidel Castro’s Cuba. The documents reflect how LatinAmerican nations pushed for sanctions against Cuba by the Organization ofAmerican States (OAS) because they feared that Communism would spread to otherparts of Latin America.
The second section reviews the region of East Asia, Australia, and New Zealand.Here users can find in depth coverage of the Vietnam conflict and the topic ofstability and security of nations in the region. United States bombing of NorthVietnam, North Vietnamese attacks on United States vessels on the high seas, ameeting by South Vietnamese leaders in Honolulu, and views by various countrieson United States policy in Vietnam constitute this section’s main topics. The civilwar and foreign intervention in Laos are also discussed under the aegis of securityand stability. The Laotian crisis is covered not only in the Laos folder but also in theCambodia and Thailand folders. Cambodian leaders had a great deal of interest inthe affairs of neighboring Laos, and several documents extol the need for recognitionof territorial integrity in Southeast Asia. To emphasize Cambodia’s views onterritorial sovereignty, leaders issued a Declaration of Neutrality, which thiscollection covers in depth. Thailand was very concerned about possible Communistinfiltration from neighboring Laos into their own country. The theme of security alsocomes up in relation to the formation of Malaysia, which is covered in the Indonesia,Philippines, and Malaysia folders. Other countries of Asia wanted to keep the areastable by allowing for the creation of Malaysia while at the same time preventingarmed conflict between Indonesia and Malaysia. Economic development of theregion also figures significantly in the collection. Many of the folders containdocuments relating to economic aid, development, and progress. Japan andAustralia, for example, expressed concern over the United States balance ofpayments program and how it would affect their own economies.
The third section contains documents from Europe and Canada with the exceptionof the United Kingdom, France, Germany, and the Soviet Union. The predominantVietnam topics previously mentioned come up again in this section, which alsoaddresses differing views expressed by the Vatican and Yugoslavia. Both theVatican and Yugoslavia pushed for stronger peace initiatives in Vietnam. Thissection also details crises relating to former colonies such as the Congo andIndonesia. Indonesia, for example, lost territory for the formation of Malaysia andNew Guinea, which caused tension between nations of the region. Topics reviewedin depth in the Spain and Italy folders are the North Atlantic Treaty Organization(NATO) and continued cross-Atlantic cooperation.
The fourth section covers the Middle East and Central Asia with thepreponderance of documents from the Middle East. The Iran folder contains

numerous lengthy letters from the shah discussing conditions in Iran and the MiddleEast, the need for nonaggression between the United States and the Soviet Union,the military and economic needs of Iran, and the role of the Central TreatyOrganization (CENTO). Topics of general interest throughout this section includethe Vietnam conflict, the Afghanistan-Pakistan crisis, India-Pakistan relations andconflict in the Kashmir region, the serious and escalating Turkey-Cyprus-Greececrisis, the Yemen crisis, and relations between Saudi Arabia and the United ArabRepublic (UAR).
The final section contains additional correspondence and exchanges but is notseparated by geographic region. Countries highlighted in this section, with theexception of Israel, were not covered in the preceding sections and are arguably themore predominant countries in United States foreign relations. This final section isarranged by correspondents and country. The first folder, for example, containsdocuments between Johnson and Republic of China (Taiwan) officials only. Eachfolder is further divided by incoming and outgoing correspondence. Therefore, majortopics may be covered more than once within each folder (in both incoming andoutgoing correspondence) but will only be listed once on the Reel Index.Furthermore, nearly all of the folders in this section include indexes listing the date,correspondents, and topic of each document. Researchers may find these indexesa nice complement to the succeeding Reel Index. General topics covered in thisfinal section include the conflict in Vietnam with emphasis on peace initiatives,nuclear nonproliferation, and the status of NATO, especially after the withdrawal ofFrench forces. The following examples represent highlights from this section.
The Secretary Rusk–United Kingdom folder on Reel 9 contains an assessment ofremaining British colonial possessions. The assessment evaluates the future ofeach possession and contains a chart listing the size, population, constitutionalposition, and miscellaneous notes for each colony. This folder also contains a draftcopy of a tentative UN Security Council resolution on the Vietnam conflict. Theresolution was proposed during the United Kingdom’s presidency of the SecurityCouncil because they were more sympathetic to United States policy and thus willingto introduce a resolution. The United Kingdom folders on Reel 9 beginning withFrame 0456 extensively cover the crisis in Southern Rhodesia through variouslengthy settlement offers and Southern Rhodesia responses. Underscoring therelationship between the United States and the United Kingdom, personal letters fromPrime Minister Harold Wilson to Johnson constitute the largest portion of the UnitedKingdom folder on Reel 11. In a telegram to Johnson, for example, Wilsoncommiserates over personal attacks against both and the very difficult positions theyboth occupy. Wilson ended the message with a quote by Abraham Lincoln regardingcritics and the veracity of criticism.
The Israel folder on Reel 8 contains numerous documents detailing the desire byUnited States officials to establish an inspection procedure for the Dimona nuclearreactor. The documents convey Israel’s reactions to the inspections andsuggestions for the procedures to be followed. The United Kingdom, FederalRepublic of Germany (West Germany), and France folders on Reels 10 and 11extensively cover the French pullout of their forces from NATO. The documentsaddress the French position as well as United States, United Kingdom, and Germanresponses with further coverage on the future and integrity of NATO forces inEurope. The folder titled “Chronology on Arms Limitation in Arab-Israel area”contains documents relating to the Middle East arms race. The folder covers special

missions, specifically that of John Jay McCloy on behalf of President Kennedy, tothe Middle East to discuss arms limitation and nuclear nonproliferation. AfterKennedy’s assassination, the mission to Israel had to be postponed, but severalvisits to the UAR and discussions with Gamal Abdel Nasser are covered in depth.
